Rust server administration is granted from the server console, RCON, or a hosting-panel console. Use your 17-digit decimal SteamID64—not a username or hexadecimal ID—with ownerid for full owner rights or moderatorid for moderator rights. Afterward, verify the entry in users.cfg; if it was not written, run server.writecfg and check again.

What “admin” means on a Rust server
Rust does not use a normal in-game menu for granting server administration. Access is assigned through console commands that write an authorization entry for a Steam account. The command you choose determines the authorization level:

Level 2 | Owner or full administrator | Can add other administrators. One guide also says level 2 can view player IP addresses. |
moderatorid |
Level 1 | Moderator | Can kick, ban and teleport players. Sources disagree about whether moderator accounts also receive commands such as noclip, god, spawn and give. |
These levels are separate. Giving yourself moderator access does not make you an owner, and an owner-level grant is the appropriate choice when you must delegate administration to other users.
Before you run a command
Have console-level access
The first grant must be executed from a server console, an RCON connection, or the console supplied by your hosting panel. In-game admin commands only work after your account already has authorization, so opening the F1 console as an ordinary player cannot bootstrap your own access.

Use the correct identifier
The identifier must be the account’s 17-digit decimal SteamID64, normally beginning with 7656. Do not substitute a display name, Steam username, short SteamID, or hexadecimal form. A name can change; the SteamID64 is the value the server uses to identify the account.
Copy the number carefully and check its length and prefix before submitting it. If another administrator is entering it for you, send the decimal SteamID64 exactly as displayed by a trusted Steam identity source and ask them to verify every digit.
Decide which level you actually need
- Choose owner when the account must manage other administrators or have the highest authorization level.
- Choose moderator when the account only needs player-management duties such as kicking, banning and teleporting.
- Use the least powerful level that satisfies the job, particularly on a community server with several staff members.
Grant owner access with ownerid
From the server console, RCON, or panel console, enter this command:
ownerid <SteamID64> "Name" "Note"
Replace <SteamID64> with the complete 17-digit decimal ID. The name and note fields identify the entry for human readers; they are not a replacement for the ID. If you do not want to add those labels, the command can be issued with the ID alone where your server accepts that form, but retaining a clear name and note makes later auditing easier.
For example, the structure is always the command name first, the decimal ID second, and optional quoted text after it. Do not type a username in the ID position and do not paste a hexadecimal value.

What the owner grant provides
An owner grant creates authorization level 2. The guides used for this procedure describe level 2 as the level that can add other admins. One guide also attributes visibility of player IP addresses to level 2. Treat that as a privileged capability: only grant owner access to people who should be trusted with the server’s most sensitive administrative functions.
Grant moderator access with moderatorid
For a lower-privilege staff account, run:
moderatorid <SteamID64> "Name" "Note"
Again, the decimal SteamID64 is required. The quoted name and note are descriptive labels. A moderator account is authorization level 1 and is intended for routine player management.
Moderator capabilities and the version caveat
The available administration guides consistently associate moderators with kicking, banning and teleporting players. They do not agree on whether level 1 also receives admin-style commands such as noclip, god, spawn and give. That disagreement means you should not promise those commands to a moderator without testing the exact Rust server version and permission behavior you operate.
Exact procedure for making yourself admin
- Obtain your SteamID64. Confirm that it is a 17-digit decimal number beginning with
7656. A username is not sufficient. - Open an administrative command path. Use the dedicated server console, an RCON client, or your hosting panel’s live console. Do not start in the in-game console unless you already have authorization.
- Choose one grant. Enter
ownerid <SteamID64> "Name" "Note"for level 2, ormoderatorid <SteamID64> "Name" "Note"for level 1. - Submit the command exactly once. Avoid changing the ID to a username because the command appears not to respond immediately; first inspect the authorization file.
- Check persistence. Locate
users.cfgfor the server identity and confirm that your SteamID64 appears with the intendedowneridormoderatoridentry. - Save only if needed. If the entry is missing, run
server.writecfg, then inspectusers.cfgagain. - Test the assigned level. Use a capability appropriate to the role. Do not use a moderator test to conclude that owner-only administration is working.
The file check is important because published guidance conflicts about when authorization entries are saved. Some guides instruct administrators to run server.writecfg after every grant, while a more recent guide says the authorization commands save users.cfg immediately. Checking the file on your own server resolves that uncertainty without relying on a guide written for another release.
How persistence works, and how to verify it
The conflicting advice
One set of instructions treats server.writecfg as a required save operation after ownerid or moderatorid. Another recent instruction says ownerid, moderatorid, removeowner and removemoderator write users.cfg immediately, making server.writecfg unnecessary. The available material does not include a Facepunch release note that definitively settles the behavior for every server version.

