How many bookshelves unlock level 30?

How should you place the bookshelves?
Put the enchanting table in the center and arrange shelves around it, at the same height as the table or one block higher. Leave one empty block between each shelf and the table. Keep that space clear: an intervening block can prevent a shelf from contributing.
Why might the level-30 option be missing?
Check that 15 shelves occupy valid positions around the table and that nothing is blocking the one-block gap. A shelf placed too close, outside the effective ring, or behind an obstruction may not count toward the setup.

Does level 30 guarantee the best enchantment?
No. Level 30 is the highest enchanting-table tier, not a promise of a particular enchantment or its strongest rank. The enchantment result remains variable, so the level-30 option does not guarantee a specific outcome.
