Breed Jigglypuff with a compatible partner and hatch the resulting Egg to get Igglybuff—the baby Pokémon in Jigglypuff’s evolution line. In Pokémon Scarlet and Violet, you do not need an Incense. The exact breeding and Egg-collection steps depend on the game.
What is the baby form of Jigglypuff?
It is Igglybuff. The official Pokédex lists Igglybuff (#0174) and Jigglypuff (#0039) in the same evolutionary line: Igglybuff evolves into Jigglypuff. See Igglybuff in the official Pokédex.

How breeding produces Igglybuff
In the games’ breeding systems, the Egg follows the female parent’s evolutionary line, or the non-Ditto Pokémon’s line when paired with Ditto. So, to get an Igglybuff Egg, use a female Jigglypuff with a compatible male Pokémon, or pair Jigglypuff with Ditto where that pairing is allowed. Hatch the Egg to obtain Igglybuff.
The general compatibility rule in the official Pokémon Sword and Shield guide is that two Pokémon of opposite sexes can produce an Egg if they share an Egg Group. Ditto can pair with eligible Pokémon outside the No Eggs Discovered group. Read the official Sword and Shield Egg guide.

Do you need an Incense?
No. Igglybuff does not require an Incense to appear from breeding in the cited Sword and Shield and Scarlet and Violet guidance. Igglybuff itself is a baby Pokémon, not a breeding parent in the Sword and Shield guidance; use Jigglypuff instead. See the breeding mechanics reference. The breeding location and Egg-collection workflow vary by game, so do not assume the same steps apply everywhere. In Sword and Shield, Pokémon are left at a Nursery. Scarlet and Violet use a different breeding procedure. The core result is the same: breed Jigglypuff with a compatible partner, then hatch the Egg to get Igglybuff.
