On Steam, a publisher configures the store page and game build in Steamworks, submits each for review, then chooses when to release. Console launches add platform-specific developer access, package configuration, and compliance or certification steps. Steam, Nintendo, and Xbox illustrate the differences; their procedures are not universal rules for every store or console.
What changes between a PC and console release?
The main difference is not that PC games launch without review. It is which platform’s tools and requirements the publisher must satisfy. Steam reviews both a game’s store presence and its build. Nintendo requires review before publication, while Xbox documents certification requirements and certified packages for supported platforms.

How a Steam PC release works
Prepare and submit the store page and build
Steamworks has separate readiness checklists for the store presence and the game build. The publisher marks each ready for review; both need approval before the title can be released. A Steam store-presence review typically takes 3–5 business days, and Valve recommends submitting at least 7 days before the intended live date to leave room for requested changes. These are Steam-specific published estimates, not a general PC-store timeline. Steamworks release process
Meet Steam’s page and launch requirements
A Coming Soon page must have been live for at least two weeks before release. Once the relevant approvals and readiness requirements are met, the publisher uses Steamworks’ “Release App” controls when ready to launch. Deliver updates with SteamPipe
SteamPipe is Steam’s content delivery system. Developers can use public or private beta branches to test builds, roll back builds, inspect update sizes, and deliver deltas so players need not download the entire game when only some content changes. These tools support iteration, but publishers still have to upload and validate their builds. SteamPipe documentation
What console publishing adds
Nintendo: registration, preparation, review, and storefront materials
Nintendo’s public process describes registering as a developer, preparing to develop for the platform, then preparing a nearly complete game for sale. That later work includes a publishing agreement, an age rating, and submission for review. Developers also provide promotional materials for the eShop and online catalogs. Nintendo says review is required before publication: “This process is necessary to ensure that the game can be safely played and conforms to Nintendo production standards.” Nintendo developer process

Nintendo also describes post-release support for downloadable content, updates, fixes, and price promotions. That confirms post-launch work is part of the platform relationship, though the public overview does not establish one detailed procedure for every title or situation. Nintendo developer process
Xbox: platform settings and certified packages
Microsoft’s Xbox readiness checklist covers store configuration, ratings, pricing, capabilities, platform services, and platform settings that distinguish PC and console. It asks publishers to confirm they have certified packages for every platform they support. If a package fails certification, the publisher should use the certification report to identify issues, correct them, rebuild and test, then submit a new package. Xbox readiness checklist

Xbox requirements include policy, technical, and product-component rules, and Microsoft says final submissions are tested on retail hardware. Its public overview explains that developers register for a program and use Partner Center to create, configure, and publish products; enrolled developers are directed to additional publisher resources and account contacts. Why might a console version arrive after the PC version?
A console release may involve platform-specific setup, package preparation, and compliance or certification work in addition to the publisher’s broader launch plan. Those are real differences in the documented workflows, but they do not establish why any particular game launches later on a console. A delay can have project-specific causes; without a statement from that game’s developer or publisher, it is not accurate to attribute it to certification, porting, or any other single factor.

How long does review or certification take?
Valve publishes Steam-specific guidance: store-presence review typically takes 3–5 business days, and Valve recommends submitting at least 7 days before the planned live date. The sources cited here do not publish a comparable universal average for console certification, or a general PC-versus-console release timeline. Console schedules therefore need to be confirmed with the relevant platform and project team rather than inferred from Steam’s estimates.
