There is no fixed number of Minor League seasons a player must complete to become a Minor League free agent. Under Major League Rule 9(c), eligibility generally follows expiration of the player’s final Minor League Uniform Player Contract, subject to the club’s renewal options and other exceptions.
When does Minor League free agency begin?
Rule 9(c)(1) says a player’s Minor League Uniform Player Contract expires at the later of 5 p.m. Eastern Time on October 15 or the fifth day after the World Series ends, in the final year of that contract. At that point, the player becomes a Minor League free agent unless the Major League Club still has options to renew the contract. Read Major League Rule 9(c)(1).
How to determine whether a player qualifies
- Identify the final contract year. The rule applies to the last year of the player’s Minor League Uniform Player Contract; simply playing a certain number of Minor League seasons is not the stated test.
- Check the club’s renewal options. Remaining options to renew the contract prevent free agency under the expiration provision at that time.
- Calculate the expiration date. Use whichever comes later: 5 p.m. ET on October 15 or the fifth day following the World Series’ final day.
- Check for exceptions before expiration. A successor contract with the Major League Club or placement on the Major League Reserve List before the expiration time prevents Minor League free-agent status under Rule 9(c)(2).
- Apply the signing window. A player who becomes a Minor League free agent may negotiate and sign with any Major League Club beginning on the first day that year when a Major League free agent may sign with a different club upon expiration of the player’s Major League contract.
What contract discussions and exceptions matter?
Under Rule 9(c)(2), a player does not become a Minor League free agent if, before the Rule 9(c)(1) expiration time, the player has entered a successor contract with the Major League Club or has been placed on its Major League Reserve List. The rule also limits when successor-contract negotiations may occur: not before the player’s Minor League championship season and playoffs are complete, and not after 5 p.m. ET on the contract-expiration date. How is eligibility administered?
On or before August 1, the Commissioner or designee is to circulate to Major League Clubs a list of players whose Minor League Uniform Player Contracts expired or are scheduled to expire following the season, and promptly notify those players that they may be eligible. A player who believes they were left off may petition for a determination; a club may also petition if it believes a player was listed improperly. Rule 9(c) provides for a final list after the expiration date.

The rule restricts outright assignment of a potential Minor League free agent to a Minor League Club on or after the expiration date unless the player has signed a Major League contract for the next season or a letter of agreement describing its terms. See the full Rule 9(c) text.
How is this different from Major League free agency?
The frequently cited six-year threshold applies to Major League service, not Minor League free agency. MLB says players generally become eligible to test Major League free agency after six years of Major League service. Service accrues for days on the 26-man roster or Major League injured list; MLB’s glossary describes one service year as 172 days in a 187-day regular season. What does the World Series timing look like in practice?
An MLB D-backs offseason FAQ published October 30, 2024 described Minor League players becoming free agents at 3 p.m. local time on the fifth day after the World Series, if applicable. That is an example tied to the fifth-day formula, not a replacement for Rule 9(c)’s specified 5 p.m. Eastern Time standard; local time should be converted before comparing clock times. MLBPA describes the separate Minor League collective bargaining agreement as covering Minor League employment conditions, but that is distinct from the Rule 9(c) expiration test.
