In May 2024, reports said Steam, Epic Games Store, and Green Man Gaming were canceling and automatically refunding some Ghost of Tsushima Director’s Cut PC preorders in countries where PlayStation Network (PSN) was unavailable. The issue was access to the game’s online Legends mode, which was reported to require PSN—not the single-player campaign, which did not require PSN sign-in.
Why were Ghost of Tsushima PC preorders refunded?
In May 2024, the game was removed from sale in countries and territories without PSN support, and customers who had already preordered reported receiving cancellations and refunds. Engadget reported that refunds affected purchases through Steam, Epic Games Store, and Green Man Gaming. Engadget’s May 12, 2024 report relayed an email explanation stating that the publisher required a secondary account to play some portions of the game, but that the account could not be created from the customer’s country.
The scale was described differently in contemporary coverage: PC Gamer reported restrictions across nearly 200 countries and territories not served by PSN, while Engadget referred to more than 170 countries. These are reported estimates, not an official Sony country count. The reporting did not establish whether Sony, Valve, or both made the decision to restrict purchases. PC Gamer’s May 11, 2024 report details the delisting and the uncertainty over who initiated it.
Does Ghost of Tsushima PC require PSN?
It depends on which part of the game you want to play. Sony’s March 6, 2024 announcement described the PC release as including the full game, the Iki Island expansion, and Legends cooperative online multiplayer. Contemporary reporting said the single-player campaign did not require PSN sign-in, while Legends did. Sony’s PC announcement lists the included content; PC Gamer’s coverage distinguishes the campaign from Legends.

| Mode | PSN requirement reported for the PC version |
|---|---|
| Single-player campaign | PSN sign-in not required, according to PC Gamer’s May 11, 2024 reporting. |
| Legends online multiplayer | PSN required, according to PC Gamer’s May 11, 2024 reporting. |
This distinction explains why the account requirement mattered even though it did not block the campaign itself: players in countries without PSN could not create the account needed for Legends, and the game was also restricted from purchase in those regions.
Is Ghost of Tsushima PC available in my country now?
A September 3, 2026 report by GameIndustry.ph said the restriction on Ghost of Tsushima remained in non-PSN countries, even after Sony lifted restrictions on most of its other Steam games in June 2025. That is a secondary status report, not a live check of every country or storefront. Availability may differ by location and store, and there is no current official complete list of affected countries in the sources cited here. Check the Steam, Epic Games Store, or Green Man Gaming listing for your own country before attempting a purchase. GameIndustry.ph’s September 3, 2026 report covers the later status.

What should affected customers know?
- If you received a cancellation email in 2024, it was consistent with reports of automatic refunds for preorders in countries where PSN accounts could not be created.
- Do not assume that access to the single-player campaign means the game can still be purchased in your country; the reported purchase restriction was a separate issue from the campaign’s sign-in requirement.
- The cited coverage does not establish a supported VPN or account-region workaround. It also does not confirm present availability for every specific country or store.
