Google and Epic Games agreed on March 4, 2026, to settle their worldwide disputes over Android app distribution, Google Play billing and developer fees. The agreement is not yet a court-approved global resolution: in the United States, the companies asked the court to enter a revised injunction, while Google is rolling out policy and business changes on separate regional schedules. For developers, the headline is not simply a lower commission: Google’s announced model separates its service fee from a fee for using Google Play Billing.
What the Google–Epic agreement covers
The agreement addresses how Android apps and competing app stores are distributed, how developers can reach Google Play users, which payment methods they may offer, and what fees Google charges. Google says it has resolved its worldwide disputes with Epic, but that statement describes the parties’ agreement—not a single court order already in force everywhere. In the United States, Google says the parties asked the district court to enter a revised modified injunction; its policy page does not say that the court has entered it. Google’s U.S. policy update and its March announcement set out the announced terms and implementation plans.
The agreement follows a U.S. antitrust case. Epic introduced a way to pay outside Google Play Billing in Fortnite in 2020; Google removed the game from Play, and Epic sued. A jury later found Google liable in markets for Android app distribution and Android in-app billing. The Ninth Circuit upheld the verdict and permanent injunction on July 31, 2025. Epic’s case against Google was separate from its case against Apple. In the Google case, the dispute extended beyond the size of a store commission: Epic challenged restrictions on rival stores, competing payment systems, and developers’ ability to tell users about other ways to pay.

What the announced fee model means
Google’s announced model separates a service fee for distributing or selling through Play from a billing fee for using Google Play Billing. The rates below are announced terms, not a universal effective rate for every developer, purchase, country, or program. Eligibility, transaction category, install cohort, and regional implementation matter.

For a qualifying U.S. in-app purchase subject to the standard new-install service fee, using Google Play Billing could mean a 20% service fee plus a separate 5% billing fee. That arithmetic illustrates how the two announced fees can combine; it is not a universal payout calculation. It does not establish how a particular transaction’s taxes, refunds, chargebacks, or other costs are treated. A developer should check the applicable program rules before forecasting proceeds. Google’s announcement gives the headline rates.

What changes for developers in the United States
Alternative billing and external links
The existing U.S. injunction bars Google from requiring apps distributed through Play to use Google Play Billing, forbidding other in-app payment methods, blocking developer communications about other payment options, or requiring different prices depending on the billing system. Those are terms of the existing U.S. court order, not proof that the proposed revised injunction has been entered. The injunction text sets out the order’s requirements.
Google’s current U.S. policy also permits enrolled developers to link users to external content, including external transactions. But an external checkout is not necessarily fee-free: Google says enrolled developers must report relevant transactions and successful downloads, and applicable service-fee and reporting obligations begin October 1, 2026. Distribution through other stores
The injunction also restricts Google from conditioning payments, revenue share, or access to Google products on a developer launching first or exclusively on Play, or refusing to launch in another Android store. Separately, catalog access and store distribution are distinct from payment choice: an app can be listed on Google Play, distributed through another store, use Google Play Billing, use another payment provider, or be discoverable through catalog-access tools. Each is a different route or permission, governed by its own rules.
Google says its U.S. Play Catalog Access and Third-party App Store on Play programs became effective July 22, 2026. Developers who did not opt out by July 22 had their Play listings made available to third-party U.S. Android stores, and eligible stores could sign up for catalog access. Interested stores began onboarding to the third-party-store program on July 15. These dates do not mean every rival store automatically appears in Play or that every app is available in every alternative store: the injunction includes a developer opt-out mechanism, and store participation is a separate step. Google’s policy update describes the current U.S. program.

What rival app stores and Android users may notice
Google’s announced Registered App Stores program is intended to provide participating stores with a simpler installation flow and a registration or safety signal. Stores that do not participate can still be sideloaded through Android’s existing experience. Registration may make installation clearer, but it is not a guarantee that every app is safe or that a store’s privacy, refund, and support practices meet a user’s needs. Nor does the program eliminate sideloading or all platform security controls. Google’s announcement describes the program.
For users, more storefronts could mean more places to discover games, more competition over catalogs and promotions, and the possibility of different checkout options. It also means users may need to compare accounts, refund policies, parental controls, update processes, and support channels across stores. Purchases made through an external checkout may be handled differently from Play purchases; users should check who processes payment and where to seek help before buying.

- Check the source: confirm which store provides the app and whether it is the developer’s intended distribution channel.
- Check payment and refunds: identify the seller, payment provider, and applicable refund process before completing an off-Play purchase.
- Check updates and accounts: an app obtained outside Play may use a different update path or account system.
- Treat registration as a signal, not a guarantee: continue to assess an app’s permissions, reputation, and privacy terms.
Lower fees for developers do not guarantee lower prices for players. Developers could pass savings on, retain them, or spend them on marketing and other costs; the final price also depends on taxes and payment expenses.
Why “global settlement” does not mean simultaneous rollout
Google’s announced implementation schedule is staged. It is a schedule published by Google, not evidence that identical rules took effect everywhere on each date.

Local competition, consumer-protection, tax, and payment rules can affect implementation. In Australia, for example, the Australian Competition and Consumer Commission’s public register describes an authorization sought for terms concerning Google Play service fees and alternative payment options involving Australian users and developers. That is a separate regional process, not the U.S. injunction. The ACCC register describes the Australian matter.
What remains to be settled or clarified
- U.S. court status: Google says the parties asked the district court to enter a revised modified injunction; its policy update does not establish that the court has entered it.
- Detailed terms: The public announcements do not settle every operational question about the long-form agreement, the duration of each obligation, or how future changes will work.
- Fee calculations: Developers need the final program rules for how Google defines new and existing installs, transaction categories, and eligibility for lower rates through experience or quality programs.
- Store and catalog participation: The effects of opt-outs, catalog access, registration, and onboarding will depend on developers’ and store operators’ choices.
- Regional differences: Local law and authorization processes may add conditions or affect timing; a U.S. right should not be assumed to apply identically in every market.
The existing U.S. injunction has a three-year period ending November 1, 2027, according to its text, but the parties’ proposed revised injunction may change the operative arrangement. The injunction specifies its original scope and period.
