For an FM24 lower-league save, Sulayman Marreh and Helder Costa are two players explicitly identified as free agents in a League One signing guide. Gabriel Obertan is a possible later free transfer, not an unattached player at the start of the save. The available sources do not verify twelve individual lower-league candidates, so a ranked dozen would risk sending you after players who may not fit—or may not be available—in your database.
Which FM24 database does this shortlist refer to?
The clearest free-agent snapshot is FM Scout’s list, updated 20 October 2023, which describes players unattached at the opening of the first season on 3 July 2023. Its scores are the author’s recommendations, calibrated to English divisions; they are not official FM attributes or a universal ability rating. FM Scout’s scale treats 71–73 as important for a third-division team and 74–76 as important for a second-division team. See FM Scout’s FM24 free-agent guide and rating explanation.
That snapshot should not be presented as current to FM24’s later Main Data Update. Sports Interactive announced the update on 29 February 2024, describing more than six million data changes, including changes to player ability ratings and attributes. The notice says that gameplay adjustments apply to existing careers, but a new save is needed to use the data changes. Read the official FM24 Main Data Update notice.
Verified lower-league candidates
These are the named players the available League One guide explicitly describes as free agents. Check each player’s status and terms in your own save before making an offer: database, loaded leagues, save setup and club circumstances can affect what you see.

FMBrotherhood’s League One signing guide supplies these availability descriptions. It does not establish that either immediate free agent will accept an offer from every club, or that Obertan will leave when his contract expires.
Why this is not a ranked list of twelve
A lower-league shortlist exists: EFEM describes a 119-player list and identifies Eduardo Bauermann as its top-rated player, with a score of 77. However, the page’s player rows are not visible in the accessible version. That supports the existence and stated size of a shortlist, but it does not let us verify twelve names, their positions, contract status or order. Likewise, a broad free-agent guide is not enough on its own to establish that every listed player is a realistic lower-league signing. Without verified player-by-player details, inventing a ranking would be less useful than checking the pool in the save you actually intend to play.
How to judge a free agent for your club
Use the shortlist as a scouting lead, then judge each candidate against your club’s needs and finances. A transfer fee of zero only removes one cost; wages and any signing costs still matter.

- Confirm availability. Search for the player in your save and inspect his contract status. Distinguish an unattached player from someone whose contract expires later.
- Match the role, not just the reputation. Compare the player’s positions and attributes with the role you need and the level of your division. The same player can be a useful starter for one squad and a poor fit for another.
- Check the full contract impact. Review wage demands and other proposed costs before negotiating. A free transfer can still exceed a lower-league budget.
- Evaluate practical constraints. Check the information shown in your save for fitness, injury concerns and any work-permit requirements that apply to your club and competition.
- Compare against your own squad. Decide whether the candidate improves a starting position, adds useful cover or blocks a development opportunity. Do not treat a list score as a substitute for that comparison.
What “best” means in a lower-league save
There is no single dependable ranking across every division, club budget and tactical setup. FM Scout’s recommendations use an English-division scale, while your save’s player availability, wages and suitability can vary with its database and setup. Treat any rating as a starting point for your own assessment, not a promise of performance.
For a reproducible check, record the database version and the date you inspect the player, then note availability, position, expected wage and intended role. That makes it easier to compare candidates fairly—and to spot when an old list no longer matches your save.
