How to Balance RTS Units in a Custom Game or Mod

A practical RTS unit-balancing process: define the unit’s role, change the right levers, test comparable scenarios, and use match data and replays without treating either as a verdict.

Balance an RTS unit against its intended job, its alternatives, and the game around it—not against an abstract ideal stat line. Define what the unit should enable and what can answer it, then test focused changes in comparable matches across relevant maps, matchups, phases, and levels of player control. A unit can be exceptionally strong in a narrow role and still be fair when opponents have clear, accessible ways to respond.

Start by defining what “balanced” means for your game

There is no single correct damage value, cost ratio, or win-rate target that makes an RTS unit balanced in every game. A unit’s value depends on what else players can build, how quickly they can build it, where fights happen, what technologies are available, and what choices the unit enables or removes. Decide what a healthy game looks like before editing numbers: perhaps more viable strategies, more meaningful counterplay, or a particular match pace. The intended experience is a design choice, not a universal threshold.

Write a short design target for the unit. Be specific about what it is meant to do in play, not just what its stats are. For example, “a fast unit that pressures exposed workers and can retreat from a slow army” sets expectations for speed, damage, cost, and vulnerability. It also points to questions a test can answer: Can it reach its target? Does it do enough before a defender responds? Can the defender make a sensible choice to protect the workers or punish the attacker?

  • What should the unit enable? Name the tactical or strategic options it is meant to create.
  • What should it threaten? Identify the targets and situations where it should have an advantage.
  • What should threaten it? State the kinds of units, positioning, technology, or player decisions that should limit it.
  • When should it matter? Specify its intended timing, such as an early pressure window or a later army composition.
  • What does producing it cost beyond resources? Consider production time, production capacity, population space, prerequisites, and the other units the player forgoes.

Keep the role narrow enough to evaluate. If the unit is supposed to scout, raid, and win direct fights, a single test result cannot tell you which job is failing—or whether it is doing too many jobs well. A specialized unit need not be equally useful in every matchup. The key is whether its niche has understandable limits and whether opponents can respond without having to guess at hidden rules.

Choose the smallest set of levers that can solve the problem

When a unit appears too powerful or too weak, first identify the behavior that makes it so. A unit that wins too many engagements may not need less damage if its real advantage is arriving earlier, attacking from safety, or being cheap enough to mass. Likewise, raising health may be the wrong fix if the unit is simply too difficult to catch. Change the attribute that corresponds to the observed problem rather than treating every symptom as a damage issue.

Common unit attributes include resource cost, build time, movement speed, health, armor, regeneration, population cost, weapon damage, attack or range behavior, and sight. These are separate controls, and they interact. For instance, reducing a unit’s cost can let a player field more of them; that changes how much damage the group can deal and how much population or production capacity it consumes. Increasing speed can change which engagements occur at all. The practical implication is to record the intended effect of each change and check for indirect effects in play.

Age of Empires IV’s official Attribute Editor guide distinguishes entity blueprints for unit statistics from squad blueprints associated with behavior, weapons, upgrades, and abilities. The game’s unit-stats material also treats movement, health, armor, regeneration, population, and sight as editable concerns. This is a useful illustration of how tuning can span multiple data fields, not a universal editor layout or a set of values to copy into another RTS.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep game-specific numbers in their proper scope. In an Age of Empires IV cost tutorial, the example Spearman’s default food cost is 60, and the tutorial changes it to 40 food to demonstrate editing and testing. A separate unit-stats example gives that Spearman a population cost of 1; the weapon tutorial shows a sample damage setting of 7. These are instructional examples, not recommendations for a custom game. The Age of Empires IV support guide warns that maximum movement speed should not exceed 8 in that game because higher values may cause errors. That is an AoE IV technical limit, not a general RTS movement-speed rule.

Compare the unit with its real alternatives

When two or more units serve related purposes, compare them across the situations where a player chooses between them. A single “power score” can hide important trade-offs: one unit might be cheaper and arrive sooner, while another might survive longer or threaten a different target. Write down the differences that could change a player’s decision.

Comparison area Questions to answer
Role and tactical use What situation is each unit meant to handle? Are they alternatives, complements, or counters?
Cost and production What resources and build time are required? Does one unit tie up production capacity or delay another option?
Damage and durability How do they perform against representative target classes? Which attack, armor, or health differences drive that result?
Movement and engagement Can each unit reach, stay with, or disengage from its intended target? How do range and attack behavior affect the fight?
Population and constraints How much population does each occupy, and are there other relevant slots, upkeep costs, or caps?
Vision and terrain What can each unit see, and do elevation or other map features change what it can detect or attack?
Technology and timing What prerequisites, upgrades, or timing windows shape availability and strength?
Counter and switching cost What can answer the unit, when is that response available, and how costly is it for an opponent to change plans?
Execution and readability Does the unit require more control to use well? Can both players understand what is happening and make a meaningful response?

