There is no verified ranking of every current Utopia Builder map. The seven documented base-game starts can be ranked as an editorial guide, but 11 bit studios’ Fractured Utopias DLC added another map without naming it in the announcement. This list therefore covers the seven documented base-game starts, not the confirmed post-DLC roster. The ranking weighs terrain and district placement, early fuel and food access, expansion direction, Frostland and colony potential, and room to recover from imperfect planning. The labels are recommendations, not measured difficulty scores.
What this ranking covers—and what it cannot establish
A September 2024 layout guide describes seven base-game Utopia Builder starts: Windswept Peaks, Fractured Gorge, Broken Shore, Horizon, Crater, Dreadnought, and Hanging Rock. Its descriptions are useful orientation, not controlled comparisons of resource yields or difficulty. The official 11 bit studios announcement for Fractured Utopias, dated October 31, 2025, says the DLC adds one new map but does not name it in the surfaced announcement. A January 2026 player report mentions Jagged Bay, Forsaken Valley, and The Pit in connection with DLC-era maps and colonies, but does not definitively establish the current main-start menu. So “every” current map cannot be confirmed from these sources.

The ordering below is my judgment about how clearly each documented start supports a particular play style—not a developer ranking or a claim that one map wins in every run. Actual resource placement and colony conditions can vary; a 2026 player report specifically notes inconsistency in colony resources and geothermal availability. The available descriptions do not establish exact quantities, best build orders, or verified difficulty scores.

1. Windswept Peaks — beginner-friendly
The September 2024 layout guide describes a small valley between mountains, sheltered from bad weather, with easy access to important resources. Those are the most forgiving-sounding starting conditions in the documented set: a protected area and nearby supplies give a new player room to learn district placement before committing to distant expansion.
#1 Best Overall
- Develop, expand, and advance your city in a society survival single-player game set 30 years after an apocalyptic blizzard ravaged Earth. In Frostpunk 2, you face not only the perils of never-ending winter, but also the powerful factions that watch your every step inside the Council Hall.
- Frostpunk 2 elevates the city-survival genre to a new level. Take the role of a Steward and lead your city through a cascade of calamities taking place in a postapocalyptic, snowy setting.
- The world is overtaken by an ever present winter, which makes expansion of the city the only way for the survival of mankind.
- In order to grow, the metropolis needs resources like coal and oil, just like its citizens require food and warmth. In Frostpunk 2, it's your job to tackle this never ending circle of supply and demand.
- In addition to the base game, Frostpunk 2 ICEBREAKER EDITION includes: A meticulously crafted New London pop-up diorama, a redemption code for the official Frostpunk 2 artbook, and a redemption code for the 'Warm Flesh' novella (English version).
Trade-off: the valley is small, so usable terrain and district placement may become the constraint as the city grows. The guide does not quantify its space or resource stockpiles, so treat “easy access” as a broad description, not a guarantee of a low-pressure opening.
2. Crater — balanced
The guide describes Crater as a comparatively open generator location with useful resources nearby. Openness makes it a flexible pick for players who want to plan districts without beginning in an obviously cramped or exposed setting.
Trade-off: the source does not specify which resources are nearby, how much space is buildable, or how the start compares in practice with the other maps. Its placement here reflects the combination of open terrain and nearby resources in the description, not a measured advantage.

A rock shelters Generator 157 from strong winds, while a fissure exposes natural heat power, according to the September 2024 guide. That makes this a plausible choice for players who want a distinctive terrain feature with both protection and a potential energy opportunity.
Rank #2

- This box includes the Icebreaker Edition of the game (featuring the New London pop-up diorama and a digital artbook & novella), as well as a Deluxe Edition upgrade code printed on high-quality card stock. The Frostpunk 2 Whiteout Edition is packed with additional content: a multi-layered shadowbox, free access to the first 3 DLCs, an exclusive in-game item, physical cards, a metal keychain, a faction patch, and a set of stickers.
Trade-off: the guide does not say how much of the map the shelter or fissure makes usable, or whether the natural heat source is reliably available in every run. The feature is a planning clue, not proof of a stronger start.
4. Horizon — for players comfortable with exposure
Horizon is described as an exposed, windy open area with substantial resources. That mix suits players who value room to arrange districts and are willing to plan around exposure rather than begin in a sheltered location.
Trade-off: the guide does not identify the resources or quantify their abundance, and it does not measure the effect of exposure. “Substantial resources” should not be read as a guarantee of easy early access to both fuel and food.

