There is no reliable, authoritative percentage or time multiplier for Dead Eye’s slowdown in the sources available. In the single-player games, it slows the game world enough to give you more time to aim; in Red Dead Online, Dead Eye works differently and does not slow time in the same way.
What Dead Eye does to time
The Red Dead Redemption Xbox 360 owner manual describes the effect plainly: “Dead Eye slows down time making it easier to hit your target.” That confirms the mechanic, but it does not give a percentage or multiplier. No authoritative measurement establishes a universal figure, so claims such as “90% slower” should not be treated as verified game data.

How it differs by game and mode
Red Dead Redemption
Dead Eye develops across three levels. The first provides slow motion; later levels add automatic target marking and then manual marking. Those stages change how you select targets, but the available descriptions do not establish different slowdown rates.
Red Dead Redemption 2 story mode
Dead Eye also slows the world in story mode. Its five-stage progression adds targeting features and information about critical locations while retaining the slow-time behavior. The available descriptions do not quantify the slowdown at any stage.

Red Dead Online
Online Dead Eye is not the story-mode slow-time mechanic: it activates ability-card effects rather than slowing the game world in the same way. Rockstar’s 2019 Title Update 1.11 notes discuss Dead Eye card balancing, reflecting that online ability-card context. Those notes are historical and are not a complete account of every later online update.

A percentage or multiplier would require a measurement tied to a specific game, mode, version, and stage. The available sources describe what the mechanic does and how its targeting features progress, but they do not provide that measurement. Community estimates and answer-page figures are not enough to establish an exact value.
