Fighting-game publishers do not use a single player-count or sales cutoff to decide a live game’s future. They weigh whether projected revenue can sustain the team and online service, then examine retention, new-player inflow, engagement, content performance, community response and the game’s strategic value to the franchise. A publisher can end active development while leaving servers online, shipping already-planned content, fixing bugs, adjusting balance or supporting tournaments.
Riot Games’ decision for 2XKO shows the process clearly: it assessed revenue, retention, new players and engagement through 2026, concluded that operating costs substantially exceeded revenue and that engagement stayed relatively flat despite larger updates, and chose to finish work in progress before ending active development in December 2026. The company did not publish a universal threshold, and its criteria should not be treated as a formula for every studio.

“Support” is several different decisions, not one switch
When a studio says a game is being supported, it may mean several distinct activities. Each has different costs, staffing needs and business purposes, so they can end at different times.

Riot has said that 2XKO will remain online and playable after active development ends, with remaining content, bug fixes, balance changes and competitive support continuing on specified timelines. Therefore, “the developers stopped supporting it” is incomplete unless it identifies which layer ended and on what date.

The first test is economic sustainability
A live fighting game has recurring expenses after launch: development salaries, quality assurance, customer support, infrastructure, platform fees, localization, security, marketing and event operations. Revenue may come from the initial sale, downloadable characters, cosmetic items, battle passes, bundles or other parts of a free-to-play or premium model. The relevant question is not whether the game ever made money, but whether expected future returns justify the current scope of work.
In its official 2XKO statement, Riot wrote: “We evaluated the game’s overall performance—not just revenue, but retention, new players, and engagement—through 2026.” It also said: “2XKO costs us substantially more to operate than it brings in, and engagement has stayed relatively flat despite our larger updates.” Those statements describe a forward-looking investment decision. A game can have devoted players, favorable reactions and successful events while still failing to cover the cost of the team and service that the publisher wants to maintain.
Companies rarely disclose the accounting details behind that judgment. Public statements do not establish a transferable monthly-revenue target, operating-margin requirement or active-player number. A figure reported by a tracker or inferred by fans is not the publisher’s internal break-even point.

Business model changes the calculation
A premium game may earn most of its money near launch and through expansions, while a free-to-play game depends on a continuing flow of purchases from a smaller portion of its audience. Paid characters, cosmetic items and seasonal passes also have different production costs and purchase patterns. Two games with the same number of active users can therefore have very different revenue prospects.
Publishers also compare the cost of keeping a particular team together with alternatives. A smaller maintenance staff, a slower patch schedule or a reduced content plan may preserve service at a lower cost. Riot said it considered reducing the team, changing patch schedules and changing the business model before deciding that finishing work in progress and sunsetting active development was the best option for 2XKO.

Player activity is measured in multiple dimensions
Raw popularity is only one signal. Riot specifically separated retention, new-player acquisition and engagement, and said that content releases did not create a meaningful sustained move toward sustainability. Those measures answer different questions.
- Retention: Do players return after a day, week, month or major update? A large launch can look healthy if most users leave quickly.
- New-player flow: Are new competitors joining at a rate that replaces people who stop playing? A stable total can hide a constantly changing audience.
- Engagement: How often and how long do players use the game, and do they participate in the modes that matter to its business model?
- Content response: Does a new character, mode or event produce a temporary spike or a lasting increase in activity and purchases?
Public announcements usually do not provide cohort definitions, retention percentages or the minimum level required for continuation. Riot’s statement illustrates why a passionate niche is not automatically a sufficiently large or durable audience for the existing plan. It said some core tag-fighter fans embraced 2XKO, while many other fighting-game players struggled to find reasons to stay.
Content plans are experiments as well as promises
Every major update tests whether the game can attract new players, reactivate former players and generate enough revenue or engagement to justify the next update. A publisher watches the size and durability of that response, not merely the number of launch-day downloads or social-media reactions.
Roadmaps show intended scope, but they are dated plans rather than guarantees. The official TEKKEN 8 Season 3 overview dated February 2, 2026 schedules the season from February 2026 through winter 2027 and says later balance updates will be determined while the team monitors the game’s state. That wording leaves room to change timing or scope as evidence changes.
An earlier Bandai Namco Entertainment America roadmap announced in April 2024 illustrates the range of support that can be planned: balance adjustments, free updates, story content, new modes and paid downloadable characters. It is a historical example, not evidence that every listed item remains current.

