Activate the code and switch the console to Developer Mode

On a retail Xbox One, search the Xbox Store for the Dev Mode Activation app, install it, and open it. The app displays the activation code. Microsoft’s published step-by-step instructions are in its legacy activation guide.

Wait for the activation process to finish; the guide describes a progress screen on the console.

Reopen the Dev Mode Activation app and select Switch and restart. This separate console-side action restarts the Xbox in Developer Mode.
Microsoft’s Xbox application FAQ, last updated January 14, 2026, confirms the app-based mode switch. The detailed code-submission instructions above come from legacy documentation, not a currently verified portal walkthrough. If the activation link redirects or its screens differ, follow the current official Microsoft Partner Center prompts; don’t assume a particular code-entry page will appear.

Check which mode the Xbox is in
Press the controller’s Home button. If it opens Dev Home, the console is in Developer Mode. If it opens the ordinary retail Home experience, the console is in Retail Mode, according to Microsoft’s FAQ.

Microsoft says Visual Studio cannot connect to an Xbox One while it is in Retail Mode. A signed-in user is required to deploy an app, but Microsoft’s FAQ does not establish that as a code-entry prerequisite.

If the code flow does not match the instructions

Confirm you are using the code displayed by the console’s Dev Mode Activation app, not the Windows desktop Developer Mode setting. Windows has a separate setting documented in Microsoft’s PC instructions.

If a link redirects to a general Microsoft or Partner Center page, follow the official prompts available there. A March 2026 Microsoft Q&A page records users reporting redirects, but it is not authoritative activation guidance and does not establish an official workaround: Microsoft Q&A: Dev mode for Xbox.

If activation completes but the console still opens the retail Home experience, reopen the activation app and use Switch and restart. The code submission and the mode-switch restart are distinct actions.

If you want to restore retail games or normal retail-console use, open Dev Home and select Leave developer mode.

Console eligibility and activation limits
Microsoft’s cited activation terms describe activating a retail Xbox One as a development console and limit an individual or company to three Xbox One consoles active at a time. The terms were last updated December 23, 2021: Xbox One Developer Mode Activation Program terms. Those Xbox One-specific terms do not confirm the current activation path or eligibility for Xbox Series X|S, so don’t assume the same process applies to those models.
