Venti became the Anemo Archon after a rebellion overthrew Decarabian, the God of Storms. Before that, he was a small elemental wind spirit—not a human or a god. After Decarabian’s defeat, the spirit became Barbatos and later took the likeness of a bard who had fought alongside him and died in the rebellion.
Venti began as a wind spirit
Venti’s character story describes his original form as a tiny elemental spirit with no divine status. It places the events around 2,600 years ago, during the Archon War; that is an in-world chronology, not a real-world date. Genshin Impact Wiki’s reproduction of Venti’s Character Story 3 gives this account.
How the rebellion against Decarabian led to Barbatos
Old Mondstadt was sealed behind a storm barrier
Decarabian, the God of Storms, ruled Old Mondstadt from a city enclosed by powerful winds. The spirit befriended a young, nameless bard who longed to see the world beyond the barrier. A secondary lore summary of the rebellion describes the bard and the uprising; the character-story account also provides the broader setting. Genshin Impact Wiki’s reproduction of the character story
The spirit joined a wider uprising
The wind spirit and the bard took part in a rebellion against Decarabian. Other allies named in the secondary account include Amos, Gunnhildr, and a red-haired warrior. It was a collective uprising, not a solo victory by Venti or a formal contest for an Archon title. The secondary lore summary

Decarabian’s defeat brought the spirit’s ascension
After Decarabian was defeated, the wind spirit absorbed the powers of the God of Storms and became Barbatos, the Anemo Archon. HoYoWiki’s Archon War entry supports this central transition. HoYoWiki: Archon War

The bard died during the rebellion. According to the secondary storyline account, Barbatos later took on the bard’s appearance to honor him. That likeness is a tribute and an adopted appearance: the bard was not the being who became the Archon, and Venti’s original nature was that of an elemental wind spirit. The secondary lore summary
