Windows 10, Windows 11, and Windows 7 compatibility
| Windows version | What Rockstar’s current requirements say | Practical conclusion |
|---|---|---|
| Windows 10 64-bit | Listed as the minimum operating system | The officially published minimum target |
| Windows 11 | Not named in the published minimum or recommended requirements | Do not treat it as an explicitly listed requirement match; check current Rockstar support information for your configuration |
| Windows 7 | Not listed as supported | It is not an officially published target for the current Definitive Edition |
Older articles often say that Vice City works on Windows 7 because they describe an older PC release or older system requirements. That does not establish support for the current Definitive Edition. Rockstar’s current minimum is Windows 10 64-bit, not Windows 7.

What you need before installing
The current PC edition is not simply a standalone executable that you download and run. Installation and activation require:
- The Rockstar Games Launcher
- A Rockstar Games account and Social Club login
- Internet access for activation and periodic entitlement verification
- Enough storage for the game installation
The installation also includes or requires platform components such as DirectX, the Microsoft Visual C++ 2015–2019 Redistributables (x64), Chromium Embedded Framework, Rockstar Games Social Club Framework, and authentication software.

- Grand Theft Auto: San Andreas: Five years ago, Carl 'CJ' Johnson escaped the haze of Los Santos, San Andreas...a city tearing itself apart with gang trouble, drugs, and corruption.
Rockstar says purchases and serial codes are non-transferable and limited to one Social Club account. Only one PC login is permitted per account at a time. Keep this in mind if you are attempting to use a code or account obtained from somebody else.
How to download and install Vice City on PC
- Open the official product page. Go to Rockstar’s Grand Theft Auto: The Trilogy – The Definitive Edition listing and confirm the current price and purchase options.
- Purchase the edition containing Vice City. The official PC product is the trilogy, rather than a currently listed free standalone Vice City download.
- Download the launcher. Rockstar’s support article directs users to https://socialclub.rockstargames.com/rockstar-games-launcher.
- Install and sign in. Install the Rockstar Games Launcher, then sign in with the Rockstar Games account that owns the product or is associated with the activation code.
- Install the game from the launcher. Follow the launcher’s installation controls and select a drive with at least the required free space. The current store listing specifies 45 GB of storage for the game.
- Activate while online. Internet access is required for activation and can also be required for periodic entitlement verification.
- Launch Vice City from the installed trilogy. After installation, open the trilogy through the launcher and select Vice City from the available games.
Rockstar’s current instructions describe a graphical launcher workflow. They do not provide command-line syntax for installing or detecting the game, so a command prompt is not the documented method.
How to add an existing installation to the Rockstar Launcher
If the game is already installed through a supported source, Rockstar documents a scan function rather than requiring you to reinstall immediately:
- Open the Rockstar Games Launcher.
- Go to Settings.
- Open General.
- Choose Scan PC for supported installs.
- Click Scan Now.
If the launcher finds the installation, it adds it under My Library. This function detects supported existing installations; it does not turn an unowned or unauthorized copy into a valid entitlement.
If the installation came from Steam
A detected Steam installation appears in My Library. Updates remain managed by Steam, and Steam must be running for updates. In the Rockstar Launcher, the action changes to “Play on Steam.”

If it is a non-Steam installation
A detected non-Steam installation also appears under My Library, but the launcher changes the action to “Play on Disk.”
If scanning does not find a supported installation, verify that the game is installed in its normal files, that the relevant storefront or launcher is available, and that you are signed into the account associated with the purchase. The documented scan path is the first step; Rockstar does not specify a command-line replacement for it.
Why old download guides can be misleading
Rockstar still has an older Grand Theft Auto: The Trilogy page associated with the original PC product release of October 17, 2005. That legacy page mentions old components such as Games for Windows–Live, Adobe Flash, and Internet Explorer.
Those details do not describe the current Definitive Edition installation procedure. They should not be copied into a current download guide, and they should not be used to infer that the old page provides a free or currently supported Windows 7 download.
