A loot box is a game feature that gives you an unknown randomized reward: you pay for a chance at an item rather than choosing exactly what you receive. Boxes may be free rewards, direct purchases, or bought with virtual currency—sometimes currency purchased with real money. Because the cost can be less visible and the desired item is not guaranteed, repeated attempts can make spending harder to track. That risk is not the same as saying every player overspends or that loot boxes necessarily cause gambling problems.
What a loot box is and how opening one works
Loot boxes, packs, chests, and similar features package one or more randomized in-game rewards. The defining feature is uncertainty: you do not know which item you will receive until the game reveals it. The U.S. Federal Trade Commission put it plainly in its 2019 consumer guidance: “And you won’t know what you’re getting until you open it.”

The possible contents depend on the game. A reward might change a character’s appearance or provide another cosmetic item; in other games, rewards can affect progression or competition. A box can contain a single item or a set. The label on the feature does not tell you whether its contents are cosmetic, useful for advancement, or relevant to competitive play—you need to check the specific game.

The process usually has three parts: the game offers access to a randomized reward, the player acquires or spends the required currency or entitlement, and the game selects and reveals an item from the available pool. The important distinction from a direct purchase is that payment or effort buys the opening opportunity, not necessarily the particular reward the player wants.

Three ways players may get access
- Earn it through play: Some games award boxes or opening opportunities as gameplay rewards. No direct payment is required for that particular opening, although the game may offer other paid options.
- Pay directly: A game may sell an opening or box for money. The amount due is then relatively easy to see at the point of purchase, though the reward remains uncertain.
- Spend virtual currency: The game may price the box in an in-game currency. That currency might be earned, bought with real money, or obtained through both routes. A player who buys a currency bundle is spending money even if the final confirmation screen shows only tokens.
These routes can coexist in one game, alongside other in-game purchases. So a box’s existence alone does not reveal whether it is free, paid, optional, or the only way to get a particular item. Those details depend on the game’s economy and item availability.
Why the cost can be hard to see
Virtual currency creates an extra conversion step between a real-money payment and a box. If an opening costs tokens, players have to connect the token price to the amount they paid for a bundle. That can make a purchase feel less like spending cash than a direct price would, especially when a currency bundle contains more than the exact amount needed for one opening. The underlying cost has not disappeared; it is simply represented in a different unit.
In the UK Gambling Commission’s 2024 survey, respondents were young people who had paid to open loot boxes, packs, or chests. They could select more than one payment method, and the survey recorded multiple routes:

These are multiple-response results, so the percentages overlap and do not add up to 100%. They describe payment methods among surveyed young people who had paid to open these items—not the proportion of all young people who bought a box, how much any one person spent, or average spending. The 58% figure also does not mean that all of those openings were entirely cost-free: it identifies a reported currency source, not each respondent’s complete spending history.

The figures illustrate why it is useful to look beyond the opening screen. A player might use a mixture of earned currency, bought currency, gift cards, or account funds. Without a clear record of each route and the corresponding real-money value, it can be difficult to tell how much of a session’s activity ultimately involved money.
Why repeated attempts can lead to overspending
A direct purchase gives you a known item for a known price. With a loot box, the player spends money, currency, or time for a chance at an unknown reward. If the desired item does not appear, another opening may seem like a way to get closer to it, even though the next result is still uncertain. The more opportunities a game presents, the more chances there are to make another decision before stepping back to total the cost.
This is a decision-making risk, not a guaranteed response. Some players may be content with whatever they receive or stop after one opening; others may decide that repeated attempts are worth the cost. It is not accurate to conclude that every player will continue buying, that every box produces a gambling problem, or that any particular psychological effect must occur. The concern is that uncertainty, repeated purchase opportunities, and less-visible currency pricing can make it harder to make a deliberate spending choice.

For a parent, a token balance or a sequence of small in-game transactions can therefore obscure the total cost unless the payment history and currency conversion are reviewed together.

Questions that clarify the real choice
- Am I paying for a specific item, or only for a chance at it?
- What does this opening cost in real money after converting the currency price?
- Can I buy the desired item directly, or is the randomized opening the only available route?
- Is the reward cosmetic, or could it affect progression or competition?
- How many openings am I willing to pay for if the item does not appear?
These questions do not predict how a particular person will respond. They expose the terms of the decision before another purchase is made.
What the evidence says about harm—and what it does not
The UK government’s 2022 response to its call for evidence reported an association between buying loot boxes and problem gambling. It also stated that the evidence had not established whether the relationship is causal. An association means the behaviors occur together in the evidence considered; it does not show that buying boxes causes problem gambling, or settle whether other factors help explain the relationship.
The government discussed potential financial, mental-health, and problem-gaming harms, with risks considered potentially higher for children and young people. These are reasons for caution and protection, not proof that a particular player has been harmed. The distinction matters: a responsible explanation should acknowledge the reported concern while keeping the limits of the evidence attached to it.

