If you want the spell, pay attention to the dialogue around Sebastian’s offer and choose to learn it when prompted. Player questions often focus on whether declining or picking the wrong response means the opportunity is gone, but the available accounts conflict about a later chance and its conditions. The verified guidance is the quest-stage opportunity; a guaranteed later recovery route cannot be stated.

Ominis becomes concerned about Sebastian’s plan and the player is called to the Feldcroft catacomb. Sebastian believes the relic may reverse his sister Anne’s curse. Solomon destroys it; Sebastian kills Solomon with Avada Kedavra. Anne returns, clears the Inferi, and leaves with Solomon’s body. Should you turn Sebastian in?
This is a role-play decision, not a choice with one objectively best answer. The supported consequence is that it changes which version of Sebastian’s final relationship quest takes place. A guide describes In the Shadow of Friendship as having versions depending on whether Sebastian was turned in; another says he still appears in the final quest if you do not turn him in. Choose based on how you want your character to respond to Sebastian’s actions. The available information supports a change to the final quest and who is present there; it does not establish broader ending consequences.

What changes in the final quest?
In the Shadow of Friendship takes place at the Undercroft and reflects on the consequences of Sebastian’s pursuits. Game8’s guide describes Sebastian or Ominis appearing depending on the earlier decision about turning Sebastian in.
