Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Use games you created yourself or files whose rights holder expressly authorizes the download and the way you intend to use them. For commercial games, get them through the publisher’s authorized store or other approved distribution channel, then follow your handheld’s own instructions for storage, folders and supported formats. Owning a cartridge does not, by itself, establish a universal right to download a ROM, make a digital copy or use a copy on another device.
Start with permission, not the file format
Adding a game to a retro handheld involves two separate questions: do you have permission to obtain and use the game file, and can the particular handheld run that file? A file can be compatible without being authorized, and an authorized file can still be incompatible with the device. Treat these as separate checks; passing one does not answer the other.

The clearest options are games you made yourself and games whose rights holder has expressly licensed the download and intended use. For commercial games, use the publisher’s authorized purchase or distribution channels and follow the terms that apply to the game and your location. A file-sharing page’s description, a seller’s claim or a filename that calls a game “free” does not establish permission.
Age, scarcity and commercial unavailability do not, on their own, put a game in the public domain or make it free to download. Check the rights holder’s actual license or permission. If the terms do not clearly authorize the copy and use you have in mind, do not assume they do. In particular, the label “abandonware” is not itself a license or proof that copyright has ended.

Start by asking who owns or controls the rights to the game and what the permission actually covers. Permission to download may come with conditions about use, modification, redistribution or supported platforms. A page that merely hosts a file, or says that the file is preserved for historical reasons, may not be the rights holder and may not have authority to grant those permissions.
Which sources are appropriate?
| Source or situation | What it establishes | What to check |
|---|---|---|
| Your own homebrew game | You created the game file. | Confirm that any separately used art, music, code or other content is yours or properly licensed, and check the handheld’s compatibility. |
| Explicitly licensed game download | The rights holder has authorized distribution under stated terms. | Read the license for permitted devices, copying, modification and redistribution; terms vary. |
| Commercial game from an authorized channel | The publisher or rights holder is offering the game through an approved channel. | Follow the channel’s purchase terms and check whether the download is intended to run on your handheld. |
| ROM repository or third-party file host | The file is available for download. | Availability is not proof of authorization. Do not download or upload a copyrighted game unless the rights holder has authorized it. |
| Handheld or memory card sold with games already on it | The seller has supplied files with the device or card. | Preloading is not proof that the seller has distribution rights. Verify authorization independently. |
For Nintendo games, Nintendo identifies the Nintendo eShop and Nintendo’s website as online sources for authentic games. Nintendo says that games offered through peer-to-peer networks or third-party file hosts are unauthorized copies and states: “The uploading and downloading of pirate copies of Nintendo games is illegal.” That statement is Nintendo’s position about Nintendo games; it should not be treated as a legal ruling for every publisher, title or country.
The same caution applies when a site presents a download as a backup, preservation copy or convenience for owners. Those descriptions do not establish that the site has permission to distribute a copyrighted game, and they do not settle whether a particular user may make or use a copy. If you cannot identify an authorized source or a clear license, choose a different game file rather than relying on the host’s assurances.
Does owning the cartridge let you download or dump a ROM?
There is no universal answer established here. Owning a physical game does not, by itself, establish a general right to download a separate ROM copy or use a digital dump on another device. Rules about personal copying differ by jurisdiction, game and copying method. Whether a copy involves bypassing access controls can also matter.
Do not treat “I own the cartridge” as a blanket permission to obtain a ROM from a website. A download from an unauthorized source and a copy made from a cartridge are different situations, but neither should be assumed lawful in every place. For a definite answer, the relevant details include where you live, the particular game, how the file was made or obtained, and whether any technological protection is bypassed.
In practical terms, possession of the original and permission to acquire another copy are not automatically the same thing. A cartridge owner considering a digital copy needs to check the rules that apply to that jurisdiction and method, rather than infer a right from ownership alone. The same is true if the file is described as a personal backup: the description does not decide whether making or using it is permitted.
The U.S. Copyright Office’s regulation at 37 CFR 201.40 describes specific, time-limited exemptions from the prohibition on circumvention. Those limited categories are not a general permission for consumers to dump any cartridge, bypass any protection or download a game merely because they own it. A U.S. regulation also does not settle the rules in other countries. No blanket conclusion about a particular cartridge dump follows from that regulation without looking at the relevant category, time period and facts.

