It compresses video more efficiently than earlier standards in many situations, which can let a service deliver comparable picture quality at a lower bitrate—or more detail at a given bitrate. The amount of difference depends on the video and encoding choices; H.265 does not guarantee a fixed bandwidth saving, a particular resolution, or buffer-free playback.
What H.265 (HEVC) is—and what it is not
H.265, also called High Efficiency Video Coding (HEVC), is ITU-T Recommendation H.265, aligned with ISO/IEC 23008-2. The standard was developed in response to demand for higher compression in applications including internet streaming, videoconferencing, digital storage and broadcasting. A codec is the method used to encode and decode video. It is distinct from the bitrate of a particular encoded stream, the speed of a viewer’s internet connection, and the playback-quality options a streaming service offers. H.265 can influence how much data is needed to represent a video at a given visual target, but it does not itself set your internet plan or determine what resolution a service will deliver.
How HEVC can affect quality and bandwidth
Comparable picture quality at a lower bitrate
An encoder may use HEVC to target picture quality similar to an earlier codec while sending fewer bits per second. If that reduces the stream’s bitrate, it can also reduce the data used during playback. The size of any saving varies with the encoder, its settings, the content, and the quality target. There is no one percentage that safely describes every H.264-to-H.265 comparison.

Higher quality at the same bitrate
An encoder can instead spend a similar bitrate on more visual detail or fewer compression artifacts. This is a choice in the encoding process, not an automatic improvement visible in every HEVC video. At a constrained bitrate, the outcome still depends on the material being encoded and the chosen settings.
Why a codec label cannot predict the result alone
Fast motion, fine textures, noise, animation, and scene changes can put different demands on compression. Comparisons are meaningful only when they account for visual quality and resolution alongside bitrate or data use, encoder settings, content type, device decoding support, and service playback choices. A headline bitrate from a different scene or platform is not an apples-to-apples codec test.

HEVC does not guarantee a resolution or solve a slow connection
Streaming services choose which encoded versions, or renditions, to offer and which one to play. A more efficient codec may help a service deliver a given visual target within a lower bitrate, but the viewer still needs a sufficiently stable connection for the selected stream. Device and app support also matter: implementation depends on compatible profiles and levels, not just a label saying HEVC.
As one service-specific example, Netflix’s Help Center recommends a stable connection of 3 Mbps or higher for 720p HD, 5 Mbps or higher for 1080p FHD, and 15 Mbps or higher for 4K UHD. If playback buffers or drops in quality, a codec change is not necessarily the solution. Check connection stability and the service’s playback-quality or data-use settings. Netflix advises changing video quality settings if an ISP speed limit is causing instability or buffering.
What Netflix’s reported data-efficiency figures mean
Netflix’s 2021 Open Connect briefing paper reported more than a 200% increase in hours streamed per GB over five years, based on its latest encoding profile. It also illustrated a comparison of 11 hours per 4 GB in an earlier profile and 25 hours per 4 GB in a later one. These are Netflix-reported, portfolio-level comparisons across encoding profiles—not an isolated test showing that HEVC alone produced those gains. Netflix Open Connect briefing paper (2021)

Where HEVC fits in streaming delivery
HEVC is not limited to storing a video file. IETF RFC 7798 specifies an RTP payload format for HEVC and lists internet video streaming among its applications. Transport standards describe how encoded video can be carried; they do not ensure that every app or device can decode every HEVC profile and level. IETF RFC 7798
Conformance matters as well. ITU-T H.265.1 specifies conformance testing for bitstreams and decoders. For broadcast contexts, ATSC’s A/341:2026-04 describes HEVC constraints for ATSC 3.0 and was approved on 14 April 2026. How to judge an H.264-versus-H.265 comparison
When evaluating a specific stream or encoding, look for a controlled comparison that holds the visual target and resolution consistent. Useful details include:
- Whether the two versions use the same source and comparable visual quality.
- The bitrate and, where relevant, data used over the same playback duration.
- Encoder, settings, and the type and complexity of the video.
- Whether the target device and app can decode the relevant HEVC profile and level.
- The service’s available renditions and quality or data controls.
Without those details, a lower bitrate may simply reflect a lower-quality encode, an easier scene, or different service settings. No universal H.265 saving can be inferred from the codec name alone.