The reliable check
- After granting access, open the server’s actual
users.cfg. - Find your SteamID64 and confirm that the line uses the intended authorization command.
- If no line exists, execute
server.writecfgfrom the same administrative console. - Open the file again and verify that the entry is now present.
Do not assume that a command was saved merely because the console accepted it. The file is the practical evidence that the authorization will survive a restart.
Finding users.cfg
File paths depend on the server identity. A Facepunch wiki search result places the configuration under server/main/cfg/ when the identity is main; that location contains files such as server.cfg, users.cfg and bans. A custom identity changes the directory, so a server configured with another identity will not necessarily use server/main/cfg/.
Use your server’s configured identity and inspect its cfg directory rather than copying a path blindly. If you operate through a control panel, use its file manager or connect to the server host and search the identity-specific cfg directory. The important file is the one actually loaded by that running server instance.
Adding an administrator by editing users.cfg
Console commands are the normal method, but administrators can also add entries directly to users.cfg. Add one line per user, using the same authorization command and SteamID64 format:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteownerid <SteamID64> "Name" "Note"
moderatorid <SteamID64> "Name" "Note"
Use only one of those lines for a particular account, depending on the level required. Save the file in the correct identity’s cfg directory, then verify that the running server reads that file. A manually edited file in the wrong identity directory will not grant access to the server you are playing on.

Because direct editing bypasses the console’s immediate feedback, re-open the file after saving and check for spelling, quotation marks and the complete decimal SteamID64. Keep a backup before making broad changes, especially when several staff entries already exist.
Owner versus moderator: choosing the right permission
| Question | Owner, level 2 | Moderator, level 1 |
|---|---|---|
| Can this level be granted with a console command? | Yes: ownerid |
Yes: moderatorid |
| Can it add other administrators? | One guide says yes. | Not established by the available guides. |
| Can it kick, ban and teleport? | Owner is the higher level; these routine moderation actions are within the administrative role. | Guides specifically associate level 1 with these actions. |
| Can it use noclip, god, spawn or give? | These are treated as admin-style commands, but exact behavior should be checked on the server version. | Sources disagree; test before assigning this level for those tasks. |
| Can it see player IP addresses? | One guide attributes this to level 2. | Not established. |
The safest staffing model is to reserve owner access for the server operator and use moderator access for staff whose duties are limited to player management. If a moderator needs a command that is disputed across guides, test it on the live version or a controlled test server before relying on it.

The command says nothing useful or has no effect
First confirm that you used the dedicated console, RCON, or panel console. An ordinary player cannot grant the first authorization from the in-game console. Then check that the command begins with ownerid or moderatorid and that the ID is decimal, 17 digits long and starts with 7656.

You entered a username
Replace it with the account’s SteamID64. The optional quoted name is only a label; putting a username in the ID position does not identify the Steam account reliably.
You pasted a hexadecimal SteamID
Obtain the decimal SteamID64 instead. The Rust authorization commands described here require the decimal form, not a hexadecimal representation.

The grant worked until a restart
Inspect users.cfg. If your entry is absent, run server.writecfg and inspect the file again. If the file still lacks the line, verify that you are checking the identity used by the running server rather than a different server/<identity>/cfg/ directory.
You edited the file but nothing changed
Check all of the following:
- The line uses
owneridormoderatorid, not a misspelled command. - The SteamID64 is complete and decimal.
- The file is named
users.cfg. - The file is inside the active identity’s
cfgdirectory. - The quoted fields have matching quotation marks.
A moderator cannot use a particular command
Do not automatically treat that as a failed grant. The sources disagree about level 1 access to noclip, god, spawn and give. Confirm the server’s own permission behavior and version before changing the account to owner level.
Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteYou granted the wrong level
Use the corresponding removal command, then add the intended level: removeowner removes an owner entry and removemoderator removes a moderator entry. Because persistence behavior varies by version, check users.cfg after the change and run server.writecfg if the file does not reflect it.
Operational and security precautions
- Protect owner access. Level 2 is the level described as able to add other administrators, and one guide associates it with player IP visibility.
- Audit the ID before granting. A single wrong digit can authorize another account or leave the intended account without access.
- Keep labels meaningful. Use the quoted name and note to record who the account belongs to and why it has access.
- Prefer the lower level for routine staff work. Moderator access covers the player-management actions explicitly described by the guides.
- Review the file after every change. This catches wrong identity paths and unresolved save behavior before a restart exposes the problem.
- Remove former staff. Use
removeownerorremovemoderator, then verify that the corresponding line is gone fromusers.cfg.
Quick decision checklist
- Do you have console, RCON or panel-console access for the first grant?
- Is the identifier a 17-digit decimal SteamID64 beginning with
7656? - Do you need level 2 owner access or level 1 moderator access?
- Did you run the matching command:
owneridormoderatorid? - Does the active identity’s
users.cfgcontain the entry? - If it does not, did you run
server.writecfgand check again? - Are you assigning commands whose moderator support is disputed? If so, test them on the server version you actually operate.
Following those checks makes the process predictable: grant the correct level with the decimal SteamID64, use a privileged console for the first assignment, and confirm the saved entry in the active server identity.
