The Premier League Board investigates suspected rule breaches and may refer a written complaint to an independent commission. The commission decides whether the rules were breached and, if so, what sanction applies. A party to the case can appeal under Section W of the Premier League Rules to an Appeal Board, which may uphold, dismiss or change the decision. Hearings are private; final decisions are published when permitted.
What happens after the League suspects a breach?
- Investigation: The Premier League Board investigates suspected or alleged breaches of the League’s rules.
- Referral: If the Board considers that a breach may have occurred, it can issue a written complaint and refer the case to an independent commission. It has other options too; referral is not described as automatic.
- Decision: In a Profitability and Sustainability Rules (PSR) case, the commission determines whether a breach occurred and, if so, the sanction.
That division matters: once a case is referred, the commission—not the League Board—decides the referred question of breach and sanction.
Who sits on the commission and Appeal Board?
The Premier League says its Judicial Panel includes legal, financial and other experts. Its independent Chair appoints Panel members and selects the members who sit on commissions. The League describes the commissions as independent of both the Premier League and its clubs.
The Chair also appoints Appeal Boards. Each has three members, including a chair who should have held judicial office. These are the League’s stated arrangements for independent decision-making; they do not mean that the League has no role in investigating or bringing a case.

What can an appeal challenge, and what can the Appeal Board do?
A party to the proceedings may appeal a commission decision under Section W of the Premier League Rules. An appeal can address different issues: whether the commission imposed the right sanction, or whether the League had jurisdiction to bring the charge. It is not necessarily a second argument about the facts of the alleged breach.
The Appeal Board may allow or dismiss an appeal, or make another order it considers appropriate, including varying the commission’s order. In an admitted-breach case, the breach itself may not be disputed; the appeal can instead focus on the sanction.

There is no safe universal filing deadline to quote: the applicable rule wording, deadlines and procedural directions can differ by season and case. Consult the Premier League Handbook in force for the relevant season and any directions issued in the case. Rule sub-numbering has changed in League materials, so a sub-number should not be treated as timeless.
Are the hearings public, and are decisions published?
Commission and appeal proceedings are heard privately and remain confidential. The Premier League says final commission decisions and awards are published after proceedings conclude and publication is permitted. Private hearings therefore do not mean that decisions are never made public, but publication is not necessarily immediate.

Together, the cases show why the type of appeal matters. Everton’s February appeal changed the sanction after an admitted breach; Leicester’s concerned jurisdiction. Everton’s later withdrawal left a separate commission sanction standing. The League’s October 2026 notice about Manchester City described a pending appeal, not its merits or result.
