Free-to-play shooters remove the upfront purchase, then monetize the audience through optional spending inside the game. The main routes are direct cosmetic sales, premium currency, randomized cosmetic packs, and seasonal Battle Passes that add a paid reward track to a free one. Apex Legends and Fortnite show how those tools can coexist, but neither game is a universal template: item catalogs, currencies, pass rules, and availability are set by each publisher and can change by season or region.
The basic business model
A free-to-play shooter generally lets anyone download the core game and play without buying a boxed copy or permanent license. Revenue comes later, when some players choose to purchase optional items or progression access. A player who never spends can still enter matches, while another player may buy a skin, a bundle of premium currency, a randomized pack, or a seasonal pass.
As an Amazon Associate I earn from qualifying purchases.
This model separates the cost of operating and developing a live game from a single launch-day sale. New seasons, maps, characters, challenges, and cosmetic collections create repeated opportunities to sell something without charging every player an admission fee. The important distinction is that “free-to-play” describes access to the game, not a promise that every reward, customization, or convenience is free.
Four ways players can spend
1. Direct cosmetic stores
A direct store sells a selected item or bundle. Typical inventory includes character or weapon skins, emotes, banners, charms, and other appearance-focused items. The player can see what is being offered and decide whether that particular cosmetic is worth the asking price.
In Apex Legends, Electronic Arts says the rotating store offers cosmetics and that players can also craft specific cosmetics with Crafting Metals. Some cosmetics that normally come from packs can periodically appear for direct Apex Coin purchase. A rotating catalog creates a choice-versus-availability trade-off: a player may know exactly what an item costs but still have to wait for it to return to the store.

2. Premium currency
Many shooters put a currency between a real-money payment and an in-game purchase. The player buys a bundle of currency, then spends that balance in the store, on packs, or on other eligible content. This lets the game display a consistent in-game price while currency bundles and regional payment methods are handled separately.
EA describes Apex Coins as the currency used for Apex Packs, rotating-store items, and Legends. Epic’s Fortnite support documentation describes V-Bucks as the currency used throughout Fortnite’s purchase ecosystem. V-Bucks can be bought directly, obtained through certain passes or offers, and supplied on physical cards sold by authorized retailers and online. The exact bundle sizes, prices, and eligibility rules are live offers rather than permanent industry standards.
3. Randomized cosmetic packs
A pack sells a chance at contents rather than a named item selected in advance. In Apex Legends, EA says Apex Packs contain cosmetic items or crafting currency. The experience is therefore different from buying a specific skin: the player pays first and learns the contents when the pack is opened.
Randomized packs should be evaluated separately from direct purchases. Relevant questions include whether the game publishes odds for that pack type, whether duplicate protection or crafting alternatives exist, and whether a desired cosmetic can also be obtained directly. Apex’s published systems document both packs and routes for targeting a specific cosmetic, but probabilities and item pools must be checked for the particular pack and current season.

4. Battle Passes
A Battle Pass sells access to a time-bound progression track. Players earn XP, complete challenges, or otherwise advance through levels while the pass is active. A free track remains available to everyone who meets the stated conditions; a paid tier unlocks additional rewards on the same progression path.
EA describes the Apex Battle Pass as a system that rewards players with cosmetics through in-game engagement. Its FAQ says an Apex season is approximately three months, with two Battle Passes per season, and that the Premium Battle Pass described there has 60 levels. Players earn Stars from challenges toward levels. Rewards from that pass can only be earned until the pass ends, although rewards already earned remain with the player.
Fortnite uses a similar progression idea across its experiences: Epic says players gain XP and claim pages of in-Fortnite rewards as they progress through the pass. Epic also says some items from an expired Battle Pass may become available in the Fortnite Shop at least 18 months after that pass expires. “May become available” is permission, not a promise that every old reward will return.
How the money flow works for a typical player
- Play the free game. The player downloads the shooter and uses the core matchmaking and gameplay systems without buying a pass or cosmetic.
- Notice an offer. A rotating store, event collection, pack, or seasonal pass presents an optional purchase.
- Buy currency or pay directly. The player may use a real-money checkout, a platform balance, or an authorized physical currency card, depending on the game and region.
- Spend the balance. Currency can be exchanged for a named item, a bundle, a pack, or a pass. The item’s appearance usually changes without changing combat performance, but the publisher’s rules must be checked for exceptions.
- Earn pass progress. XP, Stars, challenges, or other stated activities move the player through the active track. A paid pass generally adds rewards to progress the player would already be earning.
- Keep or miss rewards according to the end date. Unlocked rewards normally remain in the account, while unclaimed levels can become inaccessible when the pass expires unless the game later offers another route.
Comparing the main monetization mechanics
| Mechanic | What the player pays for | How rewards are obtained | Questions that matter |
|---|---|---|---|
| Direct cosmetic store | A selected item or bundle, often with premium currency | Purchase it while available; some stores rotate | Can the player choose the exact item, and how often does it return? |
| Randomized pack | A pack with uncertain contents | Open the pack; contents follow that game’s rules and published odds, if provided | Are odds disclosed, are duplicates possible, and is there a direct alternative? |
| Battle Pass | Access to an additional seasonal reward track or tier | Play, earn XP, or complete challenges during the pass | What is the price, time requirement, free-track content, end date, and post-season availability? |
| Free track or earned currency | No direct purchase for that particular reward | Play or meet the stated eligibility conditions | What remains accessible without paying, and can earned currency be reused? |
A pass should not be judged simply by adding store prices to every item it contains. EA says its Apex pass calculations use the manufacturer’s suggested retail price for items of the same rarity and category. That is a publisher valuation method, not an independent measure of what a player will value or use.

