If Hogwarts Legacy is still showing level 39 after you believe you have completed everything, check your Field Guide challenge percentages, quest log, and map activities before assuming the save is broken. A historical bug could leave Combat or Quests challenges at 99% and block level 40; the official patch notes list that issue as resolved. Persistent cases with every challenge and quest complete do not have a verified universal fix.
Why can 100% completion still leave you at level 39?
The game’s official patch notes documented a bug in which completed Combat or Quests challenges could remain at 99%, blocking the character from reaching level 40 and preventing 100% completion. The notes mark that issue resolved. They also list inconsistent Field Guide page challenge counters as resolved. This establishes a historical bug, but it does not prove that every current level-39 save has the same cause. Read the official patch notes on Steam.
Another possibility is that something is not actually complete. A player may have finished the main story or reached an apparent overall completion milestone while a specific challenge, side quest, or map activity remains unfinished. Community discussion points to these as useful places to check, but does not provide an authoritative, exhaustive explanation of the XP system. What to check before blaming a save bug
- Review Field Guide challenges. Check the listed categories and their individual progress for anything below 100%, especially Combat and Quests. A counter stuck at 99% is relevant because it matches the historical issue described in the official notes.
- Check the quest log. Look for unfinished side quests as well as main-quest progress; a completed story is not the same as every quest being complete.
- Inspect map activities. Review activity markers and any incomplete objectives that may not be obvious from the quest list. Players in community discussions suggest missed activities as a possible explanation, but those reports do not confirm one cause for every player.
- Compare the game’s counters rather than relying on the overall impression of completion. If the challenge and quest screens show a remaining item, finish it and check whether the relevant progress changes.
Will repeating activities give you the missing XP?
Community advice says activities may stop awarding XP once their associated challenge is complete. That is player-reported guidance, not official, comprehensive documentation of XP rewards. Repeating a completed activity therefore is not a reliable fix for a level-39 character; first identify whether any challenge or quest remains unfinished.

What if every challenge and quest is complete?
A July 2024 Steam discussion describes a player who remained at level 39 despite reporting completed challenges and quests. Replies suggest checking for missed activities, but the thread does not settle the cause or establish a recovery method. Read the Steam discussion “Stuck at level 39”.
If your counters and quest log all confirm completion, the evidence available does not support a guaranteed fix for gaining the missing level or XP. The precise platform, game version, challenge counters, and save history may matter. The patch notes confirm that a specific historical counter bug was addressed; they do not promise a repair for every save that remains at level 39.