Use the comparison to find the actual choice point. If a unit is never selected, ask whether it offers a distinct advantage at a relevant timing—not only whether it is numerically weaker. If it replaces another unit in nearly every situation, examine which advantage has become broad enough to erase the alternative’s role. The comparison should generate a testable hypothesis, such as “the cheaper unit is displacing the slower specialist because it reaches the same targets soon enough,” rather than an unsupported declaration that one unit is overpowered.

Use calculations as a first-pass hypothesis, not a verdict

A spreadsheet or a simple combat simulator can make a first pass more consistent. It can help expose obvious disparities in cost, attack frequency, health, or production time under stated assumptions. But a model can only answer the question it represents. If it assumes units stand still and attack continuously, it cannot tell you how pathing, terrain, sight, focus fire, upgrades, production, or player control change the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write down the assumptions beside any calculated result: which unit versions and upgrades are included, what targets are used, whether attacks are uninterrupted, and what map or distance is assumed. Treat the output as a reason to test, not proof that a change will improve the game. Avoid universal effective-health, damage-per-second, or cost-efficiency cutoffs unless those figures are defined for the game and supported by the scenarios and goals you are evaluating.

Make one focused edit and preserve the baseline

Before editing, save the current version or otherwise preserve a way to restore it. Record the build or mod version, the unit’s starting values, the scenario you intend to test, and the problem you are trying to address. Then change a small number of related values. If you simultaneously lower cost, raise health, and increase speed, an improved result will not tell you which change mattered; a worse result will be equally hard to diagnose.

  1. Write the hypothesis. Describe the observed problem and the behavior you expect a particular change to produce.
  2. Record the baseline. Keep the original values, game or mod version, map, matchup, and test conditions together.
  3. Edit the relevant field or fields. Prefer one focused adjustment at a time unless two attributes are inseparable parts of the same intended fix.
  4. Build or package the change. Confirm that the edited content is included in the version you will actually test.
  5. Run the test and verify the edit in-game. Check that the intended value appears or behaves as expected before interpreting the match result.
  6. Compare against the baseline. Use comparable conditions and note both the outcome and any behavior that explains it.

The Age of Empires IV cost tutorial demonstrates this edit-build-test loop: change a unit cost, save and build a tuning pack, select the pack for a match, and check the edited cost in-game. That sequence is a game-specific example; the names of files, data fields, and packaging steps will differ in other editors. Verifying the change matters because a test of the wrong build or an unapplied mod cannot validate the adjustment.

Test the situations most likely to change the outcome

A unit can look fair in a direct fight and still dominate when it can choose when to engage. It can be useful on an open map but ineffective around terrain, or appear weak before an upgrade and oppressive afterward. Make a scenario list from the unit’s role and the ways opponents might answer it. The goal is not to test every possible combination; it is to cover the conditions that could plausibly reverse your conclusion.

  • Map and terrain: Include relevant maps, starting distances, chokepoints, elevation, and open approaches. In Age of Empires IV, the documented sight system depends on terrain elevation, illustrating why a vision-related change may not have the same effect everywhere.
  • Matchup: Test the factions or army types that can exploit the unit and those that are expected to counter it.
  • Game phase and timing: Check when the unit first becomes available, how long its useful window lasts, and what changes after technologies or upgrades arrive.
  • Composition: Test it alone where that is informative, but also with the support units, screens, or counters it is likely to accompany.
  • Control level: Where the game supports it, compare low-micro and high-micro situations. A unit that is manageable when controlled precisely may be frustrating or disproportionately effective in ordinary play.
  • Production and economy: Check whether the resources, build time, prerequisites, and production demand make the unit available at the moment its strength matters.

Blizzard Entertainment’s official StarCraft II balance-test announcement offers a historical example of testing proposed changes on maps through a test map and extension mod. The announcement made clear that the changes were provisional rather than final. It also states, “We’d like to remind you that feedback based on playtesting is the most helpful information you can share with us at this time.” That is a useful model for treating a public test as evidence-gathering rather than as a promise that a change will ship unchanged.

