Scripted NPCs give designers the most direct control over exact dialogue and repeatable behavior. Procedural characters vary content through rules and systems. AI-driven NPCs can generate dialogue or decisions in response to players—and may perform game actions when generation is connected to suitable game functions. These approaches can overlap, and none is universally best: the right choice depends on what the character must do and how much control the game needs.
What makes scripted, procedural, and AI-driven NPCs different?
The key difference is how a character’s responses and behavior are produced. “AI-driven” is especially broad: it might mean generated dialogue only, generated decisions, or proposed actions that the game can carry out through exposed functions. A character that talks freely is not necessarily able to change the game world.

Procedural generation and generative AI are not opposites. Procedural systems can use rules to assemble variation, while newer designs can combine a procedural narrative structure with AI-generated content. The PANGeA research approach, for example, uses high-level designer criteria to guide an LLM generating narrative content and free-form interaction in a turn-based game demo.
Can an AI NPC do things in the game, or only talk?
That depends on the connection between the model and the game. A model can produce a line of dialogue without having any authority to move a character, find an item, or change a quest. To act, its output must be interpreted and connected to game functions, and the game must decide which actions are permitted.

Actions through game functions
Microsoft Research’s Grounded Conversational Characters described an exploratory Minecraft prototype that connected generated conversation and code to exposed game APIs. The reported functions included moving, following, locating resources, mining, and crafting. This demonstrates a possible architecture, not a capability of every AI NPC.
Structured output in a game editor
Epic’s UEFN conversation guide describes persona-based characters that can talk, react to player actions, and drive gameplay through structured output. Its workflow requires voice chat to be enabled for players to converse with persona NPCs. That requirement applies to this platform-specific setup, not to AI characters generally.

Epic has also described Fortnite Conversations as supporting unscripted dialogue, interaction, session recall, and adaptation in its feature announcement. Those are capabilities Epic attributes to that feature; they should not be assumed of other tools or games.
What do real examples show about the trade-offs?
Scripted boundaries can coexist with generated variation
Apple’s Foundation Models example describes a coffee-shop game with a scripted head barista and procedurally generated customers. Customer dialogue is generated dynamically, while a fixed error response is used if generation fails or content is blocked. It is an illustration of a hybrid design and fallback handling, not a comparative performance test in shipped games. See Apple’s developer documentation.

Generated actions and dialogue can fail in different ways
In Microsoft Research’s reported Minecraft prototype, researchers observed calls to nonexistent functions, conversational replies when a function call was expected, factual inaccuracies, inconsistent persona, and recency bias. The experiment used a 2,048-token prompt context and reset context after that limit. These details describe that particular 2022 setup; they are not universal limits for current models. Eight experienced gamers took part in its exploratory task study, which is not a general measure of player preference.
AI can guide behavior without replacing the behavior system
A September 2026 arXiv preprint describes an experiment where an LLM assigns tactical tags to reinforcement-learning NPCs in a multi-agent combat game. The authors frame the results in terms of potential and limitations. It is preliminary research, not evidence of a standard production approach.

How should a game team choose an approach?
Start with the experience the NPC needs to deliver, then assess each approach against that requirement. A useful comparison should consider:
- Control and repeatability: Must dialogue, plot facts, and behavior remain exact across playthroughs?
- Input flexibility: Does the character need to handle phrasing or requests that designers cannot feasibly author in advance?
- Variation: Is replay variety important, and can rules or templates provide enough of it?
- Game-state access: Does the NPC need to know current events or perform actions, and which functions can it safely call?
- Consistency: How important is maintaining a stable persona and factual accuracy across a conversation?
- Implementation and runtime needs: What integration, testing, and fallback behavior are required for the particular game and platform?
- Safety and platform rules: What moderation, disclosure, or interaction limits apply where the game will be released?
- Project-specific evidence: What do measured latency, cost, and authoring workload look like in this implementation? The cited examples do not establish a universal winner on those dimensions.
For story-critical scenes, authored dialogue and behavior can preserve precise timing and facts. For bounded variation, procedural rules can generate alternatives within designer-set limits. Generation may be useful where flexible conversation or less predictable requests are central to the experience, provided the game can validate outputs and offer a fallback. A hybrid can reserve fixed responses for key moments while using procedural or generated content elsewhere.

What moderation and disclosure requirements apply?
Requirements depend on the platform. Roblox’s Games with Generative AI guidance says AI-created content must comply with Roblox Community Standards. Content using Roblox’s GenerationService and TextGenerator APIs goes through moderation, including text filtering and image and asset review. Developers are responsible for content delivered through third-party tools.
Roblox also requires generative-AI interaction to be disclosed through its Content Maturity questionnaire. Its guidance treats continuous chatbot-like interaction and cross-session memory as extended interactions, requiring an Extended AI response and a Restricted label in those cases; it also calls for a visible notice that the conversation is with AI. These are Roblox policies, not universal law or a cross-platform standard. Check the live requirements for the intended platform before release.
