There is no single best law build for every Frostpunk 2 run. Pass the law that relieves your most urgent bottleneck—food, goods, production, heat, research, disease, or tension—while weighing its political cost and whether you can get it through the Council. Laws can depend on research or other progression, and the game’s current tooltip should be your final check for exact effects.
How to choose the best law for your city
Start with the problem that is most likely to destabilize the city next. A shortage that threatens survival usually matters more immediately than a modest efficiency gain; a law that eases one pressure can still be a poor choice if its secondary effect worsens another crisis.
Compare each candidate on four points: what need it addresses now, what it costs in tension, disease, trust, income, or materials, when it becomes available, and whether your delegates are likely to approve it. The Epic Games Store’s strategy guide similarly stresses prioritizing pressing shortages and planning for long-term consequences rather than trying to solve every problem at once.
The options below are guide-backed candidates, not a fixed tier list. The detailed law recommendations were published in 2024; balance or tooltips may have changed since then. Check the description in your current game before committing to a law or relying on a specific effect.

Food: Foraged Additives

Gamer Guides also recommends it early, suggesting lower demand may help avoid later crime. Consider whether the tension cost is manageable before passing it.
Production and Heatstamps: Heat Overclocking or Paid Essentials
Gamer Guides recommends Heat Overclocking for production efficiency, but it depends on research. Paid Essentials is another recommendation in that guide for production efficiency and Heatstamp income. Because exact effects and availability can depend on the current game state or version, verify both laws’ tooltips and unlock conditions before treating either as a solution to a particular deficit.

Materials and tension: All Do Maintenance
Gamer Guides recommends All Do Maintenance as a way to reduce material demand and tension. It may be worth considering when those pressures are both relevant; check its current description and compare it with other available laws before spending political support on it.

Research: Mandatory School
Mandatory School is recommended by Gamer Guides as a way to increase research speed and unlock ideas sooner. Twinfinite’s law table also lists a decrease in Heatstamp income, so the research benefit has an economic cost. It is a stronger fit when getting access to ideas is the current priority and the city can absorb the income reduction.
Disease: Conservative Treatment
When disease is the pressing issue, Conservative Treatment is a candidate: Gamer Guides recommends it for disease reduction, and Twinfinite lists disease reduction as its effect. Confirm its current tooltip and consider whether another law or city response better addresses the cause of the outbreak.

Unlock the Council and build support
Twinfinite’s lawmaking guide says the Council Chamber unlocks proposing and voting on laws, and that most bills require 51 votes. Treat that figure as applying to ordinary proposals described by the guide, not as a universal threshold for every vote type. Current requirements can differ, particularly for Rule or confidence votes.

Do not use emergency sessions casually
Twinfinite warns that emergency sessions damage faction relations. A fast vote may therefore make a difficult political situation worse; weigh the immediate need for a law against the longer-term cost to cooperation.
Make the choice against your actual bottleneck