What is cosmetic—and what may not be
Cosmetics usually alter appearance, animation, audio presentation, banners, or other ways of expressing identity. They can be highly visible in a lobby or replay while leaving weapons and movement unchanged. That separation is central to the fairness argument for cosmetic monetization, but it is not safe to assume every paid item in every shooter is cosmetic.
EA states, “No. In Apex Legends, we don’t sell any items that offer a gameplay advantage.” That is an official policy statement about Apex Legends, not a genre-wide guarantee. The same FAQ says Apex’s store includes Legends, and that the Ultimate+ Battle Pass makes all Legends playable for the duration of the pass split. A careful explanation should therefore distinguish appearance items from access or time-limited character benefits, even when the publisher says the game does not sell competitive advantage.

Progression turns play into a schedule
A pass gives a player a visible set of levels, challenges, and deadlines. Someone who is already playing may see the paid track as a way to attach extra rewards to sessions they planned to play anyway. The same deadline can also create pressure to play more often before the season closes. Whether that trade is worthwhile depends on the player’s available time and the rewards actually wanted.
Currency makes prices less direct
When a skin is priced in Apex Coins or V-Bucks, the player first thinks about a currency balance and bundle size rather than only a cash figure. Unspent currency can remain for a later purchase, but a player may also buy more than the exact amount needed. Reading the real-money cost of the required currency bundle is essential when comparing offers.
Rotation creates scarcity of attention
A rotating shop changes what is visible and when. The item is not necessarily rare in the long-term sense, but its current availability is limited by the catalog schedule. Players should treat a “last chance” message as a statement about the current rotation, not proof that an item will never return.

Randomness changes the decision
A pack replaces certainty with a distribution of possible outcomes. It may be attractive to players who enjoy surprise, but it is a poor substitute for a direct purchase when the goal is one specific cosmetic. Check the current pack contents, odds disclosure, and any crafting or pity rules before spending.

Apex Legends
- EA lists Apex Coins for Apex Packs, rotating-store items, and Legends.
- Apex cosmetics can also be obtained with Crafting Metals, and some pack cosmetics may periodically be sold directly for Apex Coins.
- The Battle Pass has a free reward path and paid tiers; challenges grant Stars toward levels.
- EA’s current FAQ describes approximately three-month seasons, two Battle Passes per season, and a 60-level Premium Battle Pass.
- EA says Apex does not sell items that offer a gameplay advantage, while also documenting Legends and pass-specific access rules.
Fortnite
- Epic describes direct V-Bucks purchases, physical V-Bucks cards from authorized retailers and online, Fortnite Crew, starter or quest packs, and V-Bucks earned through the Free Pass or Battle Pass.
- Players gain XP across Fortnite experiences to progress through the pass and claim its pages of rewards.
- Epic says some items from an expired Battle Pass may appear in the Fortnite Shop at least 18 months after expiration; the statement does not guarantee a return for every item.
- Creator-published islands can have separate transaction and revenue arrangements. Those creator programs are distinct from what an ordinary player pays for a skin or pass.
These examples demonstrate the range of possible implementations rather than a single industry formula. A different shooter may omit packs, sell characters, use a different currency, or make its pass permanent instead of seasonal.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Creator revenue is a separate layer
Player spending is not the same as creator compensation. Epic’s Creator Economy 2.0 announcement describes engagement payouts to eligible island publishers from an allocation of Fortnite net revenue. That is a creator-side program: it explains how qualifying publishers may receive funds, not how much a player pays for a cosmetic or Battle Pass. Eligibility and payout terms should be checked in the current program documentation before being treated as current.
How to evaluate an offer before buying
- Identify the item type. Is it a named cosmetic, a bundle, a randomized pack, a character, or pass access?
- Calculate the cash cost. Convert the listed currency price into the smallest real-money purchase that covers it, including leftover currency.
- Read the time limit. Record the store rotation, pass end date, and whether unclaimed rewards disappear.
- Check the free path. Note which rewards and currency are available without paying.
- Verify the return route. A stated future shop appearance is not the same as a promise that an expired item will return.
- Separate appearance from access. Confirm whether the purchase changes only presentation or also grants a character, duration-limited access, or another entitlement.
- Check platform and region rules. Currency cards, offers, taxes, and availability can differ by country and platform.
Common misunderstandings
“Free-to-play means everything is free.”
It means the core game can be played without an upfront purchase. Optional cosmetics, currency, packs, and paid pass tiers can still cost money.

“A Battle Pass is just a skin bundle.”
A pass is an access-and-progression system. Its rewards are earned over time through play or challenges, and its unclaimed track can close when the season ends.
“A pack and a store purchase are equivalent.”
A direct purchase targets a known item when available; a pack delivers uncertain contents. The risk, information, and available alternatives are different.
“Earned currency always pays for the next pass.”
Some Fortnite passes can award V-Bucks, but the supplied official material does not establish that every current pass returns enough currency to cover its price. Check the active offer rather than assuming a universal rebate.
“A publisher’s fairness policy applies to every shooter.”
EA’s no-gameplay-advantage statement is specific to Apex Legends. Other games can define paid access and competitive impact differently.
What changes over time
Live-service monetization is unusually volatile. Store inventories rotate; pass names, levels, reward counts, currencies, and prices change; and regional offers can differ. Apex’s approximately three-month season rhythm and two-pass structure are figures from EA’s current FAQ, not permanent promises. Fortnite’s 18-month language is a minimum timing reference for possible shop availability, not a schedule for every item.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor a current purchase decision, open the game’s own store and pass information, read the reward and expiration details, and confirm the rules for your platform and region. Historical explanations remain useful for understanding the model, but the active offer controls what a player can buy today.
