One horizontal block in the Nether corresponds to eight horizontal blocks in the Overworld. This 1:8 conversion applies to X and Z coordinates only; vertical Y coordinates are not scaled.
How the Nether-to-Overworld distance ratio works
Traveling one block along the Nether’s X or Z axis represents eight blocks along the same horizontal axis in the Overworld. The Minecraft Wiki describes this as the dimensions’ horizontal coordinate conversion: Nether and Overworld distance scaling.
The ratio is horizontal, not three-dimensional: moving one block upward or downward in the Nether does not correspond to moving eight blocks vertically in the Overworld. Y stays the same when converting coordinates. See the coordinate conversion reference.
Convert Overworld coordinates to Nether coordinates
To estimate where a location in the Overworld corresponds in the Nether, divide its X and Z coordinates by 8, then use floor rounding. Leave Y unchanged:

(floor(X ÷ 8), Y, floor(Z ÷ 8))
For example, an Overworld position of (80, 64, 40) converts to approximately (10, 64, 5) in the Nether. The conversion is applied separately to X and Z; it does not change the height.
How floor rounding handles negative coordinates
Floor means rounding down to the next lower integer, not rounding toward zero. For example, floor(−29.9) is −30. Apply this rule to negative X or Z values as well as positive ones.

Why portals may not appear exactly where expected
The 1:8 conversion is useful for planning long-distance travel, but matching coordinates does not by itself guarantee that a portal will link to a particular existing portal. Portal linking is a separate mechanic, with edge cases that can vary by circumstances; the Nether portal reference explains the general mechanics.
