Enable the Steam Overlay for all games
- Open the Steam desktop client.
- Select Steam → Settings.
- Open In Game.
- Turn on Enable the Steam Overlay while in-game.
The exact wording or layout may vary slightly by language, operating system, or Steam client update, but the relevant setting is in In Game. Steam’s official overlay guidance documents this setting and its related options.

Enable the overlay for one game
A game can have its own overlay setting, so enabling the global option does not necessarily enable it for every title.
- Open the Library tab in Steam.
- Right-click the game, then select Properties.
- Open General.
- Turn on Enable the Steam Overlay while in-game, if it is disabled.
Close the Properties window, launch the game from Steam, and wait until it is actively running.

Open the overlay in a game
The default shortcut is Shift+Tab. Press both keys together while the game is running—not while you are viewing the Steam Library.
To check or change the shortcut, open Steam → Settings → In Game and find the overlay shortcut field. If you assigned a different key combination, use that combination instead of Shift+Tab.
The overlay is Steam’s in-game interface for features such as friends, chat, invitations, screenshots, guides, browser access, and controller-related functions. The exact features and behavior depend on the game and how its developer integrated Steamworks features; Steam does not guarantee identical overlay behavior in every title.

Work through these checks in order.
1. Check both overlay settings
Recheck Steam → Settings → In Game, then check the game’s Properties → General page. Also confirm which shortcut is currently displayed in the In Game settings.
2. Launch the game through Steam
Start the title from your Steam Library and test the shortcut after the game has fully opened. Pressing Shift+Tab before the game is running will not test the in-game overlay.

3. Test another Steam game
If the overlay works in another title, the original game, its launcher, or its configuration is more likely to be responsible. If it fails in every game, focus on Steam’s settings, conflicting software, or the Steam client itself.
4. Check for another launcher overlay
Games that open a separate launcher can be more difficult for Steam to overlay. As a test, disable the other launcher’s in-game overlay and then launch the game through Steam. This may improve compatibility, but it also removes features provided by that launcher.
Steam specifically discusses non-Steam games, external launchers, and conflicting overlays in its controller and overlay troubleshooting guidance.
5. Close potentially conflicting software
Steam lists examples of software that may conflict with overlay- or controller-related functionality, including Razer Synapse, XInput emulators, Fraps and other screen-capture tools, Skype or Skypehost, MSI Afterburner, ASUS AI Suite, and ZoneAlarm. These are possible causes, not universal diagnoses. Close relevant utilities temporarily and test again.
6. Restart Steam completely
Choose the exit option from the Steam menu, wait for the client to close, and launch Steam again. If necessary, restart the computer as the next escalation step.

7. Verify the game files
Damaged or incomplete game files can affect related in-game behavior. In the Steam Library, open the game’s menu or gear icon, choose Properties → Installed Files → Verify integrity of game files, and wait for the check to finish. This is a recovery step, not a guaranteed overlay fix.

8. Update drivers and reduce background load
Steam notes that the overlay can freeze or become unresponsive when the system is heavily loaded. Close unnecessary background applications, update major hardware drivers and the operating system, then restart Steam and test again.
If the overlay opens but freezes or closes
First, close unnecessary applications and retest. Heavy system load can cause the overlay to become unresponsive or close. Then update graphics drivers and the operating system, restart Steam and the computer, and compare the result in another Steam game.
If the problem affects only one title after these checks, it is more likely to be specific to that game or its launcher. Consult the game’s developer or support channel rather than installing an unofficial overlay fixer, DLL, or registry modification.

Sometimes, but compatibility is not guaranteed. Add the game to your Steam Library and launch it from Steam as a test. Games that start through another launcher may be especially troublesome, and adding a shortcut does not guarantee that Steam can inject its overlay.

If it still does not appear, use the game’s own overlay or launcher features, or access Steam friends, guides, and chat from the desktop client or a browser instead.
Steam Overlay, controllers, and Big Picture Mode
For controller users, the controller’s Steam button may also open the overlay where supported. Testing both that button and Shift+Tab can help distinguish a keyboard-shortcut issue from a broader overlay problem.
The standard desktop Steam Overlay and the Big Picture Overlay are related but distinct contexts. Big Picture Mode and Steam Link can use their own overlay behavior and controls; the steps above describe the normal desktop Steam gameplay overlay.
Should you leave the overlay enabled?
Leaving it enabled provides quick access to Steam features while playing, but it adds another software layer and may conflict with another launcher, recorder, remapper, hardware-monitoring utility, or security program. If a particular game becomes unstable or the overlay interferes with another tool, disable it for that game from Properties → General rather than turning it off globally.
