October 15, 2026, was the earliest date allowed by a proposed City of Miami banner plan—not confirmation that every planned GTA 6 ad was installed that day. The proposal covered as many as five downtown buildings and a campaign of up to 56 consecutive days. Separate discussions in Miami Beach and Miami-Dade County were at different stages, while a “Welcome to Vice City” sign was reported going up at Kaseya Center by September 22.
What the October 15 date meant
Miami Today reported on September 15, 2026, that the City of Miami had approved the banner proposal on first reading on September 10. The plan still required final commission approval. Its permitted campaign window could begin no earlier than October 15 and end no later than December 31, with no more than 56 consecutive days of display. Those were proposed timing limits, not a confirmed installation schedule. Miami Today’s report described the city action and its conditions.
Where the City of Miami proposed banners
The City of Miami proposal covered up to five buildings in a bounded downtown area. Each banner could be as large as 10,000 square feet. The proposal did not establish that all five sites would be used or that every banner would be displayed. Miami Today also reported a possible application fee of $208,000 for each banner larger than 5,000 square feet. If applications were made for five banners at that size, the total would be $1.04 million; that was a conditional calculation, not confirmed city revenue.
Miami, Miami Beach and Miami-Dade were separate tracks
| Place or promotion | What had happened | What that did not establish |
|---|---|---|
| City of Miami | The commission approved a banner proposal on first reading September 10. The September 15 report said final approval was still required. The proposed terms covered up to five downtown buildings and a campaign window of up to 56 consecutive days. Miami Today | That every proposed placement received final approval or was installed on October 15. |
| Miami Beach | Commissioners voted 4-3 to authorize negotiations over a separate campaign. Rockstar Report | That the vote itself signed or finalized an agreement. |
| Miami-Dade County | Axios reported August 28 that a possible partnership was being discussed. Axios Miami | That the county had formally agreed to or approved a partnership as of that report. |
| Kaseya Center | CBS Miami reported September 22 that crews were installing a large “Welcome to Vice City” sign on the arena roof. CBS Miami | CBS said the agreement behind that promotion was unclear; the report does not establish a signed agreement or the full campaign inventory. |
Miami Today quoted commissioner Christine King saying the operator had taken “Vice City” away from the City of Miami, which she called a compromise. Mayor Eileen Higgins said, “We don’t like being referred to as ‘Vice City’.” Commissioner Damian Pardo remarked, “There aren’t any revving cars, there aren’t any guns.” The comments reflect the debate over how the city would be represented in the advertising. What is confirmed about GTA 6
Rockstar Games lists Grand Theft Auto VI for release on November 19, 2026, for PlayStation 5 and Xbox Series X|S. Its official page places the game in Vice City and the state of Leonida. Rockstar Games
What is still unknown about the rollout
The available reports do not confirm the final installed inventory across Miami, Miami Beach and Miami-Dade on October 15, or an executed agreement covering every placement. The City of Miami proposal still needed a final commission reading in Miami Today’s September 15 account; Miami Beach had authorized negotiations; and Axios reported county discussions without formal approval on August 28. CBS Miami’s September 22 report documented the rooftop sign installation but said the arrangement behind it was unclear. A city approval or an observed installation at one location should not be treated as proof that the whole regional campaign was complete.
