NFL teams choose an emergency third quarterback from players who meet league eligibility and roster rules; the NFL does not prescribe a universal football-skill checklist. The designation is optional when a club has fewer than three quarterbacks on its game-day Active List. The emergency QB3 can enter only if the first two game-day quarterbacks cannot participate because of injury or disqualification.
Who is eligible to be the emergency third quarterback?
There are two roster routes in the current rule framework:
- An inactive quarterback on the club’s 53-player Active/Inactive List. The original 2023 bylaw allowed a club to designate one such quarterback as its emergency third quarterback, while excluding elevated players under that version of the rule. NFL.com’s report on the bylaw describes that original route.
- A bona fide practice-squad quarterback elevated for the emergency role. The league’s 2024 approved-bylaws summary amended the Standard Elevation rules to permit unlimited elevations of a bona fide quarterback from the practice squad to the Active List as its emergency third quarterback. This is a specific exception; it does not mean any practice-squad player can automatically fill the role. The NFL’s 2024 approved-bylaws summary describes the amendment.
The NFL’s 2025 Record & Fact Book summarizes designation of an inactive-list quarterback when a team carries fewer than three quarterbacks on its game-day Active List. The 2025 Record & Fact Book provides that roster context. The league’s 2026 Rulebook change index does not list a change to this rule; the index is not the operative bylaw text. What limits the team’s choice?
The club’s decision is a personnel choice bounded by the roster route and the game-day roster. The NFL’s 2025 summary describes a 47-player Active List, or 48 when a club carries eight offensive linemen, and says the emergency procedure applies when fewer than three quarterbacks are on that list.

- Check the roster route: the candidate must be an inactive quarterback on the relevant roster, or a bona fide practice-squad quarterback elevated for the emergency role.
- Check game-day availability: the emergency procedure is for a club carrying fewer than three quarterbacks on its game-day Active List.
- Apply the participation trigger: the emergency quarterback is available only if the first two game-day quarterbacks cannot participate because of injury or disqualification.
The cited league materials set out eligibility, designation and use, but do not publish a universal selection formula ranking experience, practice performance, offensive familiarity or injury status. Those might inform an individual club’s personnel judgment, but they are not established here as NFL-mandated criteria.
When can emergency QB3 enter?
Under the 2023 bylaw text reproduced by NFL.com, the emergency quarterback may be activated if either of the first two quarterbacks on the game-day Active List cannot participate because of injury or disqualification. The role is not a tactical option for replacing a quarterback because of poor play or conduct.

If medical staff clears one of the first two quarterbacks to return, emergency QB3 must leave the game. He cannot continue playing quarterback or switch to another position. The bylaw allows him to re-enter at quarterback if a separate emergency arises. The original procedure described notification of the Active List designation 90 minutes before kickoff; the available sources do not detail the current filing process for a practice-squad quarterback elevated under the 2024 amendment, so that timing should not be assumed to apply to that route. NFL.com reported that the league cited “integrity of game” as the chief reason for the 2023 rule change. The report discussed the 2023 NFC Championship Game, when Brock Purdy and Josh Johnson were injured and Purdy returned despite being unable to throw normally. That is relevant context, not proof that the rule was created solely in response to that game. The league’s reported rationale and game context appear in NFL.com’s account.