An emulator is software that imitates a game system; a game file is the content run by that software. The legality of using an emulator does not, by itself, grant rights to a copyrighted game file. Likewise, a lawful game file does not guarantee that the emulator or handheld supports it.

Keep the questions distinct: whether the emulator software may be used, whether the game file was lawfully obtained, and whether the device can run that file. A handheld’s ability to launch an emulator answers only a technical question. It does not establish permission to download a commercial game, copy a cartridge, or use a BIOS file.
Nintendo describes circumvention products as devices or software that bypass security measures to enable unauthorized copying, modification or play, and says their use with unauthorized Nintendo copies is unlawful. Those are Nintendo’s statements concerning its games and rights. Do not infer from the existence of an emulator or a handheld’s ability to run one that a particular ROM, BIOS file or method of copying is authorized.
Check the exact handheld before moving files
Once you have an authorized file, use the documentation for your exact handheld model and firmware. “Retro handheld” is not a single standard: devices can differ in card type, capacity limits, setup process, supported systems, file formats and folder layout. Instructions for one model may not apply to another, even if the devices look similar or run related software.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Storage: Confirm whether the device uses microSD, TF or another storage medium, which slot to use, and the supported capacity. Do not buy a card based only on a different model’s specifications.
- Formatting and setup: Find out whether the card must be formatted in a particular way and whether first startup creates the folders the device expects.
- System and file support: Check that the installed emulator supports the game system and the specific file format. A device listing support for a system does not mean it accepts every related file type.
- Firmware and BIOS: Read the device’s instructions for any firmware or BIOS requirements and identify a lawful source for any required files. Do not assume that a file included by a third-party seller is authorized.
- Import and scanning: Determine whether games must go into named folders, be imported from a menu, or be rescanned after copying.
For scale, Anbernic’s official RG35XX H specification lists 64GB TF/MicroSD storage and TF-card expansion up to 512GB, alongside support for multiple systems and user downloads in relevant formats. Those are specifications for that model, not universal handheld requirements. Confirm the current instructions for your own device before buying or formatting a card.
That example can help illustrate why checking the model matters, but it is not a recommendation to buy a particular card size for every handheld. The device in this guide is unspecified, and its capacity limit, supported card type and setup process may differ. A compatible microSD or TF card can be a useful accessory only when the device supports removable storage; the card does not make any game file legal or compatible by itself.
Copy an authorized game to the device
The exact menu names and folder paths depend on the handheld, so use its manual rather than guessing. The following sequence keeps the legal-source check separate from the device setup.
- Confirm the file’s authorization. Keep the rights holder’s license or the authorized store’s terms available. Make sure the permission covers the download and intended use, not just viewing a page or owning related physical media.
- Confirm compatibility. In the exact model and firmware documentation, identify the supported game system, accepted file format, required storage type and capacity, and any required firmware or BIOS files.
- Prepare the card as instructed. If the device requires formatting or initial setup, follow the manufacturer’s procedure. Formatting can erase existing data, so back up files you need before proceeding.
- Locate the correct destination. Use the folder structure or import method documented for that model and system. Do not assume that every handheld uses a folder with the same name.
- Copy only the authorized, compatible file. Preserve the file’s extension and any directory structure required by the device. Avoid adding files from an unverified preloaded collection just because they are already on the card.
- Eject and refresh safely. Use the computer’s safe-eject function before removing the card. Reinsert it and rescan, import or restart only as the device manual directs.
- Check the result without changing the rights question. If the game does not appear or run, troubleshoot the documented format, folder, system and firmware requirements. A successful launch does not prove that the game file was authorized.
Before formatting, make sure you have the instructions for the correct model and firmware version. Formatting or setting up a card can erase data already on it. If the handheld creates folders during first startup, follow the documented process rather than creating a structure based on instructions for another device. Likewise, if the manual directs you to import or rescan games from a menu, use that route rather than assuming that dragging files to any visible folder is enough.

