ftpsapi2.dll Errors: Rebuild the Right Windows Component

ftpsapi2.dll is a Microsoft file associated with Internet Information Services (IIS), and its description is “FTP Service Client API Stubs.” If Windows says ftpsapi2.dll is missing, was not found, or could not be loaded, identify the program requesting it before replacing anything.

This is mainly a legacy IIS and Windows XP/Server 2003-era dependency, not a DLL that Windows 10 or Windows 11 normally needs for every IIS installation. The correct repair is usually to repair the old application or matching Windows component, not to download an isolated file.

Start with this diagnostic checklist

Before changing Windows, answer these questions:

  • Which program displays the error?
  • Does the message appear when Windows starts, when you launch one application, or when an IIS service starts?
  • Was IIS, FTP Service, FrontPage Extensions, or an old server application recently removed?
  • Did antivirus software quarantine a file?
  • Is the calling program 32-bit, even though Windows is 64-bit?
  • Does the message say “not found,” “could not be loaded,” or “not designed to run on Windows”?

Write down the name and path of the executable shown in the error or Event Viewer. That executable is more important than the missing filename. If only one old application reports the problem, repair that application first. If several Windows components report it, investigate Windows servicing, IIS, and security software.

What ftpsapi2.dll is

ftpsapi2.dll is a Microsoft IIS-related library whose internal description is FTP Service Client API Stubs. In practical terms, it provides an interface used by older software to communicate with the IIS FTP service.

It is:

  • A Microsoft component associated with IIS and FTP Service
  • A legacy Windows/IIS file
  • Not a general-purpose runtime required by every Windows installation
  • Not a driver
  • Not normally a COM or ActiveX control that should be registered with regsvr32

The word “stubs” does not mean the file is fake. It describes API entry points that older software can call. An application may request the DLL even when the current Windows installation uses a different IIS FTP implementation.

Microsoft documents separate IIS FTP installation paths for different Windows generations. FTP 7 and FTP 7.5 belong to a newer IIS product lineage, and their installers should not automatically be assumed to contain the old ftpsapi2.dll file. Why Windows 10 or 11 may request it

A modern computer can still display an old DLL error for several reasons:

  1. An old application was installed on the computer.
  2. A legacy installer expected an older IIS component.
  3. An old server application was copied rather than properly installed.
  4. IIS or FTP Service was removed after the application was installed.
  5. Antivirus software quarantined a protected file.
  6. A 32-bit application is running on 64-bit Windows.
  7. The application has its own private dependency that is missing or damaged.
  8. The message is caused by an incompatible or malicious replacement rather than a genuine Microsoft file.

Do not assume that installing the newest IIS FTP feature will restore the exact file requested by an old program. First determine whether the caller needs legacy IIS, modern IIS FTP, or its own application files.

Fix 1: Repair the program that reports the error

This is the fastest and safest fix when one application is responsible.

Find the calling application

If the error appears in a dialog, note the application name. If the dialog does not identify it:

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Select the Details tab.
  3. Look for the program that was starting when the error appeared.
  4. Right-click it and choose Open file location.
  5. Record the executable path and publisher.

You can also check Event Viewer:

  1. Press Windows + R.
  2. Enter eventvwr.msc and press Enter.
  3. Open Windows Logs.
  4. Select Application.
  5. Look for an error at the time the DLL message appeared.
  6. Read the Faulting application name and Faulting module name fields.

If the same old program appears each time, download or run the repair option from that program’s official installer. Do not use a generic DLL download as a substitute.

Repair through Windows Settings

For a normally installed application:

  1. Press Windows + I.
  2. Select Apps.
  3. Open Installed apps.
  4. Find the affected program.
  5. Select the three-dot menu.
  6. Choose Advanced options, if available.
  7. Select Repair.

If Repair is unavailable or does not resolve the error, choose Reset only if you understand that it may remove application settings. For traditional desktop software, use the application’s own installer:

  1. Open Control Panel.
  2. Select Programs and Features.
  3. Select the affected application.
  4. Choose Change, Repair, or Modify.
  5. Complete the installer and restart Windows.

If the software is obsolete, reinstalling it may still fail on a current operating system. In that case, use the vendor’s supported compatibility guidance or move the program to an appropriate legacy environment. Installing an unrelated copy of ftpsapi2.dll rarely repairs the application’s complete dependency chain.

