DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Restart Windows and try the affected program again.
Microsoft documents this order because DISM repairs the Windows component store that SFC relies on. Do not copy a random DLL into System32, and do not run regsvr32 as a general repair attempt.
The clearest Microsoft file record concerns Windows 8.1 and Windows RT 8.1. It identifies the file under the microsoft-windows-location-service component, with separate x86, x64, and ARM builds. That record does not prove that the same filename and build are present on every Windows 10 or Windows 11 installation.
What usually caused the error
| Likely cause | What normally fixes it |
|---|---|
| Corrupted or deleted Windows component | DISM followed by SFC |
| Failed Windows servicing or update | Windows Update, then DISM and SFC |
| Antivirus quarantine | Verify Protection History and repair Windows |
| Wrong or mismatched DLL | Remove the unofficial copy and repair Windows |
| Malware or unauthorized modification | Full or offline security scan |
| One damaged application or launcher | Repair or reinstall that application |
| Wider Windows corruption | System Restore or an in-place repair |
No reliable public evidence identifies a particular game or application that directly ships this DLL. If only one program shows the message, that program may be the process requesting a Windows component, but the error alone does not establish that the program owns the file.
Fix 1: Repair Windows components with DISM and SFC
This is the safest first repair for a missing or damaged system DLL.
- Press Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
text
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It may appear to pause for a while.
- When it completes, run:
text
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Open the program that produced the error.
A successful repair usually ends with SFC reporting that it found no integrity violations, or that it found corrupt files and repaired them. If the application starts normally after the restart, the Windows component was the likely cause.

Manually repeating these commands without knowing what changed can be time-consuming. Outbyte PC Repair provides a scan that shows what needs attention; repairs are performed by the full version. It is optional, and reinstalling a specific affected application remains the definitive fix when that application is damaged.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →If DISM reports that source files cannot be found
DISM normally obtains repair files through Windows Update. If Windows Update is damaged, use a genuine Windows installation source that matches the installed edition, language, and architecture.
For example:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to the matching Windows source. Do not use a random DLL archive as the source.
After DISM completes, run SFC again:
sfc /scannow
If SFC says it found corruption but could not repair everything, restart the computer, run DISM again, and then repeat SFC. To save the repair details to your desktop, run:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Fix 2: Install pending Windows updates
An incomplete or failed update can leave protected components inconsistent.
Recommended Free Tools
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every applicable update.
- Restart Windows, including when no further update prompt appears.
- Run DISM and SFC again using the commands above.
- Test the affected program.
If updates repeatedly fail, note the error shown in Windows Update and repair the component store before trying the update again. Do not solve an update failure by copying a newer DLL over the existing system file.
Fix 3: Check antivirus quarantine
Security software can quarantine a legitimate file after a false detection. Verify this before restoring anything.
For Windows Security:
- Open Start and select Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving
geofencemonitorservice.dll. - Expand the entry and check its location and action.
- If the file was quarantined, update Windows and your security definitions first.
- Restore it only when you can verify that it is the genuine Microsoft system component and the detection is a false positive.
Microsoft warns that restoring a real threat can expose the device. If you are uncertain, leave the file quarantined and use DISM and SFC to restore the protected component safely.

- MICROSOFT WINDOWS 11 PRO (INGLES) FPP 64-BIT ENG INTL USB FLASH DRIVE
Afterward, run a full scan:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan and select Scan now.
If the DLL appears in a temporary folder, a download directory, or an application-data folder rather than a normal Windows component location, investigate for malware instead of restoring it blindly.
Fix 4: Check the Windows architecture and file location
Windows uses separate locations for native and redirected system files:
- A native 64-bit system component normally belongs in
C:WindowsSystem32. - A 32-bit component used by 32-bit applications normally belongs in
C:WindowsSysWOW64.
The names are confusing: on 64-bit Windows, System32 contains native 64-bit system files, while SysWOW64 supports 32-bit applications.
Microsoft’s Windows 8.1 record lists separate x86 and x64 versions. It also records that 64-bit Windows 8.1 includes the x86 build for 32-bit software. Do not copy an x86 file into the native 64-bit directory or use an old Windows 8.1 build as a universal replacement for Windows 10 or Windows 11.
If you already copied a DLL manually, remove the unofficial copy only if you can do so safely, then run DISM and SFC. Avoid deleting protected files from Windows folders when you are not sure which copy is involved.
Fix 5: Repair the affected application
If the error appears only when launching one application, repair that application after repairing Windows.
First check whether Windows identifies the requesting process:

- Press Windows + R.
- Type
eventvwr.msc. - Press Enter.
- Open Windows Logs and select Application.
- Look for an error recorded at the same time as the DLL message.
- Note the application name and path.
Then use the application’s official repair option if available:
- Open Settings.
- Select Apps and then Installed apps.
- Select the affected application.
- Open its menu or Advanced options.
- Choose Repair, if available.
- Restart the application.
If repair does not help, uninstall it, restart Windows, and reinstall it from the developer’s official installer. If it is a game, use the launcher’s official file-verification feature before reinstalling the entire title.
There is no verified evidence that a current Visual C++ Redistributable, DirectX package, or .NET repair restores this Windows location-service DLL. Install those runtimes only when the error names their files or the application’s developer specifically requires them.
Fix 6: Update relevant drivers only when the symptoms point there
A location-related failure can sometimes involve device or sensor drivers, but a driver update is not a substitute for repairing a missing Windows DLL.
Check Device Manager as follows:
- Right-click Start.
- Select Device Manager.
- Expand categories such as Sensors, Location, System devices, and Network adapters.
- Right-click a device showing a warning icon.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Use the computer or device manufacturer’s official support page when Windows cannot find a suitable driver. Outbyte Driver Updater can scan for outdated drivers and show which versions need attention; driver installation is performed by the full version. It is optional, and it will not replace the need to repair Windows or reinstall a damaged application.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why regsvr32 usually does not apply
regsvr32 is intended for DLLs that provide the registration entry points used by OLE or COM components. It is not a universal command for restoring Windows DLLs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsRunning this:
regsvr32 geofencemonitorservice.dll
does not replace a missing component, repair the component store, or fix a damaged dependency. It may produce an error because this DLL is not meant to be registered that way.
Use DISM and SFC instead. Only run regsvr32 when the software’s official documentation specifically says that its DLL is a COM or ActiveX component that requires registration.

Why downloading the DLL is the wrong fix
Random DLL download sites sites can provide:
- The wrong Windows build
- The wrong architecture
- A file from a different servicing level
- A modified or malicious file
- A DLL that does not include the dependency causing the error
Copying it into System32 or SysWOW64 can also interfere with future Windows servicing. The safe sources are Windows Update, DISM using a matching Windows installation source, System Restore, an official application installer, or a Microsoft-supported Windows repair.
Fix 7: Use System Restore when the problem started suddenly
System Restore is useful when the error began immediately after an update, cleanup operation, driver change, or security-product action.
- Press Windows + R.
- Type:
text
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the error began.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, and installed programs while preserving personal files. If no restore point exists, continue with an in-place Windows repair or back up your data before considering a reset or reinstall.
FAQ
Is geofencemonitorservice.dll legitimate?
Yes. Microsoft documents it as part of the Windows location-service component, with verified records for Windows 8.1 and Windows RT 8.1.
Is it a Visual C++ runtime file?
No verified evidence supports that association. It is identified as a Windows location-service component, not a Visual C++ Redistributable file.
Should I put the DLL in System32?
No. The correct architecture and Windows servicing state must be established first. Repair Windows with DISM and SFC instead.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Why does only one game or application report the error?
That program may be the process requesting the Windows component, or its own installation may be damaged. Repair Windows first, then repair or reinstall the affected program if the error remains.
Can Windows 11 or Windows 10 use the Windows 8.1 file?
Do not assume so. The clearest verified file versions concern Windows 8.1, and a differently serviced file is not automatically interchangeable with a current Windows installation.
What if the message says the file is “not designed to run on Windows”?
Suspect a corrupt file, wrong architecture, mismatched build, or damaged dependency. Run DISM and SFC, check quarantine, and remove any unofficial replacement rather than registering or downloading another copy.