Collect evidence that explains the result

Win and loss are outcomes, not explanations. When practical, record which units were produced and used, how long they survived, what damage they dealt or prevented, which engagements they joined, and what resources and production capacity they consumed. Note the map, matchup, game phase, upgrades, and player experience as well. These observations can help distinguish a unit that is too strong in combat from one that simply arrives earlier or is easier to use.

Use match statistics to find patterns and formulate questions, not to assign cause automatically. Faction or race, player skill, map, game duration, strategy, and selection effects can all influence outcomes. For example, a unit may appear in winning matches because it is effective—or because players only build it when they already have a favorable position. Averages can also conceal a unit that is dominant on one map and irrelevant on another.

A 2011 StarCraft II analysis paper provides a historical methods case study. Its match records include player identifiers, races, map, date, and match duration; its introduction notes that race balance depends heavily on the map. The paper uses logistic regression to analyze match data. This illustrates why map can matter in statistical analysis, but it does not establish logistic regression as the best method for every mod, nor does a historical study describe current StarCraft II balance.

Pair numerical patterns with replay review and player feedback. In a replay, look for the decisions that led to the result: whether the unit reached its intended target, whether the opponent had time and information to respond, whether a counter was present but ineffective, and whether the unit’s player had to make meaningful trade-offs. Feedback is most useful when it refers to a particular situation or choice rather than a verdict such as “too strong.” Ask what players expected to happen, what they could see, and what alternative they considered.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Interpret the evidence without overclaiming

When a change seems to improve results, test the explanation against the original design target. Was the unit chosen for its intended job? Did it remain vulnerable to the responses you meant to preserve? Did the change make the game’s decisions more interesting, or did it make another option obsolete? If the outcome changed but the role did not, the adjustment may have solved a different problem than the one you set out to address.

Do not set a universal win-rate threshold from a small or poorly matched sample. A percentage is meaningful only in context: which players and matchups were included, how many relevant games were observed, which maps and versions were tested, and how uncertain the estimate is. A stable overall result can still hide a serious map-specific or matchup-specific problem. Separate those cases where the data allows it, and be cautious when the sample is too thin to do so reliably.

When the evidence is mixed, preserve the uncertainty instead of forcing a single verdict. A unit may be strong in one phase but fair over a full match, or healthy at ordinary control levels but unusually powerful under expert micro. Decide whether that distinction is acceptable for the intended audience and game pace. If it is not, design the next test around the disputed condition rather than making several unrelated edits.

Apply the workflow in Age of Empires editors

Age of Empires III and Age of Empires IV illustrate different parts of a custom-game workflow. The official Age of Empires III overview distinguishes custom scenarios, custom maps, and data mods, and notes that data mods can adjust unit statistics. Scenarios can also be used to test strategies. These options serve different purposes: a scenario or map can define a repeatable situation, while a data mod can change the underlying unit attributes.

For Age of Empires IV, the official Attribute Editor guide describes searching game data and explains the distinction between entity blueprints for unit statistics and squad blueprints associated with behavior, weapons, upgrades, and abilities. The separate cost tutorial demonstrates editing a cost and validating it in a match; the unit-stats guide covers movement, health, armor, regeneration, population, and terrain-sensitive sight; and the weapon tutorial demonstrates cloning a weapon and changing damage values. Together, these guides show an edit-build-test approach, but they do not imply that field names, constraints, or procedures transfer to another RTS or even another editor version.

For any platform, follow the same conceptual sequence: identify the data that controls the behavior you mean to change, create a build that contains the edit, load it in a controlled test, and verify the result before drawing conclusions. If the editor exposes separate data for a unit’s statistics, squad behavior, weapon, upgrade, or ability, check which one governs the observed behavior rather than assuming that changing a displayed stat controls everything about the unit.

Retest, document, and communicate the change

After the first test, adjust the hypothesis or value and rerun the most relevant comparable scenarios. Keep enough of the earlier test intact to determine whether the new result reflects the adjustment rather than a changed map, opponent, upgrade set, or build. If you expand the test set, document the new conditions so results remain interpretable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When sharing a test build, state what changed, why you changed it, which version it affects, what conditions have been tested, and what remains uncertain. Invite players to report specific situations and replays where possible. Make clear whether the build is exploratory or intended to be final. Blizzard’s StarCraft II announcement is a useful example of separating public playtesting from a final change: the proposed adjustments were explicitly described as not final.

A concise change note can include the old and new values, the intended effect, and the scenarios used to evaluate it. Keep conclusions proportional to the evidence: “the change reduced early pressure in the tested mirror matchup on these maps” is more useful than “the unit is balanced” when only a narrow set of games has been examined. That precision also gives the next test a clear starting point.
