If you mean the spell called Lightning Storm, complete the Destruction Ritual Spell quest and buy its tome from Faralda at the College of Winterhold. They are separate abilities: one brings a thunderstorm, while the other channels lightning at a target.
Storm Call: summon a thunderstorm outdoors
Storm Call is the Dragon Shout that creates a thunderstorm and sends lightning strikes at nearby enemies. Its three words are Storm (Strun), Wrath (Bah), and Lightning (Qo). Learn them at these word walls:
- Forelhost
- High Gate Ruins
- Skuldafn
After learning a word, open the Shouts menu and spend a dragon soul to unlock it. Use Storm Call outdoors to bring on the storm. The Skuldafn word is tied to the main quest; if you finished that quest without learning it, check which shout words remain available in your game before assuming you can still reach that location.
Lightning Storm: get the Master Destruction spell
Lightning Storm is a Master-level Destruction spell, not a weather effect. Faralda at the College of Winterhold sells its Spell Tome after you complete the Destruction Ritual Spell quest. The spell deals concentrated shock damage to a target rather than summoning an area-wide storm. Prima Games reports 75 points of shock damage per second to health and half that amount to magicka; this is a guide-reported game statistic, not a newly tested value. 1. Ask Faralda about the ritual
Speak to Faralda at the College of Winterhold and obtain the book Power of the Elements. The guides differ on when the quest becomes available: one says it may be available at Destruction 90 but that dialogue may not trigger until 100, while another gives 100 as the requirement. If Faralda does not offer the quest at 90, raise Destruction to 100 and try again. The exact trigger may vary by game version or be affected by a dialogue issue; platform-specific patch behavior is not established.
2. Follow the book’s clues in order
At each location, place Power of the Elements on the pedestal and cast the indicated elemental spell. Retrieve and read the book as its clues progress.

3. Finish the quest and buy the tome
Complete the book’s sequence to finish Destruction Ritual Spell. Faralda can then sell you the Lightning Storm Spell Tome. Read the tome to learn the spell.
