A secondary report puts Clair Obscur: Expedition 33’s development budget below US$10 million, but the figure’s accounting scope has not been established in the sources reviewed here.
How much did Clair Obscur: Expedition 33 cost to make?
GameVicio reported in December 2025 that the development budget was below US$10 million, attributing that figure to a New York Times report. That makes it a reported figure, not an independently verified production total: the primary report was not reviewed, and the available material does not define what the amount includes.

In particular, the reviewed sources do not establish whether the figure includes marketing, publisher costs, localization, voice cast, contractors or other external production. Sandfall’s official website and the developer and platform interviews cited here do not publish a numeric budget. Treat the sub-US$10 million figure as secondary reporting, not as a confirmed all-in cost or a production-only accounting figure.
What did Sandfall want to prove?
Sandfall’s official studio page says the team believes contemporary game-making technology can let indie developers achieve outstanding production value in realistic 3D. The studio’s ambition was also described in a 2025 Montpellier chamber profile: that a young independent studio could make games with high-quality narrative, graphics and sound.

That supports a broader ambition to deliver a visually and creatively ambitious game as an independent studio. It does not establish that the studio publicly framed a specific budget number as proof that indies can match AAA games. “AAA” is also a broad industry label rather than a defined production standard, so the useful comparison is how Sandfall organized its work and used its resources—not a claim that it reproduced another game’s output at a known fraction of its budget.
How did a small indie team make the game feel so large?
Start with a focused project, then grow as it needed support
According to CTO and co-founder Tom Guillermin’s account on PlayStation.Blog, creative director Guillaume Broche began the project alone, with occasional help. The team eventually grew to twelve and went looking for a publisher at GDC in 2022. After meeting Kepler Interactive, Sandfall was able to develop an Alpha build and bring in additional artists and programmers. The publisher’s support helped the project continue and expand.

Spend scarce programming time where it matters most
Guillermin described limited programming bandwidth as a production constraint. “Our development philosophy at Sandfall is based on the reality that we have limited programming bandwidth, so we focus on what’s most important to delivering a good player experience and helping the creative team achieve their aims.” That is a prioritization strategy, not a claim that technical work or staffing constraints disappear.
Use engine features to reduce specific bottlenecks
In an Unreal Engine interview, Guillermin discussed three tools and the work they helped with. Blueprints let people who are not programmers participate in game logic and gave the team a way to iterate on gameplay without consuming scarce time on heavier technical work. World Partition helped artists work on different parts of the game world. Nanite reduced the manual work of creating levels of detail. Guillermin’s guidance was to choose an engine based on the content a team wants to make: “The most important thing is what type of content you want to create.”

The Unreal Engine account says the environment team numbered between three and five, depending on the production phase. That is a team-size detail for one area of development—not the total number of people who contributed to the game.
Bring in partners for work beyond the core team
In an October 2025 retrospective interview with AUTOMATON WEST, Broche said Unreal Engine 5 had helped small teams achieve visual results associated with much larger teams. He also pointed to outside partners, including localization providers and orchestral recording, as contributions that enhanced what Sandfall could accomplish. A compact studio could therefore combine a small core team with publisher backing, engine capabilities and specialist external work.

Was Expedition 33 really made by only about 30 people?
A 2025 profile from the Montpellier chamber of commerce reported that Sandfall had about thirty employees at the time of publication and had spent five years working on the game. Those are dated profile figures, not a definitive count of every contributor across development. They should not be read as proof that the entire production—including contractors, localization, recording and other external partners—was completed by thirty people.
The distinction matters: an employee count at one point in time, a core development team, and everyone who contributed over a multi-year production are different measures. The interviews also describe the team changing size as the project developed.

What the production story does—and does not—show
Expedition 33 is Sandfall’s first game, a single-player, turn-based RPG for PC and new-generation consoles, published by Kepler Interactive and made with Unreal Engine 5. Sandfall describes its setting as combining fantasy with European Belle Époque influences. Those details help explain the kind of project the studio was building; they do not make its approach a universal recipe.
The available accounts support a specific production case: a project that began with one developer, grew with publisher support, focused limited programming capacity on player experience, used engine features to address particular workflow needs, and relied on outside partners for some work. They do not provide a consistently scoped budget comparison with other games, or evidence that every indie studio can reproduce the result by adopting the same tools.
