For the five regular attribute perk trees, a 2023 community guide estimates 221 points to buy every perk rank. The guide estimates that a Phantom Liberty character can collect 80 points, including perk shards, leaving a 151-point shortfall; its base-game estimate is 70 collectible points, leaving a 161-point shortfall. These are the guide author’s calculations, not totals published or confirmed by CD PROJEKT RED. “Everything” needs a scope caveat: the expansion has a separate Relic tree, and the guide does not clarify whether its 221-point figure includes it.
How many points are needed, and how many can you collect?
The best sourced estimate for maxing the five regular attribute perk trees is 221 perk points. Against that requirement, Steam Community guide author pfroddam estimates the following shard-inclusive totals:

The figures come from pfroddam’s guide, last updated December 16, 2023, and are not independently verified or publisher-confirmed. The author also lists 59 points from leveling and skill milestones before adding shards. The final totals depend on the guide’s assumptions about level caps and shard availability; its text notes conflicting reports about perk-shard counts. Read the community guide.
Does “everything” include the Relic tree?
Not necessarily. The 221-point calculation is presented as the cost of maximizing perk trees, but the guide does not say whether it includes Phantom Liberty’s separate Relic tree. CD PROJEKT RED’s Build Planner includes both the base-game trees and the expansion’s Relic tree, but its announcement gives no total for maxing them all. So 151 is best treated as the estimated shortfall for the five regular attribute trees under the guide’s assumptions—not a verified count for every ability in Phantom Liberty. CD PROJEKT RED’s Build Planner announcement is a useful way to inspect and plan builds.

Why older perk-point answers may differ
Update 2.0 overhauled the perk trees, replacing the earlier system with fewer perks intended to have more meaningful gameplay effects. CD PROJEKT RED’s September 21, 2023 update notes say existing characters received refunds for spent perk points, plus a one-time attribute reset; individual perks can be refunded for free. That change means pre-2.0 perk counts may not apply to the current system described by the guide. The notes also name five progression skills—Headhunter, Netrunner, Shinobi, Solo, and Engineer—and state that skills can reach level 60. Read the Update 2.0 notes.

What to take away
- For the five regular attribute perk trees, the community guide’s estimate is 221 points required.
- Its shard-inclusive estimate leaves a 151-point gap with Phantom Liberty, or a 161-point gap in the base game.
- The estimate is community-authored and dates to 2023; it is not an official publisher total, and its Relic-tree scope is unclear.
