Why is my Adventure Rank stuck at 25?
The likely blocker is an Adventure Rank Ascension Quest. HoYoverse confirms that certain Adventure Rank milestones are capped until the required quest is completed. Its support examples name quests at AR 45 and AR 50, rather than AR 25, so use the quest shown in your own game instead of relying on a particular quest name. (HoYoverse Support)
Your Adventure EXP does not disappear while you are capped: according to HoYoverse, stored EXP is applied automatically after you complete the required ascension quest successfully.
How to find and complete the ascension quest
- Open the Quest Menu and look for an Adventure Rank Ascension Quest.
- If you do not see it, open the Adventure EXP and Adventure Rank screen and follow its ascension prompt. You can also check Adventurer Handbook → Guide for a prompt. These routes were documented in the Version 4.1 update; interface details may have changed since then. (HoYoverse, Version 4.1 update)
- Track and complete the quest that appears in your game. Once you finish successfully, the stored Adventure EXP should be applied automatically. (HoYoverse Support)
What to do while you are capped
You can keep progressing while you look for the quest or work toward it. Complete available Archon, Story, and World Quests, collect daily commission rewards, and explore. HoYoverse identifies opening chests, finding Elemental Oculi, and unlocking Waypoints as exploration activities. (HoYoverse, Version 1.1 notice)

Quests, exploration, chest collection, and events can also generate Encounter Points, which can be used toward daily commission rewards under the Version 4.1 system. (HoYoverse, Version 4.1 update)
These are useful ways to keep making progress, but the cited official material does not compare current Adventure EXP gains by activity. There is not enough evidence here to call any one activity the definitive fastest route.
