The often-repeated $1–2 billion estimate is unverified. Reported costs for other games offer context, but their totals use different accounting scopes and do not establish GTA VI’s rank.
What is GTA 6’s budget?
Take-Two Interactive’s FY2026 Form 10-Q does not state how much GTA VI has cost to develop or market. The filing says Rockstar planned to release the game on November 19, 2026, and that Grand Theft Auto products generated 12.4% of Take-Two’s net revenue in the nine months ended December 31, 2025. Neither figure is a GTA VI budget disclosure. Take-Two FY2026 Form 10-Q
That means the straightforward answer to “How much did GTA 6 cost to make?” is: the company has not publicly disclosed a total in the cited filing. The amount spent on development alone, and whether marketing or future support would be included in any eventual figure, are also unknown.
Why the $1–2 billion GTA 6 estimate is not confirmed
Online coverage frequently repeats a $1–2 billion range, but it remains an unverified estimate, not a number reported by Take-Two. A 2026 article also discusses a $3.4 billion estimate attributed to newsletter writer Dan Dawkins. That is a commentator’s estimate, not a company disclosure, and it reportedly factors in preproduction and Rockstar payroll. PC Gamer on the $3.4 billion estimate

Estimates can refer to different things: game development, marketing, preproduction, payroll across a period, or continuing work after launch. A large figure does not become verified simply because multiple outlets repeat it. Until Take-Two or Rockstar provides a comparable total, these figures should be treated as speculation.
Reported costs for other expensive games
The figures below are reported comparison points, not a verified “top five” ranking. They also do not share one consistent definition: some refer to total costs, while others combine production across a base game and later content. The figures are nominal U.S. dollars as reported; they are not adjusted for inflation.

| Game | Reported figure | What the figure covers |
|---|---|---|
| Call of Duty: Black Ops Cold War | $700 million | Reported total-cost figure for the 2020 title, covered in 2025 reporting by Game File and reproduced in a comparison compilation. It is not presented here as an audited development-only budget. Game File report |
| Call of Duty: Modern Warfare | $640 million | Reported total in the same comparison table; the cited figure is not a clean development-only cost. Comparison compilation |
| Cyberpunk 2077 | $441.9 million | Aggregate production-cost figure in the comparison compilation. Its scope includes the base game and post-launch material, so it is not equivalent to launch development alone. Comparison compilation |
For Cyberpunk 2077, the same compilation attributes $174 million to development and $142 million to marketing in CD Projekt’s 2020 reporting. Those components should be kept separate from later updates and expansion spending; they do not by themselves explain the full $441.9 million aggregate.
Why these figures cannot settle a five-game ranking
“Most expensive” can mean development budget, production plus marketing, or spending accumulated through post-launch support. Those totals are not interchangeable. A live-service game’s lifetime costs, for example, cannot be fairly ranked against another title’s launch development budget without spelling out that difference.

- Grand Theft Auto VI is a single-player experience.
- Development versus total production: a reported total may include marketing or other expenses beyond making the game.
- Launch versus ongoing costs: updates and expansions can add spending after release.
- Disclosure versus estimate: a company filing, a press report and an online estimate have different evidentiary weight.
- Nominal versus inflation-adjusted dollars: a ranking can change depending on whether older costs are adjusted.
The available comparison points are not enough to construct a consistent five-game list, and no single all-time top five using a common definition is established here. Naming three reported examples as though they were the five most expensive—or treating their accounting as directly comparable—would overstate what the figures show.
Why Rockstar UK payroll does not reveal GTA VI’s budget
Rockstar Games UK Limited’s staff expenses cannot be used as a proxy for the full game budget. They cover wages at one company entity, include work beyond GTA VI, and exclude other Rockstar studios as well as non-wage costs. A focused review of the available public information in September 2026 found no disclosed full-game budget. Insider Gaming on GTA VI budget estimates and Rockstar UK expenses

Payroll for one entity can indicate that a company has substantial staffing costs; it cannot show how much was spent on one game across every studio, contractor, marketing effort, and production period.

It may prove exceptionally expensive, but the public evidence cited here does not establish its total cost or support a reliable all-time rank against five other games. The $1–2 billion figure is not confirmed, and the reported comparator totals vary in scope. A defensible ranking would require comparable, clearly defined budgets for GTA VI and the other titles.
