How AI Is Used to Create Video Game Worlds, Characters, and Dialogue

AI can assist game development from environment concepts and 3D assets to NPC dialogue, voices, and QA. Here’s how the workflows differ and what developers must control.

AI can help game teams explore world and asset ideas, build or test 3D content, shape character behavior, generate dialogue and voices, and automate parts of quality assurance. These are different uses: a tool that assists artists during development is not the same as an NPC generating a response while someone plays. In the examples available, people set creative direction and review or constrain results; they do not establish that commercial games generally create entire worlds or scripts autonomously.

What “AI in game development” can mean

The term covers tools used behind the scenes and systems players encounter directly. Production tools may help a team brainstorm, create assets, or test a build. In-game systems may select or generate dialogue and actions in response to a player. The output might be an environment concept, a 3D object, a character profile, a spoken line, or a bug report—each has different creative and technical requirements.

For example, Google Cloud’s March 2025 account describes studio uses spanning ideation, concept art, dialogue, and QA, while Ubisoft’s Teammates project explores live voice-command interactions. These are company descriptions of particular projects, not evidence that every game uses these methods or that AI can replace a complete development pipeline.

How AI can help create worlds and assets

World-building can refer to several distinct tasks: exploring visual directions, making individual assets, arranging a level, populating it with narrative details, or making a world react during play. A tool that generates a 3D object does not thereby design a coherent, navigable, balanced game world; level design and engineering still determine how content works together.

Google Cloud reports that Capcom uses Vertex AI and Gemini to produce large volumes of development ideas and iterate on items and environments. The same account describes Common Sense Machines (CSM.ai) working with Cosmic Lounge to create game-ready 3D assets from text descriptions and images. These are vendor-published descriptions of customer work and capabilities, rather than independent evaluations of asset quality across games. Google says Capcom’s ideation reaches hundreds of thousands of ideas; that is a vendor-reported figure, not an independently audited count.

Microsoft Research’s Project Emergence describes a research vision in which a creator specifies characters, narrative, and worlds in natural language and a model provides variations. It is a research project, not proof of a capability available in shipped games.

How AI can shape characters

A game character is more than a generated appearance. Visual design, backstory, personality, voice, animation, and behavior can be authored or assisted by different tools. A team may generate one component while writing or building the rest by hand.

Writer-guided character behavior

Ubisoft’s NEO NPC prototype shows one way writers can remain central when a model improvises. Narrative Director Virginie Mosser developed the characters’ backstories, hopes, dreams, experiences, and conversation styles. Data Scientist Mélanie Lopez Malet described using guardrails, player input analysis, information about the 3D environment, and textual instructions to guide model behavior. Ubisoft said the personalities were created by a writer, not by a machine. The company described NEO NPC as a prototype that was not ready for implementation in a game at the time of its account.

Why a team might choose manual authorship

Procedural generation is not automatically a better fit for characters. In its account of Fable’s Living Population, the Xbox team said it considered procedural NPC generation but found the results random and incoherent. The team instead combined modular appearance assets with manually designed traits, jobs, homes, and schedules. The developer reported casting around 100 actors to voice the population; that is a project-specific production figure, not a general industry benchmark.

This contrast is about design choices, not a universal verdict on procedural systems. A game that depends on tightly authored personalities and relationships may benefit from more manual control; another may prioritize variation or emergence and accept different trade-offs.

Autonomous virtual people as a design goal

Google Cloud describes Klang Games’ plans for SEED, a project involving autonomous virtual humans with personalities, relationships, and emergent social behavior. This is a vendor account of a customer use case, not an independently audited demonstration that such characters will consistently behave like convincing people in a finished game.

How generated dialogue and live interaction work

A language model can be prompted with a character profile, the player’s latest input, prior conversation, and information about the game world. Designers can constrain what the character knows, how it speaks, and which subjects or actions are allowed. Writers and developers still need to check whether responses fit the character, respect the story, and behave acceptably in edge cases.

Improvisation within a written character

Ubisoft’s NEO NPC prototype illustrates model-assisted improvisation guided by written personalities and contextual instructions. The goal is not simply to make an NPC say anything plausible; it is to make a response feel appropriate to that character and situation. The prototype’s status matters: Ubisoft did not present it as a generally available feature in released games.

Voice commands and responses during play

Ubisoft’s 2025 Teammates experiment lets players use voice commands to elicit real-time responses and actions from an AI assistant and accompanying NPCs. Ubisoft describes it as a playable research experiment designed to explore the potential and limits of natural-speech interaction. Narrative Director Virginie Mosser said writers continued to create the story and personalities, while the team established boundaries for improvisation within the game’s lore and character motivations. This is an experiment, not evidence that voice-driven model responses are standard in commercial games.

Latency and operating cost

Microsoft’s August 2024 developer account discusses language-model NPCs in indie games and a collaboration with Inworld to connect language models to NPC conversations. It identifies inference cost and latency as barriers: live generation must be fast enough for the pace of play and affordable at the scale a game needs. A fluent response can still harm the experience if it arrives too slowly, repeats itself, or contradicts the story.

AI for voices, sound, and testing

Game-related AI work extends beyond worlds and conversations. Google Cloud’s 2025 account describes ElevenLabs’ work on character voices, dialogue translation, and sound effects. It also describes nunu.ai building multimodal agents for automated testing during development. These are vendor-published partner examples, not independent assessments of their results or a measure of how widely studios use such tools.

What developers need to control and test

Generated content has to work in the actual game, not merely look or sound convincing in isolation. The risks and checks vary with the output and with whether content is generated in production or during play.

  • Character and story coherence: Check whether dialogue and behavior fit the character, established lore, and current situation. Ubisoft describes writer-led constraints for NEO NPC and Teammates; the Fable team’s account shows why another team may prefer deliberately authored traits and schedules.
  • Latency and cost: Test response time and operational cost under expected play conditions. Microsoft identifies both as practical concerns for model-powered interactions.
  • Safety and age suitability: Moderation and disclosure rules depend on the platform. Roblox says content submitted to or produced by its generative APIs is moderated. Its Creator Hub documentation, accessed October 7, 2026, requires disclosure of AI interactions in its content maturity questionnaire and an AI notice at the start of an interaction and throughout the session. Under Roblox’s rules, extended AI interactions—including some cross-session memory features—require a Restricted maturity label. These are Roblox-specific requirements and do not automatically apply to every game or storefront; platform rules can change.
  • Bias and cultural fit: A 2025 systematic review in IEEE Transactions on Games raises concerns about bias and cultural sensitivity in generated characters. It says culturally curated and behaviorally realistic character design remains inadequately addressed, alongside gaps in practical evaluation and end-to-end workflow research.
  • In-game evaluation: Test generated dialogue, behavior, and assets in context, including unusual player inputs and failure cases. Microsoft identifies responsible-AI tooling for game developers as an area to extend, while the review highlights limitations in practical case studies and workflow integration.

What the reported results do—and do not—show

Google Cloud’s March 2025 account says Series Entertainment reported a 90% reduction in development time using Google Cloud AI. That is a company-reported result for a named partner, not an independently verified or typical productivity gain. The reviewed sources do not establish a reliable, independently measured industry-wide percentage for how many game studios use generative AI or for its average effect on development time or cost.
