Early descriptions said the mod required GTA IV. Reports on the released package said that requirement was later dropped: it was presented as a standalone download, not as a modification that necessarily needed an existing GTA IV installation. Take-Two’s Terms of Service separately describe a personal, non-commercial license for its services and content, restrict copying, distribution, modification, and derivative works without express written terms, and acknowledge that users may have rights under applicable local law.