The September 2024 guide says the frozen lake prevented planned fishing; it also describes frozen forests and surface oil nearby. Broken Shore therefore has a clear planning signal: do not assume the lake will serve as the food plan, and consider how the nearby oil and forests fit the opening.

Trade-off: the description does not establish the exact food alternatives, resource amounts, or district distances. The failed fishing plan is a guide description, not evidence that every Utopia Builder run has the same outcome.
6. Dreadnought — challenge-oriented
Dreadnought centers on an old ship across a ground fissure, with spilled wagons and nearby oil pumps, as described by the layout guide. The fissure and scattered points of interest suggest a start where players should pay attention to how terrain shapes expansion, rather than assuming a simple open layout.
Trade-off: the guide does not say whether the fissure blocks a particular route or quantify the usefulness of the wagons and oil pumps. Its challenge-oriented label is an editorial fit for the described terrain, not a verified difficulty rating.
7. Fractured Gorge — challenge-oriented
Glaciers leave a deep crack through the middle of Fractured Gorge. The guide says geothermal power may be present, while other resources may be hard to find. Of the seven descriptions, this is the clearest warning that a potentially valuable energy feature may come with a harder search for other supplies.
Rank #4

Trade-off: both the geothermal presence and resource scarcity are described cautiously; neither is established as a fixed quantity or guaranteed condition. Choose it if you want to plan around a difficult-looking terrain divide and uncertain resources, not because a specific challenge score has been measured.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose by preferred challenge
- Want the clearest forgiving start? Try Windswept Peaks for the guide’s combination of shelter and nearby resources, while keeping its small valley in mind.
- Want room to plan? Crater and Horizon are described as open; Crater is the less exposed-sounding option, while Horizon’s description explicitly emphasizes wind and exposure.
- Want a map-specific planning wrinkle? Broken Shore calls for a food plan that does not depend on fishing; Hanging Rock and Fractured Gorge invite attention to their fissures and possible natural heat.
- Want a more demanding-looking layout? Dreadnought and Fractured Gorge have the strongest terrain or resource cautions in the available descriptions. This is a qualitative recommendation, not a tested order of difficulty.
What the DLC changes—and what remains unclear
11 bit studios’ October 31, 2025 Fractured Utopias announcement lists one new map alongside eight faction Utopias, 12 unique unlocks per faction, eight faction hubs, eight faction-specific housing-district variants, more than 100 narrative events, and two premium Tales. Those figures describe DLC features; they are not comparative map statistics. The announcement does not name the new map in the surfaced text, so this article does not assign it a rank.
The January 2026 player report names Jagged Bay, Forsaken Valley, and The Pit while discussing DLC-era maps and colony connections. It is a single community report, not a definitive inventory of the current starting-map menu. It also notes variability in colony resources and geothermal availability, a reason not to treat any map’s broad description as a fixed resource guarantee.
Why this is an editorial ranking, not an official one
No official developer ranking, controlled comparative map data, win rates, completion times, or map-specific difficulty statistics were found in the cited material. The exact-title ranking page surfaced in search is also inconsistent: its table lists seven maps but includes Frozen Bay and omits Fractured Gorge, while its text ranks Crater first and later calls Horizon the strongest overall. Those contradictions make it unsuitable as an authoritative inventory or ranking.
11 bit studios’ announcement includes the in-world line, “In the Frostland, no utopia warms every soul.” The line is attributed to “the elders,” not to a named real person, and it does not compare maps. For a current, complete list, the in-game Utopia Builder start menu is the necessary reference; the sources cited here do not confirm the full post-DLC roster.