Fix 2: Check whether IIS or FTP Service was removed

Use this step only when the calling program genuinely depends on IIS FTP. It is not a universal repair for every ftpsapi2.dll message.

Check IIS features in Windows 10 or 11

  1. Press Windows + R.
  2. Type optionalfeatures and press Enter.
  3. Expand Internet Information Services.
  4. Expand FTP Server.
  5. If the application requires the Windows FTP service, select FTP Service.
  6. Select IIS Management Console under Web Management Tools if administration is required.
  7. Select OK.
  8. Allow Windows to install the feature.
  9. Restart the computer if prompted.

On some editions, the available feature names differ. Microsoft’s IIS FTP feature installation documentation explains the supported installation model.

Afterward, open a browser and go to:

If IIS is installed and running, you should see the configured local IIS response rather than a connection failure. You can also open Services with services.msc and check whether the relevant IIS services are present.

Installing modern FTP support may restore the service needed by a current configuration, but it may not restore the legacy ftpsapi2.dll expected by an old application. If the original program still reports the same error, repair the program or use the matching legacy installation source instead.

Older Windows systems

Windows XP and Windows Server 2003 used Windows File Protection for protected Microsoft files. Verified copies could be maintained in the system’s dllcache directory. On those systems, use the original Windows installation media or matching service-pack files and run System File Checker rather than downloading the DLL.

Do not copy a file from a different Windows release. A filename match does not prove that the file has the correct architecture, dependencies, servicing level, or signature.

Fix 3: Repair Windows component files with DISM and SFC

On supported modern Windows versions, run DISM first and SFC second. DISM repairs the Windows component store; SFC then checks protected system files against that repaired source.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart Windows.

The scan can appear to pause. Do not close the window while it is running.

Run System File Checker

After DISM completes:

  1. Open an elevated Command Prompt again.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Launch the affected program again.

A successful result may say that Windows Resource Protection found no integrity violations, or that it found corrupt files and repaired them. If SFC reports that it could not repair some files, read the result carefully and run DISM again before repeating SFC.

Microsoft’s official System File Checker and DISM instructions cover this sequence. If DISM needs a repair source, Microsoft documents the /Source form in its Windows image repair guide:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace the example path only with a matching Windows repair source. Do not point DISM at a random DLL or an unrelated installation.

How to interpret an SFC result

  • No integrity violations: The missing file may belong to an old application, a private application folder, or an unsupported IIS dependency.
  • Corrupt files repaired: Restart and test the program again.
  • Some files could not be repaired: Review DISM output, check the repair source, and inspect CBS logs if further diagnosis is needed.
  • SFC will not run: Restart Windows, open an elevated Command Prompt, and run it again. For severe corruption, use Windows recovery or an in-place repair.

Fix 4: Check antivirus quarantine and file signatures

A security product can quarantine or block a legitimate file. This is a possible cause, not proof that antivirus software caused every ftpsapi2.dll error.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an entry matching the time of the failure.
  5. Expand the entry and record the detected path.
  6. Do not restore it immediately if the location is unexpected.

If a file was quarantined, verify that it came from the expected Microsoft or IIS location and that its digital signature identifies Microsoft Corporation:

  1. Open the file’s location if Windows Security permits it.
  2. Right-click the DLL.
  3. Select Properties.
  4. Open the Digital Signatures tab.
  5. Select the signature and choose Details.
  6. Confirm that Windows reports the signature as valid.

If the file is unsigned, has an invalid signature, or appears in a temporary, download, or unfamiliar application directory, leave it quarantined and run a full scan. If it is a valid protected file, restore it only through the security product’s controlled restore process, then run SFC and check for pending Windows updates.

A historical Windows File Protection incident involving this filename shows that security software can interfere with protected-file caching, but that example does not establish the cause of every current error.

Fix 5: Check 32-bit and 64-bit compatibility

The name of a Windows folder can be confusing:

  • On 64-bit Windows, System32 normally contains 64-bit system binaries.
  • SysWOW64 normally contains 32-bit system binaries.
  • A 32-bit application may run through Windows compatibility layers on 64-bit Windows.

Do not solve the problem by copying the same DLL into both folders. That can create version conflicts, signature problems, and new loader errors.

To identify the application architecture, check the vendor’s documentation or inspect the application’s installation structure. Older programs are often 32-bit even when installed on 64-bit Windows. The correct repair is to reinstall the application using its matching installer or install the supported IIS component for that operating system.

