On a CounterStrikeSharp server, add administrators in configs/admins.json with a stable Steam identity and the minimum @css/... permissions they need. Remove an administrator by deleting that entry, removing its group, or taking away selected flags, then reload the framework or restart the server using your host’s documented procedure. SourceMod servers use different files and letter-based flags, so identify the administration framework before editing anything.

First identify which admin framework your CS2 server uses
CS2 servers commonly run either CounterStrikeSharp or SourceMod. Their files and permission syntaxes are not interchangeable. CounterStrikeSharp stores persistent assignments in configs/admins.json and uses permission strings beginning with @. SourceMod normally uses addons/sourcemod/configs/admins.cfg or admins_simple.ini and assigns letter-based flags.

If the server has SourceMod’s addons/sourcemod/configs directory and no CounterStrikeSharp admin file, use the SourceMod section instead.
Prepare safely before changing permissions
- Record the player’s Steam identity. Use a SteamID64 or another identity format explicitly supported by the framework. A display name can change and should not be your primary identifier.
- Back up the current file. Download or copy
configs/admins.jsonbefore editing it. A backup lets you restore access if a comma, quote, or brace is misplaced. - Use the server’s safe maintenance method. Stop the server, use its configuration reload facility, or follow the control panel’s documented restart process. Do not assume that every host supports the same reload command.
- Decide the least privilege required. Routine moderators rarely need remote-console or full-root access. Plan which individual flags or reusable group should be assigned before you edit the file.
Editing a JSON file while it is being rewritten by a panel or plugin can lose changes. If you cannot safely stop the server, make a copy, edit it offline, and apply it during a controlled reload or restart.

Add an administrator with CounterStrikeSharp
1. Open the persistent admin file
Open the CounterStrikeSharp configuration directory and locate configs/admins.json. The exact parent directory depends on how the server was installed, but the file name and relative location are the same for CounterStrikeSharp installations.
2. Add an entry with an identity and flags
Each top-level property is an administrator label. The label is for your reference; CounterStrikeSharp matches the player using the value in identity. A minimal documented structure looks like this:

}The identity in this example is a SteamID64. Replace it with the intended player’s identity and choose only the permissions required for the role. All user permission strings must begin with an at-sign (@); without it, CounterStrikeSharp will not recognize the permission.
3. Choose appropriate CounterStrikeSharp flags

These flags do not automatically create player-facing commands. CounterStrikeSharp is a framework; individual plugins decide which commands they provide and which permissions they check. A player may have @css/kick and still see no kick command if no installed plugin implements one.

4. Keep valid JSON syntax
Use double quotes around property names and string values. Separate properties with commas, but do not leave a trailing comma after the final property. If the file already contains administrators, add your object after the previous object with a comma between entries:

}Do not create duplicate top-level labels accidentally. More importantly, do not assign the same Steam identity to conflicting entries unless you understand how your installed version resolves them. One clearly maintained entry per person is easier to audit.

- Save the file in UTF-8 text format without adding comments; standard JSON does not permit comments.
- Validate the braces, brackets, quotation marks, and commas before applying it.
- Reload CounterStrikeSharp or restart the server using the method supplied by your installation.
- Have the administrator reconnect if the framework only evaluates identities during connection or reload.
- Test one harmless permission-dependent action, such as opening an installed plugin’s admin menu. Confirm that an ordinary player still lacks that action.
If the framework reports a parsing error, restore the backup, compare the last edit character by character, and reapply the smallest possible correction. A malformed file can prevent all entries from loading, not just the newly added administrator.
Use groups for repeatable staff roles
Groups keep a role’s permissions in one place. Define reusable roles in configs/admin_groups.json, then attach a group to each administrator through the groups array in admins.json. Group names must begin with a hash character (#), just as individual permissions must begin with @.

Define a moderator group
A group definition can contain the permissions used by your moderator role. The precise surrounding JSON structure should follow the format already present in your CounterStrikeSharp installation; the important values are the group name and its permission list. For example, a moderator role might contain @css/generic, @css/kick, and @css/ban.

}CounterStrikeSharp allows an administrator to inherit permissions from multiple groups. Add another group name to the same array when the person has a documented second role. Keep the individual flags array for exceptions that genuinely apply to one person; putting common permissions in groups makes later audits and removals safer.
Group syntax mistakes to avoid
- Writing
css/moderatorinstead of#css/moderator. The missing hash prevents the group reference from being recognized. - Writing a group’s permissions without the
@prefix. - Changing a group definition but forgetting to reload the framework.
- Deleting a group while administrators still reference it, leaving those users without the expected inherited permissions.
Remove or reduce CounterStrikeSharp access
Remove an administrator completely
Delete that person’s entire object from configs/admins.json, including its label, identity, flags, and groups. Preserve valid commas between the remaining objects. Apply the file change through the same controlled reload or restart process used when adding the administrator.
Keep the account but reduce its authority
For a role change, remove only the unnecessary entries from flags. High-impact permissions commonly removed during a downgrade are @css/root, @css/rcon, and @css/changemap. If the authority comes from a group, remove that group from the administrator’s groups array or edit the group definition after confirming who else uses it.

