For a Pokémon Emerald story playthrough, build around coverage and complementary jobs—not a checklist of six different types. Choose Pokémon you can actually obtain as the story progresses, make sure their usable moves answer threats to your starter, and decide deliberately which party members will carry travel moves. There is no single best lineup for every starter or preference.
What “balanced” means in an Emerald playthrough
Emerald’s campaign takes you through eight Gym challenges before the Elite Four and Champion. A useful team can deal reliable damage, switch into at least some attacks safely, and carry the utility needed to explore. That is a practical story-party goal, not a competitive battle formula. Count useful answers, not just party types. A Pokémon’s type does not tell you every move it can learn, and two differently typed Pokémon can still duplicate the same attacking job. Conversely, a Pokémon may provide valuable coverage with a move outside its own type. When planning, look at the attacks each member can actually use and the weaknesses your party leaves exposed. Give each party member a reason to be there
Rather than assigning rigid labels, check that the team has complementary contributions:

- Reliable damage: Include Pokémon with useful attacks for the opponents you expect to face, not merely high-looking stats or a desirable type label.
- Switch-in options: Avoid making the whole party vulnerable to the same kinds of attacks. A Pokémon that can take a hit or give you a safer switch can matter as much as another attacker.
- Distinct coverage: Prefer moves that add answers your current team lacks over several members carrying similar attacks for the same situations.
- Exploration utility: Decide which team members, if any, will carry HMs. A dedicated utility Pokémon can preserve battle moves on your main team, but it is optional.
These are planning roles, not official Pokémon classes. Your starter can be the team’s anchor, but the rest of the roster should compensate for its limitations rather than simply copy its strengths.
Choose for when you can obtain a Pokémon
A theoretically strong final party is little help if its members arrive late or are not obtainable in your version. Build in stages: assess candidates when they become available, then replace or keep them based on what the party needs. Emerald differs from Ruby and Sapphire in which Pokémon can be obtained; some Pokémon outside the Hoenn regional Pokédex require FireRed or LeafGreen. - Its strengths and weaknesses alongside the rest of your party.
- Which useful moves it can learn, including whether a move depends on a limited TM or takes an HM slot.
- Whether it adds a distinct battle role or repeats one you already have.
- Whether its travel utility is worth using a party slot or move slot.
- How well it fits your chosen starter and the way you want to play.
This approach works with any starter: keep the Pokémon that are useful to you, and adjust later choices to fill real gaps rather than pursuing a supposedly universal six.

Plan HMs without sacrificing moves by accident
Ruby, Sapphire, and Emerald have eight HMs: Cut, Fly, Surf, Strength, Flash, Rock Smash, Waterfall, and Dive. Some are useful in battle as well as for progression, while others may occupy a move slot mainly for exploration. Before teaching an HM, ask whether the Pokémon can use the move effectively in battles and whether it replaces an attack or utility move the Pokémon needs. If the move is mainly for travel, you can assign it to a Pokémon whose battle role is less central, or keep a dedicated utility member. Check compatibility rather than assuming every Pokémon can learn every HM; the HM compatibility chart lists the Ruby, Sapphire, and Emerald differences.

Use a quick check whenever the party changes
- List the gap: Identify an opponent type, shared weakness, or exploration need your current party handles poorly.
- Check realistic candidates: Consider only Pokémon available at that point in Emerald, unless you are intentionally planning a Ruby, Sapphire, or linked-game option.
- Compare moves and roles: Look beyond type labels. Ask whether the candidate brings usable coverage, a safer switch, or needed travel utility.
- Review move-slot costs: Account for HMs and any move choices that limit what else the Pokémon can do.
- Keep or rotate based on results: A candidate does not need to remain on the final team if a later encounter fills the same need better.
