He has not automatically been released. Another club could have claimed him during waivers, and some players can reject the assignment or elect free agency based on service time or prior outright history.
What happens during an outright?
An outright is part of a roster transaction that typically begins when a club designates a player for assignment (DFA). The DFA immediately removes the player from the 40-man roster while the club resolves his status. MLB says the club has seven days to trade him or place him on outright or unconditional release waivers. MLB’s DFA glossary
- The club designates the player for assignment. He is removed from the 40-man roster.
- The club decides how to resolve the transaction. Within seven days, it can trade him or place him on outright or unconditional release waivers.
- Other clubs get a chance to claim him. On outright waivers, another MLB club can claim the player. If one does, the player joins that club’s 40-man roster, and the claiming club assumes the remaining money owed. MLB’s outright-waivers glossary
- If no club claims him, he clears waivers. His original club may then assign him outright to the Minors, subject to his rights. Clearing waivers does not, by itself, require the club to make that assignment. MLB’s DFA glossary
Claim priority for outright waivers is based on reverse winning percentage; MLB says the previous season is used to resolve a tie at the lowest percentage. MLB’s outright-waivers glossary
Does outrighted mean released?
No. Outrighting removes the player from the 40-man roster and can send him to the Minors, but it is not automatically a release. MLB treats outright waivers and unconditional release waivers as distinct processes: clearing unconditional release waivers results in an unconditional release, while clearing outright waivers can lead to an assignment to the Minors. How is outrighting different from optioning or a DFA?

Can a player refuse an outright assignment?
Some can. MLB’s glossary says a player with more than five years of Major League service time can reject an assignment to the Minors. It also says a player with more than three years of Major League service time, or a player who has previously been outrighted, may reject an outright assignment in favor of free agency. Those are general rules, not a way to determine a specific player’s choice from the transaction headline alone. His service time, prior outright history, and transaction circumstances matter; do not assume he is eligible to reject the assignment or has chosen to do so without those details.

What does “cleared outright waivers” mean?
It means no other club claimed the player during the outright-waiver process. The original club can then assign him outright to the Minors if the player’s rights allow it. If another club claims him instead, he goes onto that club’s 40-man roster rather than being assigned to the Minors by his original club.
