In December 2023, gaming outlets reported that files presented as Grand Theft Auto V source code contained eight labels for apparent single-player DLC concepts. The labels are not proof that Rockstar completed, or formally approved, eight expansions. A former Rockstar artist later said he worked on a Trevor expansion and attributed its cancellation to the success of GTA Online.
What the December 2023 reports said
Beebom and Insider Gaming reported eight apparent DLC project references in files presented as GTA V source code. Beebom said Rockstar had not commented at the time. The reports provide evidence that these names appeared in circulating files, not official confirmation from Rockstar that each concept was greenlit or developed into an expansion. Those labels do not establish final plots, completed assets, a release schedule, or how far any project progressed. In particular, the list should be described as eight reported references or apparent planned concepts—not eight finished or definitively approved DLCs.
What is known about Agent Trevor
In a July 2024 interview reported by VGC, former Rockstar senior camera artist and virtual cinematographer Joseph Rubino said he worked on the Trevor DLC. He recalled splitting time between work on GTA Online and the expansion, while some colleagues moved to Red Dead Redemption 2. Rubino estimated that the DLC was around half complete when it was canceled; that is his retrospective estimate, not an independently audited production milestone. He also said some material may have found its way into later versions of GTA Online. VGC

- FASTER LOADING — Quicker access to the action as the world of Los Santos and Blaine County load in faster than ever before.
- ADAPTIVE TRIGGERS AND HAPTIC FEEDBACK — Feel every moment through the DualSense controller, from directional damage to weather effects, rough road surfaces to explosions, and more.
- TEMPEST 3D AUDIO — Hear the sounds of the world with pinpoint precision: the throttle of a stolen supercar, the rattle of neighbouring gunfire, the roar of a helicopter overhead, and more.
- Please note that although this game is Region Free or Region Unlocked and will work on all systems, this is the European version and may differ from the local version in age rating, labeling or instructions.
“What happened was when GTA Online came out, it was so much of a cash cow and people were loving it so much that it was hard to make an argument that a standalone DLC would out-compete that,” Rubino told VGC.
He added: “I think looking back now I would say that you could probably do both, but that was a business decision that they made.” His account offers firsthand, retrospective support for work on the Trevor expansion and a business rationale for its cancellation. It does not authenticate the other seven reported labels or explain their individual histories.

- Experience the world of Grand Theft Auto V like never before with the power of the PlayStation 4.
- Explore the City of Los Santos, the countryside and even the ocean.
- Play through an epic single player experience using three very different characters.
- Join your friends in GTA Online and see what trouble you can cause.
- Play golf, tennis, see a film or call someone and just hang out.
VGC also reported actor Steven Ogg’s recollection of Trevor working undercover with federal agents. That describes material associated with the Trevor project; it does not establish a final story, nor does it reveal settled plots for the other reported concepts.
How certain is the source-code leak?
The December 2023 coverage did not settle how much code had become public. TechSpot noted that the full extent was unknown, contrasting claims about a 4 GB file with claims that a much larger, complete source archive had leaked. The available reporting therefore does not establish that the circulating material was a complete copy of GTA V’s source code. TechSpot

A later report should be kept separate from the 2023 leak story. On September 19, 2026, PC Gamer reported that additional Rockstar data was circulating, while saying its exact provenance was unclear. The report also distinguished footage shown in related coverage as coming from a canceled mod rather than from leaked files. That later material is not, by itself, verification of the earlier files or of the eight DLC labels. PC Gamer

| Evidence | What it supports | What it does not establish |
|---|---|---|
| December 2023 outlet reports about files presented as source code | Eight DLC-like labels were reported in the files. | Rockstar authentication, formal approval of every concept, completion, final story details, or a release plan. |
| Joseph Rubino’s 2024 recollection, reported by VGC | Rubino said he worked on a Trevor expansion and recalled why it was canceled. | Independent verification of his “around half complete” estimate or the fate of every other label. |
| PC Gamer’s September 2026 report about additional circulating data | Further Rockstar-related data was reported to be circulating, with provenance described as unclear. | A verified chain of custody or confirmation that footage from a canceled mod came from leaked files. |
The careful answer to “Why did GTA 5 never get DLC?” is that at least one Trevor expansion was worked on and later canceled, and Rubino said GTA Online’s success made a separate story release harder to justify. The eight-name list broadens the picture of concepts or references reported in the files, but it does not prove eight canceled, fully developed expansions.