If the error says the file is “not designed to run on Windows” or contains an error, check these items before replacing anything:

  • The DLL’s digital signature
  • The location from which it was loaded
  • The architecture of the calling executable
  • Whether the file was copied from another Windows release
  • Whether a dependent DLL is missing

A matching filename alone is not enough.

Fix 6: Update or reinstall related drivers only when evidence points there

ftpsapi2.dll is not a hardware driver, so Device Manager is not the normal repair path. Use it only if the application error began after a device, network adapter, storage controller, or security software update and logs identify that device as part of the failure.

To check for driver problems:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand categories related to the affected application, such as Network adapters, Storage controllers, or System devices.
  4. Look for a warning icon.
  5. Right-click the device and select Properties.
  6. Read the Device status message on the General tab.
  7. Use the Driver tab to roll back or update the driver when appropriate.

Why regsvr32 usually does not apply

Do not run this command merely because a DLL is missing:

regsvr32 ftpsapi2.dll

regsvr32 is intended for DLLs that expose registration functions, typically COM or ActiveX components. An API-stub or runtime library does not become usable because it was registered.

Microsoft’s regsvr32 documentation describes registering OLE controls. If the command reports that an entry point is missing, that does not prove the file itself is corrupt. It usually means the command is inappropriate for that library.

Use application repair, IIS feature installation, SFC, DISM, or the correct installation media instead.

Do not download a random ftpsapi2.dll

Random DLL download sites are unsafe for this problem. A downloaded file may have:

  • The wrong architecture
  • The wrong legacy release
  • An invalid or missing Microsoft signature
  • Missing dependencies
  • Malware or an unwanted loader
  • A location that conflicts with the intended application

Copying a DLL into System32, SysWOW64, or the application directory may also hide the real cause while leaving the application’s other files damaged.

Use these sources instead:

  • The affected application’s official installer or repair option
  • Windows Features for the supported IIS FTP component
  • Matching Windows installation media for legacy systems
  • DISM and SFC from Windows
  • Microsoft Defender and Windows Security for verification

If the error remains after repair

If the message continues, work through this escalation order:

  1. Reproduce the error and record the exact wording.
  2. Identify the executable and its installation path.
  3. Check Event Viewer for the application and module names.
  4. Review antivirus quarantine and protection history.
  5. Confirm whether the program is 32-bit.
  6. Check whether the program is actually using legacy IIS FTP.
  7. Repair or reinstall the program from its official installer.
  8. Run DISM followed by SFC.
  9. Remove and reinstall the relevant IIS feature only when the application requires it.
  10. Use System Restore if the file disappeared immediately after a known software change.
  11. Consider an in-place Windows repair only after logs, application repair, and matching installation sources have been checked.

If SFC reports no violations and reinstalling IIS changes nothing, Windows may be healthy. The remaining issue is likely an obsolete application, a private copy of the DLL, an incompatible installer, or another missing dependency.

FAQ

Is ftpsapi2.dll a legitimate Windows file?

Yes. It is a Microsoft IIS-related file described as “FTP Service Client API Stubs.” Its presence is most strongly associated with legacy IIS and FTP components, not every current Windows installation.

Should I install IIS on Windows 11 to fix it?

Only if the program actually requires IIS. Installing modern FTP support does not guarantee that an old application’s legacy DLL dependency will be restored. Identify the caller first.

Is ftpsapi2.dll malware?

The filename itself is legitimate, but malware can use the same name. Check the file location, digital signature, and antivirus history. An unexpected unsigned copy should be treated as suspicious.

Should I register it with regsvr32?

Normally no. It is not generally a COM or ActiveX registration target. Repair the owning component instead.

Does a 32-bit application need a different copy?

It may require a 32-bit dependency, but do not manually copy files between System32 and SysWOW64. Reinstall the correct application or component using its supported installer.

What if SFC says everything is fine?

That result suggests the file may not be a current protected Windows file on your system. Focus on the calling application, its private installation directory, IIS compatibility, and missing dependencies.

Should I use System Restore?

System Restore is reasonable when the error began immediately after a known uninstall, update, or security event. It is a fallback, not a replacement for identifying which program owns the dependency.

What is the safest first action?

Record the exact error, identify the executable that displays it, and repair that application. Do not download or register an isolated DLL before you know which component is missing.
