To get a spy in Anno 1404, you need the Venice expansion (included in Anno 1404: History Edition). Build a Base of Operations on your island, then select an eligible enemy house and choose Infiltrate. Once the spy settles in, that house unlocks a sabotage action.
What you need before sending a spy
Espionage is part of Anno 1404: Venice, rather than the base game as described by the available sources. Ubisoft says the History Edition includes Venice and its espionage features. Ubisoft’s History Edition information.

- Make sure Venice is available. Play Anno 1404: Venice, or the History Edition, which includes the expansion.
- Build a Base of Operations on your island.
- Select an eligible house on an opposing player’s island and choose Infiltrate. The community guide says targets must be at Citizen or Nomad level or higher; it reports that Peasant houses cannot be infiltrated.
- Wait for the spy to settle. The guide gives an infiltration cost of 800 gold, a 60-second wait before sabotage becomes available, and a five-minute cooldown before infiltrating another house. These figures come from a community-maintained guide and may depend on game context or version.
- Select the infiltrated house to use the sabotage action associated with that house’s class. The action depends on the house; it is not an unrestricted choice of sabotage.
How to detect an enemy spy
If you meant stopping a spy rather than sending one, the community guide describes two options. Click an enemy spy while it is moving through town, before it enters a house, or search eligible houses using the detection option.