The UK government response noted the difficulty of isolating loot boxes from those other elements. A 2025 UK rapid evidence review focused on skins gambling also discussed links between loot-box engagement and later skin gambling. Its subject was skins gambling, and the report stated that its findings and recommendations did not represent UK government policy; it should not be treated as proof that loot boxes cause gambling disorders.

Why old market figures should not be read as current spending estimates
The UK government’s 2022 response recounted historical figures from an industry-association-commissioned survey: 7% of video-game players reported paying for a loot box during the 12 months to December 2020, and 10% of overall monthly player spend on games was attributed to paid loot boxes. The same government response reported that PEGI used a loot-box descriptor on 2.5% of games rated from August 2020 to May 2022.
Those figures concern different measures and periods from the Gambling Commission’s 2024 survey of payment methods among young people who had already paid to open a box. They cannot be combined into a current estimate of typical spending or the number of all players who overspend. UK Gambling Commission advisory material updated in 2024 also noted a lack of empirical data on actual spend and age-level annual customer spend. The available figures therefore support careful distinctions, not a confident market-wide spending total.

Before opening a paid box—or using currency that was bought with money—check the mechanics and price rather than relying on the token amount or the artwork on the purchase screen. If the game does not make an important detail clear, treat that uncertainty as part of the decision.
- Find the real-money equivalent. Check how much the required currency costs and how many openings a bundle can buy. If you already hold a balance, distinguish earned currency from currency purchased with money where the game or account makes that possible.
- Look for item probabilities. Check whether the game publishes the chance of receiving each item or category. A probability disclosure can help explain the odds, but it does not guarantee a particular result from any opening.
- Check whether the item is sold directly. If the desired item can be purchased at a known price, compare that certainty with paying for repeated chances. If there is no direct option, decide whether the randomized route is acceptable before spending.
- Understand the reward’s effect. Determine whether contents are cosmetic or can influence progression or competition. This helps establish whether the purchase is purely optional for your purposes or affects how you engage with the game.
- Set a limit before opening. Choose a maximum amount of money or number of openings in advance. Do not treat an unsuccessful opening as evidence that the next one is more likely to produce the desired item unless the game’s published rules explicitly say the odds change.
- Review the transaction record afterward. Check the platform or account purchase history as well as the game’s currency balance. This can reveal spending that is less obvious when transactions are displayed as tokens or split across several purchases.
These checks are useful even when a box is earned rather than bought: they help distinguish free access from paid shortcuts and show whether a game also offers other purchase routes. The decision is ultimately about the specific item, cost, rules, and controls in the game you are playing.

What parents and guardians can do
For a child’s account, review the game’s age settings and purchase flow, then check the platform or account controls available in your location. Controls vary by game and platform, so there is no single path or setting that applies to every family.
- Review whether paid boxes are disabled by default or require a parent or guardian’s approval.
- Look for purchase approval settings and spending limits, and confirm which account or payment method they cover.
- Check whether the game explains item probabilities, currency prices, and refund rules in a way the young player can understand.
- Review purchase history, including currency purchases and any openings paid for with that currency.
- Discuss what a randomized reward means: payment does not promise the specific item the player wants.
These are practical checks, not a substitute for knowing the applicable rules where you live. A game may have controls in one platform or region that are unavailable, configured differently, or governed by different requirements elsewhere.
UK protections and why the legal answer varies
In the UK, the Department for Culture, Media and Sport describes an industry-led guidance framework developed through a technical working group. Its guidance calls for paid loot boxes to be unavailable to under-18s unless enabled with a parent or guardian’s consent or knowledge; access to spending controls; clear probability disclosures; and fair, clearly communicated refunds. The government’s 2023 update describes these as industry-led protections. It also notes that the guidance does not reach the whole UK games sector, so it should not be read as a guarantee that every game follows the same approach.

UK government sources have explained that loot boxes generally have not been covered by gambling regulation where their prizes do not normally have real-world monetary value outside the game. The legal analysis can depend on the product and jurisdiction, including whether an item can be transferred or exchanged for money. Players outside the UK should check local rules rather than assuming that the UK treatment applies to them.
In practical terms, published odds, parental approval, spending controls, and refunds can help make a purchase easier to understand or limit. They do not change the central feature of a randomized box: a player may pay for an opening without receiving the particular reward they had in mind.
