GTA 5 Enhanced: How to Fix the “Account Not Eligible for Migration” Error

The “account not eligible for migration” message usually cannot be fixed by reinstalling GTA 5 Enhanced or verifying your game files. Rockstar lists four possible causes: the GTA Online profile is banned or suspended, it has already migrated, Rockstar detected illegitimate progress, or the profile has insufficient progress.

For a legitimate PC profile that has never migrated, confirm that you are using the correct Rockstar account and migration menu. If the error remains, the reliable next step is to contact Rockstar Support for an account review.

What the error means

The full Rockstar message is: “The GTA Online profile associated with this Rockstar Games account is not eligible for migration at this time.”

Rockstar currently identifies four confirmed reasons for this decision:

1. The profile is banned or suspended.
2. The profile has already been migrated.
3. Rockstar detected illegitimate progress.
4. The profile has insufficient progress.

Rockstar does not publish a specific rank, playtime, property, tutorial requirement, or GTA$ balance that guarantees eligibility. Claims that reaching Rank 5, Rank 10, or another fixed level will definitely unlock migration are unverified.

Make sure you are using the supported migration

The PC upgrade is a one-time migration from GTAV Legacy to GTAV Enhanced on PC. It is not a general account-transfer system.

• Supported: PC Legacy → PC Enhanced
• Not supported: PC → PlayStation or Xbox
• Not supported: PlayStation or Xbox → PC
• Not supported: PlayStation 5 ↔ Xbox Series X|S

Rockstar launched the PC upgrade on March 4, 2025. Existing PC owners received Enhanced at no additional charge, and PC purchases include both Enhanced and Legacy. Buying another copy is therefore not an official solution to this error. Details are available in Rockstar’s PC upgrade announcement.

Use the correct migration menu

If you have not entered GTA Online Enhanced

1. Launch GTAV Enhanced.
2. On the GTA Online landing page, select Online.
3. On the Migrate Profile screen, select your profile.
4. Confirm the migration.
5. When Review Character appears, choose whether to continue with the migrated character or start a new one.

If you have already played Enhanced

Rockstar says to start the process from the pause menu:

Pause Menu → Online → Migrate Profile

Check whether you already migrated

GTA Online migration is one-time only. If the profile has already been moved to Enhanced, it is no longer eligible for another self-service migration.

Migration does not delete the Legacy profile. However, Legacy and Enhanced progress become separate: progress made in one version does not synchronize to the other, and newer Legacy progress cannot be migrated again.

Consequently, repeatedly selecting Migrate Profile, reinstalling either version, or launching Legacy again will not make an already-migrated profile eligible.

Check the Rockstar and storefront accounts

Migration is tied to the Rockstar Games account containing the Legacy GTA Online profile. The Steam, Epic Games, or Xbox app account used to launch the PC version must also be associated with the correct Rockstar account.

Before troubleshooting the save, check the email and account currently signed in to the Rockstar Games Launcher. For Steam, Rockstar states that only one Steam account can be linked to a Rockstar Games account at a time. See Rockstar’s Steam-linking guidance.

If the wrong PC platform account was linked, Rockstar’s current policy may allow a one-time exception only in limited circumstances, including when the Rockstar account has no gameplay time or progress for Rockstar titles. Any request must go through Rockstar’s PC account-unlinking process.

Do not unlink accounts as a routine troubleshooting step. Rockstar says account-link changes can involve a cooldown that Support cannot bypass.

If the profile is banned or suspended

A banned or suspended GTA Online profile is not eligible for migration while that account action applies. Reinstalling GTA 5, changing DNS settings, verifying files, or buying Enhanced cannot remove an account-level suspension or ban.

Use Rockstar Support’s request form if you believe the action is incorrect or need the account status reviewed.

If Rockstar detected illegitimate progress

Rockstar explicitly lists detected illegitimate progress as a reason for refusing migration. Its current support article does not provide a player-side repair procedure or guarantee that an appeal will restore eligibility.

These actions are not confirmed fixes for this cause:

• Removing mods from the local installation
• Verifying game files
• Reinstalling Legacy or Enhanced
• Deleting local profile files
• Changing DNS settings
• Creating a new character
• Earning additional ranks or money

Those steps may help with separate installation, launcher, or connection problems, but they do not reverse a migration eligibility decision documented at the account level. Ask Rockstar Support to review the profile.

If the profile has insufficient progress

“Insufficient progress” is a confirmed Rockstar category, but Rockstar does not publish the threshold. There is no verified requirement for a minimum rank, number of hours, property, completed tutorial, or GTA$ balance.

Do not promise that playing longer or reaching a particular rank will unlock the profile. If the profile is legitimate, has never migrated, and still produces the message, submit a support request and ask Rockstar to review its eligibility.

Do not confuse a processing delay with rejection

A migration that is still processing is different from a profile being declared ineligible. Rockstar says processing time can vary depending on the character and service load.

While migration is processing:

• You cannot enter GTA Online in either Legacy or Enhanced.
• The process may take additional time.
• The game may tell you that it is safe to exit the migration screen while processing continues.

If the game says the migration is being processed, do not start another attempt. Wait for completion or follow the on-screen instruction about safely exiting.

Be careful at the Review Character screen

After a successful migration, Enhanced displays Review Character. Choose the migrated character if you want to continue with the existing profile.

Choosing to start a new character can overwrite the existing character slot. If you have not previously created a new character through Career Builder, the game may show the Career Builder screen. This is separate from the eligibility error, but selecting the wrong option can affect the character you intended to keep.

What file verification can—and cannot—do

File verification is valid for missing, damaged, or outdated game files, but Rockstar does not list it as a fix for an account being judged ineligible for migration.

To verify files in the Rockstar Games Launcher:

Rockstar Games Launcher → Settings → My installed games → GTAV → Verify Integrity

Deleting the Launcher’s local profile can force a fresh sign-in without deleting the Rockstar account or saved games, but that procedure is intended for separate activation or launcher-profile issues. It does not reverse migration eligibility.

What to include in a Rockstar Support request

If the profile is legitimate, has never completed migration, and the correct accounts are linked, submit the request with:

• The exact error text
• The Rockstar Games account email
• Your PC storefront: Steam, Epic Games, or Xbox app
• The platform account linked to Rockstar
• Whether the profile has ever completed migration
• Whether the error appears in the landing-page flow or under Pause Menu → Online → Migrate Profile

Do not create a second Rockstar account or unlink the current account before Support reviews the situation; either action can complicate access to the original profile.

Common claims that are wrong or outdated

The definitive resolution

There is no universal local fix. An already-migrated profile cannot be migrated again; a banned or suspended profile is ineligible while the action applies; and Rockstar must review profiles flagged for illegitimate progress or insufficient progress.

For the correct PC account and a legitimate profile that has never migrated, use the proper migration menu once, then submit the exact error and account details through Rockstar Games Support if the message persists.
