It depends on your Minecraft edition. In Bedrock Edition, the built-in tntexplodes game rule turns TNT explosions off; it does not let TNT explode harmlessly. Java Edition 1.21 documents a custom explosion effect whose block interaction can be set to none, but that is not a switch for ordinary placed TNT.
What the built-in TNT rule does in Bedrock Edition
Bedrock has a dedicated tntexplodes game rule. Microsoft documents that it controls whether TNT can explode. To disable TNT explosions for the world, enter:
/gamerule tntexplodes false
To allow TNT explosions again, enter:
/gamerule tntexplodes true
This changes the world rule globally. It prevents TNT explosions; it does not preserve the explosion while protecting blocks. See Microsoft’s Bedrock game rule command reference.
Why mobgriefing is not the answer
mobgriefing and tntexplodes are separate Bedrock rules. Microsoft describes mobgriefing as controlling mob griefing, with Creeper block destruction as an example; it does not serve as the TNT-specific explosion switch. For TNT, use tntexplodes.

What Java Edition offers
Mojang’s Java Edition 1.21 release notes document a configurable explode effect. Its block_interaction field can be set to none, defined as having no effect on blocks. The same effect supports configurable properties such as radius, damage type, knockback, fire, particles, and sound. See the Java Edition 1.21 release notes.
This is a custom, data-driven explosion effect—not a documented gamerule that makes every ordinary TNT block explode without changing terrain. The release notes define the effect and its options but do not give a complete datapack recipe for converting ordinary TNT detonations into it. Avoid treating block_interaction: "none" as a ready-to-run command for standard TNT.

The available documentation does not establish whether a particular custom setup will preserve player damage, knockback, fire, or redstone activation in the way you want. Those outcomes depend on how the effect is configured, as well as your edition and version.

Choosing a solution for a specific setup
- You are on Bedrock and only need to stop terrain damage from TNT: the built-in option is to disable TNT explosions with
/gamerule tntexplodes false. It does not provide harmless TNT blasts. - You are on Java and can use custom data: the 1.21 documentation provides a configurable explosion effect with block interaction set to
none. Building a solution that makes ordinary TNT use that effect requires more than the documented setting alone. - You need one explosion only, command-block-only behavior, or particular damage and redstone effects: the cited documentation does not establish a universal setup. The exact approach depends on edition, version, and the behavior you want.
