Overcooked! 2 has 130 kitchens across the base game and DLC, according to publisher Team17. That is the publisher’s count of kitchens—not a confirmed count of campaign levels alone.
What does the 130-kitchen count include?
Team17’s Overcooked! 2 game page describes 130 kitchens across the base game and DLC. Its Gourmet Edition announcement, published April 7, 2020, also gives that total and identifies four included DLC packs:

Because Team17 calls them “kitchens,” the 130 figure should not be presented as a verified number of story-campaign stages. “Level” can refer to different content, including campaign, Versus, and Kevin stages.
How many campaign levels does Surf ’n’ Turf add?
Team17’s October 2, 2018 Surf ’n’ Turf announcement says the pack includes 12 new campaign levels. It mentions new Versus and Kevin levels separately, so those should not be folded into the 12-level campaign count.

Are free seasonal kitchens included in the 130?
Team17’s July 31, 2018 FAQ lists free seasonal updates, including Kevin’s Christmas Cracker, Chinese New Year, Winter Wonderland, and Spring Festival, with additional kitchens or stages. The publisher’s wording does not clarify whether all of that seasonal content is included in its 130-kitchen total, so the total should not be treated as a confirmed count that includes every free update.
