How NFL Inactive Lists Work and When Teams Release Them

NFL teams hand inactives to the referee at the 90-minute pregame meeting, but the league sources do not set a universal public announcement deadline.

NFL teams submit their inactive lists to game officials as part of a report delivered at the pregame meeting 90 minutes before scheduled kickoff. That is the official handoff deadline described by the league; it is not proof that every team must publish its list publicly at that exact time.

When do NFL teams release inactive lists?

The NFL’s Game and Stadium Prep guidance says club public-relations representatives deliver a Game Day Administration Report to the referee at the pregame officiating meeting, held 90 minutes before scheduled kickoff. Each club’s inactive list is included in that report. The league’s Countdown to Kickoff page describes the same timing and handoff.

This establishes when officials receive the list, not a universal public announcement time. The cited NFL guidance does not prescribe a single fan-facing publication channel or require every club to post inactives at precisely the 90-minute mark. A team or media outlet may share the information publicly, but that should not be confused with the official team-to-referee deadline.

What does “inactive” mean on game day?

The inactive list identifies rostered players who will not be part of that game’s active group. It is distinct from the club’s broader active/inactive roster: a player can belong to that larger roster while being unavailable for the particular game because the club has designated him inactive.

For the figures in the NFL’s 2024 Record & Fact Book, clubs could dress 47 players, or 48 if they carried at least eight offensive linemen, with five or six players inactive to complete a 53-player roster for regular-season and postseason games. NFL Football Operations’ Contract Language page also describes the 47/48 game-day limit and the eight-lineman condition.

These are source-year figures, not a claim that the game-day limits can never change. The league’s Contract Language page also distinguishes the 53-player active/inactive list from the game-day active limit and notes that specified practice-squad elevations can raise the club’s roster to 54 or 55. Those elevations do not make the two roster concepts interchangeable.

Why the 90-minute point matters—and what it does not tell you

The 90-minute meeting is an administrative checkpoint involving game officials, team public-relations representatives, league personnel and broadcast personnel. By that meeting, the report containing the club’s inactive list is exchanged with the referee. The interval is measured from the scheduled kickoff of the individual game, so it varies by kickoff time.

For fans, the practical takeaway is that the official operations process places the list with officials at that point, while the cited league pages leave public release timing unspecified. Check the relevant club or a reliable game-day news source for a public announcement rather than assuming a league-mandated post time.

How to read roster counts without mixing them up

  • 53-player active/inactive roster: the broader roster described in league guidance for the regular season and playoffs.
  • 47 or 48 game-day active players: the smaller group permitted to be active for a game under the cited 2024 guidance; 48 applies with at least eight offensive linemen.
  • Five or six inactives: the corresponding count completing a 53-player roster under the 2024 Record & Fact Book figures.
  • Practice-squad elevations: specified elevations can expand the roster to 54 or 55, according to the Contract Language page; they are separate from the ordinary 53-player roster description.

The 2026 NFL Rulebook is the league’s current rulebook reference, while the numerical 47/48 and five/six figures above are attributed specifically to the 2024 Record & Fact Book and the cited Contract Language page.
