Install Consul from HashiCorp’s precompiled Linux binary, run it under a dedicated systemd service, and choose the agent role that matches your VPS: a client for application workloads or a server for storing cluster state. A reliable setup also requires reachable cluster addresses, a restricted firewall, membership checks, and ACLs before you expose service discovery to other machines.

What Consul does on a VPS
Consul is downloadable infrastructure software that provides service discovery, health checking, a catalog of registered services, DNS lookup, and an HTTP API. Each VPS runs an agent. The agent can run as a server, a client, or (for a small lab) the only server in a datacenter.

A single server is suitable for a learning lab because it avoids quorum planning. It is not failure tolerant: if that VPS is unavailable, the datacenter has no remaining server to elect a leader. Production datacenters need multiple server agents, explicit peer joining, and a failure-domain plan so one host or zone does not remove the quorum.
Choose the topology before installing
Single-node lab
Use one server agent when you are learning, testing registration, or running a non-critical development environment. Set bootstrap_expect to 1 during the initial formation and keep all other settings consistent if you later add peers.

Production datacenter
Run several server agents and have them join one another explicitly. Set the initial bootstrap_expect value to the number of servers that must form the first cluster, then remove that setting after formation. Leaving bootstrap settings in place can allow an unintended restart to create a separate cluster instead of rejoining the existing one. Application VPSs normally run client agents and use retry_join to find the servers.
Address decisions
The client address defaults to localhost. That is safest for a single-host API, but other machines cannot reach the HTTP API, DNS interface, or local service registrations through it. The cluster bind address must be reachable by every participating agent. Bind only the private interface and listeners your topology needs; do not bind every service to a public address merely to make joining convenient.

Prepare the Linux VPS
- Use a supported Linux distribution and an architecture matching the Consul package you download.
- Set a stable, unique hostname and node name. Duplicate node names make membership and troubleshooting confusing.
- Synchronize time with the operating system’s time service. Consistent clocks help with logs, certificates, and operational diagnosis.
- Create a dedicated
consulsystem user, a configuration directory such as/etc/consul.d, and a data directory such as/var/lib/consul. Make the data directory writable only by that user. - Write a firewall policy before starting the agent. Permit SSH administration and only the Consul LAN, RPC, DNS, and HTTP/API interfaces required by your topology.
Consul’s exact port requirements depend on enabled features and the version you run. Many installations use separate listeners for server RPC, LAN and WAN gossip, DNS, HTTP, and optional HTTPS. Check the version-matched agent reference before opening a port, and never assume that a listener intended for a private cluster is safe on the public Internet.
Install and verify the binary
HashiCorp recommends the precompiled binary for Linux. Download the archive for the VPS architecture from HashiCorp, verify the published checksum or signature where provided, and install the executable on the system path.

consul versionThe angle-bracket text in the archive name represents the exact version and architecture you downloaded; use the real filename in your shell. Package-manager and source-build options are documented by HashiCorp, but the binary installation keeps this first deployment easy to audit. Confirm that the reported version is the one you intended before writing configuration.
Create the first Consul configuration
Store one or more HCL files in /etc/consul.d. The following lab server example uses the reserved documentation address 192.0.2.10; substitute the VPS’s actual private address.

client_addr = "127.0.0.1"Keeping client_addr on localhost limits the HTTP/API and DNS-facing interfaces to local processes. If another private host must query this agent directly, set it to the private interface or a carefully selected address and restrict the firewall accordingly.

retry_join = ["192.0.2.10", "192.0.2.11", "192.0.2.12"]Use the addresses of real server agents in retry_join. The client retries those peers after boot, which is more dependable than a one-time manual join when a server is temporarily unavailable.
Initial production server formation
For multiple servers, give every server the same datacenter name, compatible bind and communication settings, and a consistent initial bootstrap count. Include peer discovery such as retry_join where appropriate. Once the servers have formed a cluster and Raft has elected a leader, remove bootstrap_expect from the persistent configuration and retain the data directory across restarts.
Validate syntax before starting the service:
consul validate /etc/consul.dDo not expose the HTTP/API listener broadly while ACLs are disabled. A reachable unauthenticated API can disclose catalog data and accept administrative operations.