Why cadence can be reduced before support ends
Frequent character releases require design, animation, testing, voice work, online validation and balance monitoring. If a full release schedule is no longer economical, a publisher may ship already-funded work, lengthen the interval between patches or limit updates to balance and compatibility. This preserves some player value while reducing production risk. The resulting game may feel “quiet” without being offline.
Strategic value can outweigh short-term revenue
A live fighting game can serve goals beyond direct sales. It may introduce a franchise to a new region, support merchandise and licensing, feed an esports ecosystem, provide streaming visibility or establish technology for future projects. Conversely, a game that earns money may still be deprioritized if another project offers greater strategic value for the same staff.
Bandai Namco Holdings’ 2024 integrated report describes TEKKEN 8 as designed for long-term play and says the company established a management structure with a long-term perspective beyond launch. Its discussion of TEKKEN 7 identifies ongoing updates and downloadable content, streaming, esports and spectator participation as factors in the series’ performance. The report also says the company incorporates observations from fan communities, regional audiences and changing user needs.
The same report records that TEKKEN 8 shipped 1 million copies on release day and more than 2 million during the following month, ahead of TEKKEN 7 over the comparable period. More than 95% of TEKKEN 7 sales were overseas. These are evidence of launch performance and international reach, not a support cutoff or proof that overseas sales alone determine a lifecycle decision.
Capcom’s current management strategy identifies Street Fighter 6 user growth, brand enhancement, esports and widening awareness as priorities. Capcom’s 2023 development report says the Street Fighter series has sold more than 50 million copies overall; that is a franchise-wide figure, not a sales total for Street Fighter 6. Such goals can justify continued investment even when an individual update has modest direct returns, provided the wider plan remains credible.

Genre design and community health affect the forecast
Fighting games have a particular onboarding problem: losing is immediate, visible and often repeated. Capcom’s development report notes that the genre has a smaller fan base than shooting, action and role-playing games and discusses how losing can discourage some players. It describes Street Fighter 6 design choices intended to make the game accessible to a wider audience.
That context matters to a support decision. A studio may invest in tutorials, simplified controls, single-player modes, matchmaking changes or beginner events because broader reach improves the future pool of players. It then evaluates whether those changes bring in people who remain active, not simply whether they produce a launch-week spike.
Community enthusiasm is another input, but it is not a guarantee of financial sustainability. Competitive players, content creators and tournament organizers can increase visibility and extend a game’s life. They can also represent a relatively small audience whose enthusiasm does not pay for the current content pipeline. Publishers therefore treat community response and esports activity as strategic evidence alongside financial and behavioral measures.

The decision is usually a portfolio choice: continue investing at the current level, reduce scope, or move the project into maintenance. A typical evaluation asks:

- What is the forward forecast? Estimate revenue, operating cost, player activity and content demand under the current plan.
- Which parts of the plan are essential? Separate contracted or nearly finished work from features that can be cancelled or delayed.
- Can a smaller operation work? Model a reduced team, slower patches, fewer modes or a different monetization approach.
- What obligations remain? Account for announced content, platform requirements, refunds or consumer-protection rules, tournament commitments and server contracts.
- What is the franchise opportunity cost? Compare keeping staff on this game with using them on another title, expansion or technology project.
- How should players be informed? Publish a schedule for remaining content, maintenance, competitive support and any eventual service change.
Riot’s 2XKO announcement explicitly says there was “no perfect way to handle a decision like this.” Its choice to complete work in progress rather than continue unchanged shows that ending active development can be a managed transition rather than an immediate shutdown.

How to compare support decisions between games
Comparisons are meaningful only when the games’ business models, evidence and support scopes match. Use the following framework rather than treating online popularity as a universal score.

Player-count websites and fan predictions can help describe visible activity, but they should not be presented as the company’s decision data. Official statements, dated reports and roadmaps are stronger evidence, while still requiring careful attention to what they do and do not disclose.
What players should look for in an announcement
- Identify the exact activity ending: active development, new characters, balance patches, online service or tournaments.
- Check whether the statement gives an end date, a remaining-content schedule or only a general intention.
- Separate a roadmap from a guarantee; later dates and balance plans may change as the game is monitored.
- Look for the stated reasons and distinguish them from outside explanations.
- Do not infer a universal threshold from one title’s outcome. Riot’s criteria for 2XKO are company-specific, and neither Riot nor Bandai Namco has published a generally applicable player-count or revenue cutoff.
Why a popular fighting game can still receive less support
Popularity can be visible while sustainability deteriorates. A game may have strong tournament viewership but weak conversion to purchases, a large launch but poor retention, or an active core audience that is too small to fund the promised cadence. Costs can also rise because of platform changes, security requirements, staffing needs or the complexity of producing characters and modes.

The decision is therefore a forecast about future value and cost, not a referendum on whether the remaining players care.
The practical meaning of “the game is still supported”
When reading a publisher’s announcement, translate broad language into a checklist: Is new content still being produced? Are announced items still scheduled? Will balance and bug fixes continue? Are servers, matchmaking and purchases guaranteed through a stated date? Will official tournaments receive support? Only after answering those questions can players know what “support” means for that particular game.