Review inherited permissions before concluding that a flag was removed. A user can still receive the same capability from another group or an individual flag. Keep a written role map so that a later group edit does not silently regrant a privilege you intended to revoke.
Understand runtime-only revocation
Plugin code can call AdminManager.RemovePlayerPermissions to take permissions away while the server is running. CounterStrikeSharp’s documentation notes that runtime changes are not written back to admins.json. A runtime revocation therefore disappears after a restart unless you also edit the persistent file or group definition. Use the API for an immediate emergency response, then make the configuration change that should survive a restart.
SourceMod: use its files and letter flags instead
If the server runs SourceMod, do not paste CounterStrikeSharp’s @css/... strings into its configuration. SourceMod’s standard locations are:
addons/sourcemod/configs/admins.cfgfor the full configuration format.addons/sourcemod/configs/admins_simple.inifor the simpler identity-and-flags format.
SourceMod entries specify an authentication method such as steam, the player’s identity, and letter-based flags. The exact syntax and available letters are defined by the SourceMod and AlliedModders documentation installed for your version. SourceMod also documents the sm_admin command for opening its administrative menu when the relevant menu and permissions are available.

Make SourceMod changes in the file selected by your server’s configuration, reload the SourceMod configuration or restart the server according to your installation, and verify with a permission-dependent SourceMod command. A CounterStrikeSharp entry in admins.json does not grant SourceMod privileges, and a SourceMod flag does not grant CounterStrikeSharp permissions.

Troubleshoot an administrator who is not recognized
The player receives no permissions
- Confirm that the identity exactly matches the player’s Steam identity and is not a mutable nickname.
- Check that every CounterStrikeSharp flag begins with
@. - Check that every group reference begins with
#. - Make sure the edited file is in the active CounterStrikeSharp configuration directory, not a similarly named backup or unused installation.
- Reload the framework or restart the server, then reconnect the player if required.
- Verify that a plugin implementing the expected command is actually installed and enabled.
The entire admin file fails to load
- Inspect the server or framework log for the first JSON parsing error.
- Look for a missing comma between entries, an extra comma after the final item, mismatched braces, or smart quotation marks inserted by a rich-text editor.
- Remove comments; JSON does not support them.
- Restore the last known-good backup, confirm the server loads it, and then add one corrected entry at a time.
Access returns after a restart
This usually means the change was made only at runtime. A plugin call such as AdminManager.RemovePlayerPermissions affects the live session but does not rewrite admins.json. Remove the identity, flag, or group from the persistent configuration as well, then reload.
A reduced role still has powerful access
Inspect both the administrator’s direct flags and every group in groups. Permissions are additive: removing one source does not cancel the same permission inherited from another source. Also check whether a different plugin uses its own permission name or role system.
Security practices for a manageable admin system
- Prefer stable identities. Steam identities remain more reliable than names that players can change.
- Apply least privilege. Start with the smallest role that can perform the job and add a specific flag only when a plugin requires it.
- Protect root and RCON access. Treat
@css/rootand@css/rconas operator-level privileges, not ordinary moderator tools. - Centralize recurring roles. Groups reduce inconsistent copies of the same flag list and make a role change easier to audit.
- Back up before every edit. Keep dated copies outside the live configuration directory so a malformed change can be reversed quickly.
- Review after plugin changes. A newly installed plugin may introduce commands or permission checks that change what an existing flag allows.
- Test with a non-admin account. Confirm that restricted actions remain unavailable to ordinary players after each role change.
A reliable add-and-remove workflow
For routine administration, use this short sequence:
- Identify CounterStrikeSharp or SourceMod.
- Back up the active admin configuration.
- Use a Steam identity and define the smallest required role.
- Edit the framework’s correct file with valid syntax.
- Reload or restart through the server’s supported procedure.
- Verify the intended action with the relevant installed plugin.
- When removing access, delete the entry or remove every direct and inherited source of the permission.
- Repeat the verification after a full restart so a runtime-only change is not mistaken for a permanent one.
The decisive distinction is persistence: CounterStrikeSharp reads durable assignments from admins.json and group definitions, while live API changes alone do not survive a restart. Keeping the framework, file format, identity, and permission syntax aligned prevents most failed admin changes.