Consul separates several traffic classes. Your firewall and cloud security group should reflect the actual topology:
- LAN gossip: agent membership and failure detection among nodes in the datacenter.
- Server RPC: communication between clients and servers and server-side coordination.
- WAN gossip: only when connecting datacenters across a WAN.
- DNS: queries from workloads that use Consul DNS for service discovery.
- HTTP/API or HTTPS/API: registration, catalog queries, health checks, and administration.
Allow cluster traffic only between the private addresses of the participating nodes. If applications query a local client, keep DNS and HTTP/API local. If applications query a shared client or server, allow the relevant source networks rather than the whole Internet. TLS, where enabled, protects transport but does not replace ACLs or a restrictive firewall.

Run Consul with systemd
Create /etc/systemd/system/consul.service so the agent starts after networking, runs without root privileges, restarts after a failure, and sends logs to the journal.

sudo systemctl enable --now consulCheck startup output with sudo systemctl status consul and sudo journalctl -u consul -e. A permission error usually means the service user cannot read a configuration file or write the data directory.
Validate membership before onboarding applications
- Run
consul membersand confirm the expected node names and addresses appear with an alive status. - Run
consul infoto inspect agent, runtime, and server information. On a multi-server datacenter, verify that a Raft leader has been elected. - Make a local health or API request through the listener you intentionally enabled. A local request confirms that the agent is answering without requiring you to open a public port.
- Restart the service once in the lab and confirm it reuses the existing data directory and rejoins the same cluster rather than creating a new identity.
- For a client, stop one listed server temporarily and verify that the agent retries its remaining peers instead of requiring manual intervention.
Do not register production applications until membership is stable. A service can appear correctly configured while the underlying server set is partitioned or lacks a leader.
Secure the datacenter with ACLs
ACLs should be enabled on every server and client agent, not just on the node where you run administrative commands. A minimal ACL block is:

Bootstrap the initial token once
After a server is healthy, run the ACL bootstrap operation against that datacenter. It returns a high-privilege management token. Save the SecretID in a password manager or other protected secret store; do not paste it into a unit file, commit it to a repository, or leave it in shell history. Treat loss or exposure of this token as a security incident.
Give agents and services separate tokens
Create an agent token for each client or server and configure it in that agent’s ACL token settings. Then create policies for workloads, such as read-only discovery of a specific service, and issue a separate service token with only those permissions. Change the default policy to deny as soon as the required policies and tokens are in place. Avoid sharing one broad token among all applications: revoking one workload’s access should not interrupt every other service.
When testing an API call, pass the intended token explicitly (for example with the X-Consul-Token header) and confirm that an unauthorized request receives a denial. ACLs control authorization; network filtering and TLS still matter for protecting traffic and limiting who can reach the endpoint.
Register and discover a first service
Register with an HCL service definition
Create a file such as /etc/consul.d/game-api.hcl on the client agent:

}Use an address and port that the consuming workload can actually reach. The health endpoint should return success only when the application is ready to serve requests. Reload or restart the agent after adding the file, then inspect the catalog and health output.
Register through the HTTP API
The equivalent registration endpoint is the agent’s /v1/agent/service/register API. Send the service definition as JSON and include a service token when ACLs require it:

Consul DNS can answer service lookups such as game-api.service.consul; SRV queries can return ports as well as hostnames. The catalog and health APIs provide more detail, including the reason a check failed. Query with a passing-only filter when your caller must never receive an unhealthy instance:

That distinction is why every production registration should have a meaningful health check rather than relying on a process being present.
Troubleshoot the common failure modes
Nodes do not appear in consul members
Check that each node has a unique node_name, that bind_addr is the private interface rather than localhost, and that the firewall permits LAN gossip between the exact node addresses. Verify DNS or IP reachability from both directions; a one-way rule can look like a failed agent.
Servers have no Raft leader
Inspect the server count and bootstrap settings. A cluster cannot elect a leader without the required quorum. Confirm that every initial server used compatible datacenter and peer settings, and check the journal for failed joins or an incorrect private address.

Supply a valid token in the request and verify that the policy grants the requested endpoint. An agent token is not automatically a management token, and a service token intended for read-only discovery should not be expected to register or deregister services.
DNS returns no service
Confirm that the service was registered on the expected agent, that its address and port are reachable, and that the health check is passing. Query the catalog without the passing filter to distinguish “not registered” from “registered but unhealthy.”
The service fails after a restart
Read the systemd journal for file permissions, invalid HCL, or a missing data directory. Preserve /var/lib/consul for an existing server identity. Delete Consul state only when you deliberately intend to rebuild that node and have a recovery plan for the cluster.
