It is a short-term farming buff, so use it shortly before defeating enemies whose runes you want to collect.
What Golden Horn Tender does
The Elden Ring Wiki classifies Golden Horn Tender as a Tool consumable and reproduces its in-game description as old currency used by the hornsent, made by coating spiral horns with gold. The description says it boosts runes obtained from defeating enemies for a duration.
The wiki reports that using it increases runes gained from defeated enemies by 40% for 180 seconds. That is a community-reference figure, not an independently verified or patch-specific value. The item is consumed when used, so activate it when you are ready to farm rather than well before your intended kills.
Where to find Golden Horn Tender
The Elden Ring Wiki lists Golden Horn Tender as loot in Scadu Altus, the Ancient Ruins of Rauh, and Enir-Ilim. It also reports drops from Inquisitors and Large Inquisitors, with a 4.00% drop chance. These acquisition details come from the community-maintained page and are not confirmed here against a particular game version.

It additionally lists first-time defeats of certain pot-wielding Shadow Undead in Scadu Altus, the Ancient Ruins of Rauh, and Belurat, Tower Settlement. Gamer Guides provides a separate set of map points and route descriptions, including locations in Midra’s Manse and the Village of Flies; use its maps as secondary navigation rather than official confirmation: Gamer Guides’ Golden Horn Tender locations.
Is it worth using for rune farming?
For a planned farming session, the reported 40% bonus makes Golden Horn Tender the stronger of the two consumable buffs compared here: the Elden Ring Wiki reports +30% for Gold-Pickled Fowl Foot. The wiki gives the 180-second duration specifically for Golden Horn Tender, so do not assume the same duration for the fowl foot.

According to the same reference, Golden Horn Tender’s buff is dispelled early if you use Silver Horn Tender, Gold-Pickled Fowl Foot, or Silver-Pickled Fowl Foot. It reports additive stacking with the Gold Scarab and other rune-acquisition methods. This does not establish that every rune bonus stacks; plan around the specific interactions listed rather than combining consumables indiscriminately.