If the game does not appear or run
Work through device compatibility before changing files or installing unofficial software. First check whether the card is recognized and whether the file was copied to the location expected by that model. Then confirm the file format, supported system and any documented import or rescan step. If the handheld requires a particular firmware or BIOS component, use the manufacturer’s instructions and verify the component’s lawful source.
- Card is not recognized: Recheck the model’s card type, slot, capacity limit and formatting requirements. Do not assume that a card compatible with another handheld will work here.
- Game is missing from the menu: Verify the required folder or import workflow, then use the documented rescan or restart procedure.
- Game appears but will not start: Check that the file format and game system are supported by the installed emulator. A file extension alone does not establish that the contents are valid or compatible.
- A BIOS or firmware file is requested: Consult the device documentation for the requirement and obtain the file only from a lawful source. Do not treat an unofficial download as authorized merely because a game needs it.
- The supplied card contains a large library: The presence of preloaded games does not establish that their distributor had permission. Do not treat the bundle as proof of lawful sourcing.
Use the manufacturer’s documented troubleshooting steps if a game still will not appear. A technical failure may mean the card is not formatted as expected, the file is in the wrong location or the installed emulator does not support that system or format. It does not, by itself, tell you whether the file is authorized. Avoid treating an unofficial firmware change or a circumvention tool as a routine fix; the legal and technical implications depend on the device, jurisdiction and use.
How to evaluate a preloaded-games handheld
A large advertised game library can make a device look ready to use, but the seller’s inclusion of files does not show that the rights holders authorized their distribution. Nintendo specifically warns that unauthorized preinstalled copies of Nintendo games on look-alike retro devices infringe Nintendo copyrights. That statement concerns Nintendo’s games; other rights holders’ claims and the applicable law depend on the circumstances.
Ask the seller for clear information about who created or owns each included game and what license authorizes distribution. A vague claim that the games are “free,” “abandonware,” “community games” or included for convenience is not a substitute for a license. If authorization cannot be verified, do not rely on the bundle as a legal source. You can still assess the hardware separately, but remove or avoid using files whose rights are unclear.
Be especially cautious about treating a preloaded microSD or TF card as a bonus that settles the rights question. The card is storage; it does not confer rights to its contents. A device advertised as supporting many systems describes a technical capability, not a blanket authorization to use every game associated with those systems. Verify rights independently of the product listing and its library size.
Keep the two checks distinct
Before adding any title, make two independent decisions. First, establish the right to obtain and use the file under the relevant license and local law. Second, establish that your exact handheld and firmware support the file and storage arrangement. A compatible microSD or TF card can help with storage when a device supports removable media; buying a card does not confer rights to any game.
If either answer is unclear, pause rather than using a ROM site, seller’s preloaded card or cartridge ownership as a substitute for permission. For a legal conclusion about a personal copy or circumvention, the jurisdiction and copying method matter; for technical instructions, the model and firmware matter.

If I own the original cartridge, can I download its ROM?
Cartridge ownership does not create a universal right to download a ROM or use a digital copy on another device. Rules for personal copying vary by jurisdiction, game and method, and access-control circumvention can matter. Do not assume a ROM download is authorized just because you own the cartridge.
Are old or unavailable games free to download?
Not automatically. A game’s age, scarcity or removal from sale does not by itself establish that it is public domain or that its rights holder permits downloads. Look for an actual license or permission rather than relying on terms such as “abandonware.”
Does using an emulator make a game file legal?
No. The emulator and the game file are separate issues. An emulator’s availability or ability to run a title does not grant permission to obtain or use a copyrighted ROM, and a lawful file still needs to be compatible with your device.
Are games included on a preloaded handheld authorized?
Preloading alone does not prove authorization. Ask who owns or created the games and what license permits their distribution. Nintendo specifically warns that unauthorized preinstalled copies of its games on look-alike retro devices infringe its rights.
Can I use the same memory card instructions for every retro handheld?
No. Card type, capacity, formatting, folders and supported file formats vary by model and firmware. Check the manual for your exact handheld before buying, formatting or copying files. The RG35XX H’s listed 64GB TF/MicroSD storage and expansion up to 512GB are specifications for that model only.
What should I do if a copied game does not show up?
Check whether the card is recognized, whether it is formatted as the manufacturer requires, and whether the file is in the documented folder or import workflow. Then verify that the installed emulator supports the system and format. Use the model’s instructions for any required scan, restart, firmware or BIOS component, and make sure any separately obtained files come from a lawful source.
Does a microSD card make games legal to use?
No. A compatible microSD or TF card provides storage when the handheld supports it; it does not grant rights to the games stored on it. Check both authorization and device compatibility.
