More than one Warden can be present at once: Minecraft does not impose a fixed one-Warden limit for an entire world. Instead, each eligible sculk shrieker checks for a Warden within 48 blocks of itself. That local exclusion can prevent a nearby summon, but shriekers far enough apart can summon additional Wardens.
How the Warden spawn limit works
Wardens are summoned by naturally generated sculk shriekers, rather than by the ordinary hostile-mob spawning system. The key limit is local to each shrieker, not global to the world: a shrieker will not summon a Warden if one is within 48 blocks of it. As a result, two Wardens can coexist if their summon checks happen around shriekers far enough apart. There is no established fixed maximum for an entire world or Ancient City; the number depends on the positions of eligible shriekers and the conditions around their spawn attempts.
What a shrieker needs to summon one
The player must reach the warning threshold
Activating naturally generated shriekers raises the player’s warning level. At level four, an eligible shrieker attempts to summon a Warden. The warning level is associated with the player, so activations at different eligible shriekers can contribute toward that threshold. Minecraft Wiki: Warden

The area must allow a valid spawn
Reaching the warning threshold does not guarantee a Warden will appear. The shrieker searches for a valid place to spawn it, and surrounding blocks or entities can prevent a suitable location from being found. The 48-block check and valid-placement requirements mean that both distance and local terrain matter.
Natural summons versus commands
The warning threshold and nearby-Warden restriction described here concern natural summons by shriekers. Wardens created by commands or spawn eggs are a separate case; those methods do not answer how many Wardens shriekers can summon naturally.

Edition and version notes
Mojang’s Java snapshot 22w12a notes introduced the Warden’s sculk-shrieker summon behavior, and the official Bedrock 1.19 release notes document changes to Warden and shrieker behavior. These are historical release notes, not a complete current Java-versus-Bedrock comparison. The cited references do not establish that every threshold or placement detail is identical across all current editions and versions, so check the mechanics for the version you play if exact parity matters.
