Valve charges a $100 USD Steam Direct fee for each new app distributed on Steam, or the equivalent in local currency. The fee is non-refundable, but Valve may recoup it in a payment after the app reaches $1,000 in adjusted gross revenue from Steam Store or in-app purchases. Taxes may increase the amount you pay upfront, and the fee does not cover making or releasing the game.

What the $100 does—and doesn’t—cover
The Steam Direct fee is the platform charge for submitting a new app to Steam. It is not a budget for creating a game. Valve’s cited documentation does not give an all-in cost for development, testing, localization, marketing, or ongoing support; those expenses vary by project and are separate from the Steam fee.
There is one official per-app Steam Direct fee in the cited documentation, not a set of publishing tiers. Your actual initial outlay can differ from $100 because of applicable taxes and because preparing a game for release involves work beyond paying Valve.
How to budget for releasing a game on Steam
1. Set aside the per-app fee and check for tax
Plan for $100 USD or its local equivalent for each new app. The final amount charged may include VAT, GST, or a similar tax if required in your country.

2. Account for onboarding and release preparation
Steamworks onboarding requires paperwork, bank and tax information, and identity verification. After onboarding, you still need to prepare the store page and game builds and configure Steamworks features and pricing. Tax-information verification can take 2–7 business days, according to Valve’s onboarding documentation; Valve may request additional documents.
3. Budget the game separately
Estimate production and release costs for your own project rather than treating the Steam Direct fee as the total cost. The official documentation cited here does not establish a typical or minimum all-in budget, so a reliable estimate must be based on the work your game requires.

The fee is not refunded at submission. Valve says it becomes recoupable in a payment after the product reaches $1,000 in adjusted gross revenue from Steam Store or in-app purchases. That threshold is adjusted gross revenue, not a promise that every developer will receive the fee back; recoupment depends on the product reaching the threshold and is shown as a separate item in the monthly report.
